The Planning and Zoning Commission of the City of The Colony, Denton
County, Texas, convened its first meeting, open to the public, at the
Colony Municipal Utility District building in the City of The Colony,
Denton County, Texas, at 7:30 p.m., Thursday, June 23, 1977, and the
following persons were present:
Cathy Bock Planning and Zoning
Harry Hunsicker Planning and Zoning
Mike Mansfield Planning and Zoning
Art Welty Planning and Zoning
with Bob Brown absent; however, the members present constituted a quorum.
Also present were Rick Chadwick, Ex Officio member of the Planning and
Zoning Commission, Luis Guerrero, Mayor of The Colony, Linda Adams,
Alderman of The Colony, Frank Graham, Fox and Jacobs, and Jack Blalock,
The Colony Courier.
The meeting was called to order by Mayor Guerrero who administered the
oath of office to the members of the new Planning and Zoning Commission.
The selection of a chairman was proposed and Mike Mansfield expressed
his desire to be chairman citing his qualifications and a vote was
then taken. A motion was made by Harry Hunsicker to nominate'Mike Mans-
field as Chairman of the Planning and Zoning Commission and was seconded
by Cathy Bock. The motion was put to a vote and the motion was carried
by the following vote:
Ayes: All members present voted aye
Noes: None
It was decided that the Open Meeting.Law would be used requiring 72 hours
prior public posting for a regular meeting and in case of an emergency
meeting two hours would be required and notification of Jack Blalock.
The next item on the agenda would be to draw lots to determine who would
have the two, two-year terms and the three, one-year terms. The lots
were drawn, and the following terms were selected: Place 1--Harry
Hunsicker (two-year term); Place 2--Art Welty (two-year term); Place 3--
Cathy Bock (one-year term); Place 4--Mike Mansfield (one-year term);
Place 5--Bob Brown (absent, one-year term).
The Commission then selected Art Welty as vice chairman. The nomination
was made by Harry Hunsicker and seconded by Cathy Bock. The motion was
put to a vote and was carried by the following vote:
Ayes: All members present voted aye
Noes: None
Cathy Bock was named temporary secretary until a permanent secretary could
be obtained to take the minutes of the Commission's regular meetings. Mayor
Guerrero said he would contact the city secretary and see if she would
be available to serve in this capacity.

The Commission then discussed the schedule of their regular monthly
meetings and it was decided that the second Monday of each month at
6:30 p.m. would be the meeting time. The meetings are to be held in
the MUD Building until such time the new City Hall would become availa-
ble. The next regular monthly meeting would be held July 11, 1977.
Harry Hunsicker requested an update from Frank Graham of Fox and Jacobs
on Fox and Jacobs' plans as far as a master plan date. Frank Graham
advised the Commission that by July 1 to August 1, Fox and Jacobs
expected to have all the necessary data gathered. Between August 1 and
September 1, the master plan would be in a workable plan form and then
between August 1 and December 1, the written text of the plan will
evolve with schematic drawings for commercial, sign control, etc.
It was then decided that Mike Mansfield and Harry Hunsicker would
work closely with Frank Graham of Fox and Jacobs on the master plan.
Harry Hunsicker requested that Bill Davis, City Attorney, be contacted
to verify or quality any liability on the Planning and Zoning Commission
coverage. He expressed concern that something should be available.
Mayor Guerrero and Mike Mansfield indicated they would check into this
matter.
A discussion of building codes, permits, fees, etc. was then held. Frank
Graham cited perhaps we might look into some alternatives since we are
in a unique position starting from scratch. One possibility was listed
as the organization, HOW, a homeowners warranty service which might
be made available to homeowners and/or builders in the new city.
Frank Graham brought up the process for platting for the preliminary plat
for building. He felt that someone from the Planning and Zoning Commis-
sion should be approving these preliminary plats from the builders.
The Commission then discussed various problems such as the height of
wooden fences, street width, product mix and front door garages. It
was decided that Cathy Bock would check into the deed restrictions on
the properties. Linda Adams and Dave Dall have copies of the deed restric- ~-~
tions and Linda Adams would turn her copies over to Cathy. Cathy would
also check with Bill Davis, City Attorney, to decide who has been and who
would be responsible for the enforcement of deed restrictions.
Frank Graham suggested that possibly the Planning and Zoning Commission
might get together one Saturday and ride around the City of Dallas and
other surrounding areas to look at what zoning has or has not done for
the other communities. It was decided this might be done sometime after
the 4th of July.
A motion was then made to adjourn the meeting by Cathy Bock and seconded
by Harry Hunsicker. The motion was carried by the following vote:
