CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
TUESDAY, FEBRUARY 27, 2024
After determining that a quorum was present, the Planning and Zoning Commission of the City of
The Colony, Texas convened into Regular Session which was held on Tuesday, February 27, 2024
at 6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony,
Texas, at which time the following items were addressed:
Board Members Present: Detrick DeBurr, Jeff Baran, A.B. Martin, and Brenda Armour
Board Members Absent: Karen Haines and Kenneth Flo
Staff Present: Isaac Williams, Planning Director; Naim Khan, Senior Engineer; Ed Voss, Attorney;
Ana Alvarado, Planning Technician; and Keyl Groff, Senior Planner
1.0 1 CALL REGULAR SESSION TO ORDER
Acting Chair DeBurr called the regular session of the Planning and Zoning Commission meeting to
order at 6:30 p.m.

CONSENT AGENDA
2.1
Consider approval of the minutes of the January 23, 2024 Regular Session.
Acting Chair DeBurr read Consent Agenda Item 2.1 into the record.
Commissioner Martin made a motion to approve item 2.1, seconded by Commissioner Baran.
The motion carried (4-0).
3.0
DISCUSSIONITEMS
3.1
SPA23-0013 — South Colony Village— Site Plan Amendment
Discuss and consider approval of the Site Plan Amendment application of "South Colony
Village" to reflect the addition of two outdoor seating areas with pergola structures on the
west and east ends of the building. The subject site contains approximately 1.055 acres and
is located at 4750 South Colony Blvd within the General Retail (GR) Zoning District and the
Gateway Overlay District.
Acting Chair DeBurr read Discussion Item 3.1 into the record.
Mrs. Alvarado presented the staff report.
Commissioner Martin asked for clarification on the location of the outdoor seating area.
Staff responded that there is an existing outdoor seating area on the east end of the building and the
new proposed outdoor seating area will be on the west end closest to Scooters.
Commissioner Martin asked for clarification on how many people will occupy the proposed outdoor
seating area.
Staff responded that there is room for two to three tables to be placed under the pergola structure.
Commissioner Baran made a motion to approve item 3.1, seconded by Commissioner Martin.
The motion carried (4-0).

3.2 SPA24-0003 — Fireside Surf— Site Plan Amendment
Discuss and consider approval of the Site Plan Amendment application of "Fireside Surf' to
reflect the addition of five (5) pre -manufactured pergola structures throughout the 16,359
square -foot commercial amusement (outdoor) use. The subject site contains approximately
.376 acres and is located at 5772 Grandscape Boulevard within the NFM-Grandscape
Planned Development (PD25).
Acting Chair DeBurr read Discussion Item 3.2 into the record.
Mr. Groff presented the staff report.
Commissioner Armour made a motion to approve item 3.2, seconded by Commissioner
Martin. The motion carried (4-0).

Acting Chair DeBurr opened the floor for citizen input at 6:38 p.m. No citizen came forward for
input. Citizen input was closed at 6:38 pm.
There being no further business to come before the Commission, Acting Chair DeBurr adjourned
the Re lar Session of the Planning and Zoning Commission at 6:40 p.m.
