A REGULAR MEETING of the Planning and Zoning Con~nission was called to order with the
following members present:
Kerry Schuck Acting Chairman
Jim Quevreaux Member
Frank Henry Member
Judy Oaks Member
thus establishing a quorum.
1. APPROVAL OF MINTrfE~
It was moved by Mr. Henry and seconded by Mr. Quevreaux that the minutes of the
Regular Meeting held March 4, 1980 be approved. The motion carried unanimously.
2. PUBLIC HEARING: Section 23 - From Single Family to Duplex Classification
It was moved by Mrs. Oaks that the public hearing be opened. Seconded by Mr. Henry,
the motion carried unanimously.
Mr. Frank Graham, a representative from Fox and Jacobs, presented to the Con~ission
this request for re-classification. This is the re-zoning of approximately 72 lots
located east of the lake to duplex classification. They are presently zoned single
family. It is the ultimate plan of Fox and Jacobs to build approximately 155 units
in this area. These will be front and side entrance duplexes with a possible car port
or car pad for parking.
Mr. Bradburry, staff representative, stated that the staff's recc~nendations on this
project would be contingent upon any additions or changes made by the engineering
consultant to be hired by the city.
There being no further c~r~nents or questions regarding this agenda item, Mrs. Oaks
moved to close the public hearing. Seconded by Mr. Quevreaux, the motion w~s carried
unanimously.
It was moved by Mrs. Oaks and seconded by Mr. Henry that it be reconlnended totthe City
Council that approval be granted to Fox and Jacobs for that portion of Section 23,
contain~ Block 170-lots 1-51; Block 168-lots 1-21; and Block 169-lots 11-36 based
on the contingencies, if any, by the City Engineer, be rezoned from single family
to duplex classification. The motion carried unanimously.
Due to the width and total square footage of the duplexes, it was requested by Mr.
Graham that two variances be considered by the Planning and Zoning Con~ission. After
discussion, it was moved bF Mrs. Oaks and seconded by Mr. Quevereaux that two variances
be encumbered into the zoning ordinance and be reconmended to the City Council:
1. The lot width changed from 70' to 60'
2. The total living square footage of the duplexes be changed
from 2000 square feet to 1800 square feet.
The motion carried unanimously.
3. REPLAT OF A PORTION OF SECTION 4-B
Mr. Tom Cravens, a representative from Fox and Jacobs, presented this agenda item to
the Commission. Located north of Heatherington and between Strickland, these lots
are approximately 120' by 50' The driveways will be located to the rear of the
hemes to be built. This request from Fox and Jacobs was to change the front line from
35' to 24'.

Mr. Bradburry recc~nended the staff's approval of this. After a general discussion,
it was moved by Mr. Quevreaux and seconded by Mr. Henry that the replat of Section 4-B
be approved. The motion carried unanimously.
5. PRELIMINARY PLAT ON SECTION 31
This section is for the model complexes for the duplexes as noted in Agenda item 1.
Presently, this area is zoned retail. Located on North Colony Boulevard, this area
will be a cul de sac and it was noted by Mr. Cravens that the widening of FM 423
has already been considers by the planners of Fox and Jacobs.
Mr. Quevreaux moved this preliminary plat on Section 31 be approved subject to
the variances as noted in Agenda Item 1. Seconed by Mr. Henry the motion carried
unanimous ty.
4. PRELIMINARY PLAT ON SECTION 30
This area is across from FM 423 and presently zoned multi family. The hc~es will be
9000 to 1500 square feet and detatched with a zero lot line on one side and a yard
on the other. One story with a rear entry, the final plat will be in within a month.
It was moved by Mrs. Oaks and seconded by Mr. Shuck that this preliminary plat be
approved. The motion carried unanimously.
7. PRELIMINARY PLAT OF COLONY #32
Located on the corner of North Colony Boulevard and FM 423, these will be the "Life-
style Homes". The area is presently zoned retail. It was moved by Mr. Quevreaux
and seconded by Mr. Henry that this preliminary plat be approved. The motion
carried unanimously.
8. EMERGENCY IT~4 - REQUEST BY FIRST BAPTIST CHURCH TO PLACE A NDBILE CHAPEL
IN %/qE CITY
The First Baptist Church of The Colony requested that the Planning and Zoning
Conmission approve their use of a mobile home to serve as a tenl0orary chapel
to be located on the corner of North Colony and Taylor Street. After discussion,
the Conmission recc~nended unanimously that this item be referred to the City Council
for their consideration and approval.
9. EMERGENCY ITEM - REQUEST FROM CITY FOR PERMISSION TO PLACE A NDBILE STRUCI~JRE
ON AREA TO BE USED AS A DEPARTMENT OF THE CITY
Mr. Hart presented this ~z~enda item to the Conmission. The trailer presently used
the The Colony Police Department will be moved to the new municipal site located on
North Colony Boulevard and used by the Conmunity Development Department of the City.
It was moved by Mrs. Oaks and seconded by Mr. Queveraux that this item be referred
to the City Council for their consideration and approval. The motion carried
u~animously.
6. SI~ ORDINANCE
After discussion, it was moved by Mrs. Oaks and seconded by Mr. Quevreaux that this
agenda item be tabled. The motion carried unanimously.
There being no further business to be discussed by the Planning and Zoning Cc~nission,
Mrs. Oaks moved to adjourn. Seconded by Mr. Quevreaux, the motion carried unanimously.
The meeting was adjourned at approximately 10:15 P.M.
