HomeMy WebLinkAboutMinutes - Library Board - 12/07/2023 - RegularATHE CITY OF THE COLONY OLONY LIBRARY BOARD MINUTES ch,�,h,,k� THURSDAY, DECEMBER 7, 2023 7:00 PM The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:00 p.m. on the 7th day of December 2023 at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: Sandi Gehrke Cynthia Worthen Margaret Heermans, Vice Chair Jonita Hams Joanna Krueger Jarrett Davis Sarah Fried, Chair Judy Ensweiler Megan Charters Karla Storm Place 1 Present Place 2 Present Place 3 Present Place 4 Absent Place 5 Present Place 6 Present Place 7 Present Council Liaison Present Staff Liaison Present Recording Secretary Present 1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS No report. 2.0 CITIZEN INPUT This portion of the meeting is to allow up to five (5) minutes per speaker with a maximum of thirty (30) minutes for items not posted on the current agenda. The board may not discuss these items, but may respond with factual data or policy information, or place the item on a future agenda. Those wishing to speak shall submit a Request Form to the board secretary. No report. 3.0 CONSENT AGENDA The Consent Agenda contains items which are routine in nature and will be acted upon in one motion. Items may be removed from this agenda for separate discussion by a board member. 3.1 Consider approval of minutes of Library Board meeting held September 28, 2023. The Board reviewed the minutes. Motion to approve the above consent agenda item — Davis; second by Heermans; motion passed with all ayes. The Board discussed the meeting dates for 2024. Motion to approve the above agenda item — Gehrke; second by Krueger; motion passed with all ayes. 4.2 Discuss and receive reports regarding the progress on Library Board Goals and Projects for 2023: A. Continue to maintain legislative awareness of pertinent library issues. No report. B. Continue to assist in representing TCPL at library, school, and community activities. Board Member Fried and Council Member Ensweiler attended the David J. Fox, Jr., Texas State Historical Marker Dedication Ceremony on October 201h. Director Charters, Recording Secretary Storm, and Council Member Ensweiler attended Holidav in the Park on December 2nd. C. Initiate contact and work to form partnerships in the community to introduce TCPL's services and resources and to serve as an information source for the community. Director Charters announced the possible need.for volunteers at The Colony Chamber of Commerce Health & Business Expo and Job Fair on January 18th and The Colony Total Solar Eclipse event on April 8th. D. Compile evidence and anecdotal information relating to Library needs in regard to advocating and informing stakeholders about future Library space. When AT&T internet access was down throughout The Colony, citizens were calling and coming to the Library with requests, for private conference rooms where they could work and make work calls/Zoom calls. Some patrons became very angry when told we did not have private spaces available. (Space needs: Conference rooms and study rooms, along with plenty of computer and work space.) 4.3 Receive a presentation and discuss The Colony Public Library 2021-2025 Strategic Plan Year 3 overview. Director Charters reviewed the Strategic Plan Year 3 action items for FY 2023-24. 4.4 Discuss, consider, and approve updates to The Colony Public Library Collection Development Policy. The Board reviewed the policy and discussed how many months patrons need to have a library card before they can make a request for reconsideration. Motion to approve the above agenda item as revised — Fried; second by Gehrke; motion passed with all ayes. 4.5 Discuss and consider Library needs in a future Library space. The Board discussed various needs for more space and other requirements for the future of the Library. 4.6 Receive a presentation and discuss staff updates regarding public relations events, programs, services, and community partnerships. Director Charters announced that Story Time and Music & Movement are on hiatus in December and will resume in January. Family activities for December include Sensory Play and a New Year's Eve Party kit; Teen activities include a Felt Stuffed Animal kit; and adult activities include a Spice Club Pop -Up event and a Medicare Education Seminar. 4.7 Receive a presentation and discuss updates regarding Friends of The Colony Public Library activities.
