HomeMy WebLinkAboutMinutes - Planning and Zoning Commission - 11/14/2023 - RegularMINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION TUESDAY, NOVEMBER 14, 2023 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, November 14, 2023 at 6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Brenda Armour, Dan Rainey, Detrick DeBurr, A.B. Martin, Jeff Baran, and Kenneth Flo Board Members Absent: Karen Haines Staff Present: Isaac Williams, Planning Director; Ed Voss, Attorney; Naim Khan, Senior Engineer; Judy Ensweiler, City Council 1.0 1 CALL REGULAR SESSION TO ORDER Vice Chair Rainey called the regular session of the Planning and Zoning Commission meeting to order at 6:30 p.m. 1.1 1 CITIZEN INPUT Vice Chair Rainey opened the floor for citizen input at 6:30 p.m. No citizen came forward for input. Citizen input was closed at 6:30 pm. 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the October 24, 2023 .Regular Session. Vice Chair Rainey read Consent Agenda Item 2.1 into the record. Commissioner Martin made a motion to approve item 2.1, seconded by Commissioner Baran. The motion carried (6-0). 2.2 RP23-0006 — Colony Center Addition Lots 7B-1, 7B-2 and 7B-3, Block A - Replat Consider approval of a Replat for 713-1, 713-2 and 713-3, Block A, being an approximately 13.0318 acre tract (567,667 square -feet) in the B.B.B. and C.R.R. Survey, Abstract No. 174, in the City of The Colony, Denton County, Texas located at the northwest intersection of South Colony Blvd and State Highway 121 within Planned Development 16 (PD-16) District and the Gateway Overlay District. Vice Chair Rainey read Consent Agenda Item 2.2 into the record. Commissioner Baran made a motion to approve item 2.2, seconded by Commissioner DeBurr. The motion carried (6-0). 3.0 DISCUSSION ITEMS 3.1 SP23-0008 - URWLD —Site Plan Discuss and consider making a recommendation to City Council regarding the Site Plan application for "URWLD," an approximately 88,000 square -foot Indoor/Outdoor Amusement Facility on Lot 713, Block A within Tract B of The Colony Center Addition. The subject area contains approximately 6.59 acres and is located at the northwest 1 City of The Colony November 14, 2023 Planning and Zoning Commission Meeting Minutes Page 2 of 3 intersection of South Colony Boulevard and State Highway 121 within the Planned Development 16 PD-16 District and the Gateway Overlay District. Vice Chair Rainey read Discussion Item 3.1 into the record. Mr. Williams presented the staff report. Commissioner Martin expressed concern on the landscaping plan and whether the species of plants are conducive to the survival of the Texas weather. Staff responded that the landscaping plant list has been updated and approved by City Council and the applicant has utilized the approved list to structure the landscaping plan for this property. Commissioner Baran asked if screening will be required for the rooftop equipment. Staff responded that a line of sight study will be looked at to ensure the visibility of the equipment is in accordance to city standards. Vice Chair Rainey asked if there is a maximum square footage that a sign may have on a building. Staff responded that there is a maximum square footage, what is presented on the presentation is not for approval. The Applicant will need to seek approval of any signs through a sign permit, which at that time will be evaluated for compliance with the city sign ordinance. Commissioner Martin made- a motion to approve item 3.1, seconded by Commissioner Armour. The motion carried (6-0). 3.2 SPA23-0012 - Worldsprings — Site Plan Amendment Discuss and consider approval of the Site Plan Amendment application of "Worldsprings" to reflect the addition of eight (8) pre -manufactured sauna structures throughout the 12,720 square -foot spa and pool resort. The subject site containing approximately 10.3 acres and located at 3240 Plano Parkway within the NFM- Grandsca e Planned Development (PD25). Vice Chair Rainey read Discussion Item 3.2 into the record. Mr. Williams presented the staff report. Vice Chair Rainey asked for clarification on how the sauna structures are reserved or how people are being tracked on time spent inside the structures. Mr. Blake Peterson, representative of Worldsprings, responded that there is a timer and an hourly staff walk-thru to ensure proper use of the saunas. The larger barrel saunas have a capacity of ten people.
