CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
TUESDAY, AUGUST 27, 2024
After determining that a quorum was present, the Planning and Zoning Commission of the City of
The Colony, Texas convened into Regular Session which was held on Tuesday, August 27, 2024 at
6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony, Texas,
at which time the following items were addressed:
Board Members Present: Kirk Varga, Robert Cox, Jeff Baran, and Gary Hulkowich
Board Members Absent: Karen Haines, Brenda Armour, and Kenneth Flo
Staff Present: Ana Alvarado, Planning Technician; Isaac Williams, Planning Director; Keyl Groff,
Senior Planner; Judy Ensweiler, City Council
1.0 1 CALL REGULAR SESSION TO ORDER
Acting Chair Baran called the regular session of the Planning and Zoning Commission meeting to
order at 6:30 p.m.

CONSENT AGENDA
2.1
Consider approval of the minutes of the August 13, 2024 Regular Session.
Acting Chair Baran read Consent Agenda Item 2.1 into the record.
Commissioner Hulkowich made a motion to approve item 2.1, seconded by Commissioner
Cox. The motion carried (4-0).
3.0
PUBLIC HEARING ITEMS
3.1
PDA24-0002 — Water's Edge Planned Development Amendment
Conduct a public hearing, discuss and consider making a recommendation to City
Council regarding amendments to Planned Development 26 (PD26) to reflect new
development standards and amend the development plan regarding single-family
development of Lot 1R1, Block 16.
Acting Chair Baran read Public Hearing Agenda Item 3.1 into the record.
Mr. Groff presented the staff report.
Commissioner Hulkowich asked for clarification on the location of the property.
Staff responded that if you are driving on Haven Hills Rd toward the entrance of the Water's Edge
community, it is the lot right to the east of the main entrance.
Commissioner Varga asked how the size of the lot was going to affect the size of the development
compared to the rest of the properties in the neighborhood.
Staff responded that the lot is of a standard size to accommodate the standards written in the
planned development.

Public hearing was opened at 6:36 pm.
Mr. Richard Ensweiler, representative of the home owners association for Water's Edge, spoke in
favor of the planned development amendment.
Public hearing was closed at 6:37 pm.
Commissioner Varga made a motion to approve item 3.1, seconded by Commissioner Cox.
The motion carried (4-0).
There being no further business to come before the Commission, Acting Chair Baran adjourned the
Regular,$ession of the Planning and Zoning Commission at 6:37 p.m.
