CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
TUESDAY, MARCH 12, 2024
After determining that a quorum was present, the Planning and Zoning Commission of the City of
The Colony, Texas convened into Regular Session which was held on Tuesday, March 12, 2024 at
6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony, Texas,
at which time the following items were addressed:
Board Members Present: Karen Hames, Detrick DeBurr, Jeff Baran, A.B. Martin, Kenneth Flo
and Brenda Armour
Board Members Absent: None
Staff Present: Isaac Williams, Planning Director; Naim Khan, Senior Engineer; Ana Alvarado,
Planning Technician; and Brian Wade, City Council
1.0 1 CALL REGULAR SESSION TO ORDER
Chair Hames called the regular session of the Planning and Zoning Commission meeting to order at
6:30 p.m.
1.1 1 CITIZEN INPUT
Chair Hames opened the floor for citizen input at 6:30 p.m.
Mrs. Jenna Free voiced concerns regarding the already approved improvements to Hidden Cove
Marina and Park.
Mr. Don Hunt voiced concerns regarding the already approved improvements to Hidden Cove
Marina and Park.
Citizen input was closed at 6:35 pm.

CONSENT AGENDA
2.1
Consider approval of the minutes of the February 27, 2024 Regular Session.
Chair Hames read Consent Agenda Item 2.1 into the record.
Commissioner Armour made a motion to approve item 2.1, seconded by Commissioner
Martin. The motion carried (6-0).
3.0
DISCUSSION ITEMS
3.1
SPA24-0001— Chelsea Green at the Tribute Amenity Center - Site Plan Amendment
Discuss and consider approval of the Site Plan Amendment application of "Chelsea Green at
The Tribute Amenity Center" for the development of a standalone dog park and a 22,625
square foot amenity area containing a pool with trellis, a restroom building, and pavilion.
The subject area is located in the southwest corner of Lebanon Road and Bridge Lane within
The Tribute Planned Development- 18 (PD18).
Chair Hames read Discussion Item 3.1 into the record.
Mr. Williams presented the staff report.

Chair Humes commented that she was appreciative of the design and amenities being provided in
this project area, giving consistency to the development.
Commissioner Martin asked if the pool is for the dogs and what the depth is.
Staff responded that the pool is for the patrons. The dog park is separated and is located on the north
portion of the development.
Commissioner Martin made a motion to approve item 3.1, seconded by Commissioner Flo.
The motion carried (6-0).
There being no further business to come before the Commission, Chair Humes adjourned the
Regular Session of the Planning and Zoning Commission at 6:41 p.m.
