CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
TUESDAY, DECEMBER 12, 2023
After determining that a quorum was present, the Planning and Zoning Commission of the City of
The Colony, Texas convened into Regular Session which was held on Tuesday, December 12, 2023
at 6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony,
Texas, at which time the following items were addressed:
Board Members Present: Brenda Armour, Detrick DeBurr, Karen Hames, Jeff Baran, and
Kenneth Flo
Board Members Absent: A.B. Martin
Staff Present: Isaac Williams, Planning Director; Ed Voss, Attorney; Naim Khan, Senior Engineer;
Perry Schrag, City Council; Ana Alvarado, Planning Technician; Jeromy Lucas, Fire Marshal
1. D 1 CALL REGULAR SESSION TO ORDER
Chair Hames called the regular session of the Planning and Zoning Commission meeting to order at
6:30 p.m.

Chair Hames opened the floor for citizen input at 6:30 p.m. No citizen came forward for input.
Citizen input was closed at 6:30 pm.

CONSENT AGENDA
2.1
Consider approval of the minutes of the November 14, 2023 Regular Session.
Chair Hames read Consent Agenda Item 2.1 into the record.
Commissioner Armour made a motion to approve item 2.1, seconded by Commissioner Flo.
The motion carried (5-0).
3.0
PUBLIC HEARING ITEMS
3.1
PDA23-0006 — Jefferson Morningstar Multifamily -Commercial (Mixed -Use)
Development
Conduct a public hearing discuss and consider making a recommendation to City Council
regarding Amendments to Planned Development 16 (PD-16) to reflect the conceptual layout
and development standards for the "Jefferson Morningstar," an approximately 15,000
square -foot commercial and 710-dwelling unit mixed -use development. The subject site
contains approximately 14.95 acres and is located at the northwest intersection of
Morningstar Drive and SH 121, (between South Colony Boulevard and Morningstar Drive)
within Planned Development 16 (PD-16).
Chair Hames read Public Hearing Item 3.1 into the record.
Mr. Williams presented the staff report.
Commissioner Armour asked if there are any concerns on the traffic impact in this area.

City Senior Engineer responded that the proposed project location has multiple access points. There
is also a signal light on Morningstar Drive and a proposed signal light on South Colony Blvd into
the development. No major traffic impact has been determined.
Commissioner Baran asked for clarification on what exceptions are being asked of from MF-3
zoning codcs.
Staff responded that one of the exceptions is increasing the density from the MF-3 which is about
24 units per acre. The MF-3 doesn't drill down to all the development standards and that is why
applicants are asked to include development standards within the Planned Development
amendment.
Public hearing was opened at 6:45 pm.
Mr. Miller Sylvan, Tommy Mann, and Spencer Ellison with JPi, presented to the board the specifics
of the project along with additional renderings of the development.
Public hearing was closed at 7:00 pm.
Commissioner Flo made a motion to deny item 3.1, seconded by Commissioner Baran. The
motion carried (5-0).
There being no further business to come before the Commission, Chair Hames adjourned the
Regular Session of the Planning and Zoning Commission at 7:02 p.m.
