MINUTES OF THE PLANNING AND ZONING COMMISSION
MEETING HELD ON JULY 9, 2002
The Regular Session of the Planning and Zonint~ Commission of the City of The Colony,
Texas was called to order at 6:30 p.m. on the 9t day of July, 2002 at City Hall with the
following members present:
Bill Jamme, Vice Chairman
Kirk Mikulec
Rick Allford
Bill Harrison

With four (4) members present, a quorum was established and the following items were
addressed:
2.0 DISPOSITION OF MINUTES
2.1 Approval and/or correction of Planning and Zoning Commission Minutes for
the meeting held on June 11, 2002.
Motion to approve the minutes for the meeting held on June 11, 2002,
Commissioner Harrison; second, Commissioner Allford. Motion carried 4-0.
3.0 CITIZEN INPUT
None
4.0 PUBLIC HEARING
Hold a public hearing and consider a request for approval of a Specific Use
Permit for the sale of liquor, beer and wine for on-premise consumption in a
Planning and Zoning Commission July 9, 2002
restaurant, for a 3,000 sq. ft. Mi Casa Tex Mex Restaurant, located at 4750
South Colony Blvd., Suite 120, situated in the B.B.B. and C.R.R. Survey,
Abstract NO. 173, in the City of The Colony, Denton County, Texas. (2002-
SUP002)
Vice-Chairman Jamme opened the public hearing at 6:34 p.m.
Commissioner Snider arrived at 6:35 p.m.
Mr. Spencer presented the staff report regarding a request for approval of a Specific Use
Permit for Mi Casa Tex Mex Restaurant located on the southwest corner of South
Colony Boulevard and Branch Hollow Drive. Ten notification letters were mailed. As of
meeting time two responses in favor of the SUP had been received. Staff recommends
approval.
Ms. Alvia Alvanrez Proado, owner of the Mi Casa Tex Mex Restaurant, 4750 S. Colony
Boulevard, Suite 120 was present to answer questions.
Vice Chairman Jamme closed the public hearing at 6:39 p.m.
Motion for approval of a Specific Use Permit for the sale of liquor, beer

B.B.B. and C.R.R. Survey, Abstract NO. 173, in the City of The Colony, Denton
County, Texas. (2002-SUP002), Commission Harrison; second Commissioner
Allford. Motion carried 5-0.
5.0 ITEMS FOR CONSIDERATION
5.1 Consider a request for approval of a Site Plan for portable classrooms
at Morningside Elementary being a 10.00-acre tract situated in the
B.B.B. & C.R.R. Survey, Abstract NO. 172, located in the City of The
Colony, Denton County, Texas. (2002-M009)
Mr. Spencer presented the staff report regarding approval of a Site Plan for portable
classrooms at Morningside Elementary located east of Paige Road, north of the Legends
(PD-14), and west of the Legends (PD-14).
Mr. Kyle Hogue of G & A Consultants, 111 Hillside Drive, Lewisville, Tx. 75067 and
Mr. Mark Ross of Lewisville Independent School District, 831 Yale Avenue, Lewisville,
Texas 75067 were present to answer questions.

Commissioners Allford and Mikulec for. Commissioners Snider, Harrison and
Jamme against.

With no further business, the meeting adjourned at 6:55 p.m.
