HomeMy WebLinkAboutMinutes - Planning and Zoning Commission - 01/09/2024 - RegularMINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION TUESDAY, JANUARY 9, 2024 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, January 9, 2024 at 6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Brenda Armour, Detrick DeBurr, Karen Hames, Jeff Baran, and A.B. Martin Board Members Absent: Kenneth Flo Staff Present: Isaac Williams, Planning Director; Keyl Groff, Senior Planner; Ed Voss, Attorney; Nairn Khan, Senior Engineer; Judy Ensweiler, City Council; Ana Alvarado, Planning Technician; Jeromy Lucas, Fire Marshal 1.0 1 CALL REGULAR SESSION TO ORDER Chair Hames called the regular session of the Planning and Zoning Commission meeting to order at 6:30 p.m. 1.1 1 CITIZENINPUT Chair Hames opened the floor for citizen input at 6:30 p.m. No citizen came forward for input. Citizen input was closed at 6:30 pm. 2.0 CONSENT AGENDA 2.1 1 Consider approval of the minutes of the December 12, 2023 Regular Session. Chair Hames read Consent Agenda Item 2.1 into the record. Commissioner Armour made a motion to approve item 2.1, seconded by Commissioner Baran. The motion carried (5-0). 3.0 DISCUSSION ITEMS 3.1 SPA23-0015 — The Colony High School Concessions Stand — Site Plan Amendment Discuss and consider approving a Site Plan Amendment application of "The Colony High School", an approximately 45.838 acre site to include the construction of a concession stand containing approximately 2,000 square feet. The subject area is located at the corner of Cougar Alley and Blair Oaks Drive within the Single Family 4 (SF-4) zoning district. Chair Hames read Discussion Item 3.1 into the record. Mrs. Alvarado presented the staff report. Commissioner DeBurr made a motion to approve item 3.1, seconded by Commissioner Martin. The motion carried (5-0). 1 City of The Colony January 9, 2024 Planning and Zoning Commission Meeting Minutes Page 2 of 2 3.2 SP23-0006 — Hidden Cove Marina and Park, Entrance & Parking Improvements — Site Plan Discuss and consider making a recommendation to City Council regarding the Site Plan application for "Hidden Cove Marina and Park, Entrance and Park, Phase I," expanding parking, beach improvements, entrance way improvements for an approximately 680 acre area known as Hidden Cove Marina, located at 20400 Hackberry Creek Road within Planned Development 21 (PD-21). Chair Haines read Discussion Item 3.2 into the record. Mr. Groff presented the staff report. Commissioner Martin made a motion to approve item 3.2, seconded by Commissioner Armour. The motion carried (5-0). 3.3 SPA23-0014 — BB Living at The Tribute Amenity Center — Site Plan Amendment Discuss and consider approving a Site Plan Amendment application of `BB Living at The Tribute", an approximately 23.866 acre site to include the construction of an amenity center approximately 2,404 sf including a 2,334 sf pool, 180 sf spa and trellis accessories. The subject area is located north of intersection of Kingston and Leyton within Planned Development 23 (PD-23). Chair Hames read Discussion Item 3.3 into the record. Mr. Groff presented the staff report. Commissioner Martin asked for clarification on the name BB Living. Mr. Doc Wilson, representative of the project, responded that BB Living is the name of the company that owns the development. There will be no signs on the development with that name. Commissioner Armour made a motion to approve item 3.3, seconded by Commissioner DeBurr. The motion carried (5-0).
