MARCH 4, 1980
A REGULAR MEETING of the Planning and Zoning Commission was called
to order with the following members present:
Kerry Schuck Chairman
Jim Quevreaux Member
Frank Henry Member
and with Member Judy Oaks absent; however, a quorum was established.
1. APPROVAL OF MINUTES
A motion was made by Member Quevreaux and seconded by Member Henry
that the minutes of the February 5 meeting be approved. The
motion carried unanimously.
2. CONSIDERATION OF REPLAT ON SUBDIVISION 4-B
This agenda item was tabled until the next regular meeting, per
Mr. Tom Craven's request
3. CONSIDERATION OF PRELIMINARY PLAT ON PHASE V
At the request of Mr. Bradburry, this agenda item was tabled until
the City employs an engineer to aid in subdivision review and
traffic studies.
4. CONSIDERATION OF FINAL PLAT ON COLONY SUBDIVISION #29
A presentation was given to the Commission by Tom Cravens, a
representative from Fox and Jacobs, on this final plat. The area
is located west on the peninsula and is surrounded by North
Colony Boulevard on the south, Section 27 on the east and the
Northrop property on the west. Mr. Cravens pointed out that a
service road will be located on the north side of this plat. The
road leading to Stuart's Creek Park, which is presently gravel,
will be paved and this will then be the only entrance to the park.
Mr. Braaburry advised the Cor~ission that the street lighting and
fire hydrants were acceptable to the City and it was the staff's
recommendation that this be approved.
A motion was made by Member Quevreaux to approve Section 29
as presented by Mr. Cravens. Seconded by Member Henrey, the
motion was carried unanimously.
5. PUBLIC HEARING - CONSIDERATION OF ZONING CHANGE .REQUEST ON
A ONE-HALF ACRE TRACT LOCATEDAT THE EASTERN END OF CAMEY ROAD
TO BE ZONED "NEIGHBORHOOD SERVICES"
A motion was made by Member Henry to open this public hearing.
Seconded by Member Quevreaux, the motion carried unanimously.
This agenda item had been reverted to the Commission by the City
Council for further study and clarification as relates to parking
with a special request that Dr. Mushtaq Fazlani submit more defined
plans. This area is located on Camey Road near South Colony Boulevard.
Dr. Fazlani, in compliance with the request from Council, presented
to the Commission his second set of hand-drawn plans, these more
explicit as relates to parking and the general location of the
building. He has now allowed 50' for parking along the side of
his building with sewer and piping to be located in the back of
the building. Still to be erected in two phases, with the first
phase to begin as soon as possible, the first phase would be a
portable-type building. Dr. Fazlani will provide all necessary
landscaping.
An area of concern to the Commission was that this land was being
put to the highest and best use as relates to the master plan
for The Colony.
Mr. Bradburry reminder the Commission that Dr. Fazlani was seeking
permission for the rezoning of this area by showing his_revised
plot plans and that plans for his proposed buildings, enc.,
would be perused by the City staff to ensure their compliance
with all City codes. Mr. Bradburry also advised that the staff
saw no problems with these plans as submitted.
Member Quevreaux moved to close the public hearing. Seconded by
Member Henry, the motion carried unanimously.
A motion was made by Member Henry that a recommendation be made
to the City Council to have this .499 tract, presently zoned
agricultural, to be rezoned neighborhood service. Seconded by
Member Quevreaux, the motion carried unanimously.
6. PUBLIC HEARING - CONSIDERATION OF ZONING CHANGE REOUEST ON
THE FIRE STATION #2 SITE ON NORTH COLONY BOULEVARD FROM SINGLE
FAMILY TO SPECIAL PERMIT
A motion was made by Member Henry to open the second public
hearing. Seconded by Member Quevreaux, the motion carried _.
unanimously.
Mr. Bradburry presented to the Commission this agenda item.
The fire station will be located on North Colony Boulevard and
Mr. Bradburry presented a sketch of the proposed building.
A motion was made by Member Quevreaux to close this public
haring. Seconded by Member Henry, the motion was carried
unanimously.
Chairman Schuck moved to recommend to the City Council that the
zoning for Fire Station #2 be changed from single family to
special permit. Seconded by Member Quevreaux, the motion carried
unanimously.
There being no further business to discuss, a motion was made
by Member Quevreaux that the meeting be adjourned. Seconded
by Member Henry, the motion carried unanimously.
Chairman Schuck adjourned the meeting at approximately 9:15 P.M.
