HomeMy WebLinkAboutMinutes - Planning and Zoning Commission - 07/11/2023 - RegularMINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION TUESDAY, JULY 119 2023 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, July 11, 2023 at 6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Kenneth Flo, A.B. Martin, Dan Rainey, Jeff Baran, and Detrick DeBurr Board Members Absent: Brenda Armour and Karen Hames Staff Present: Isaac Williams, Planning Director; Ana Alvarado, Planning Technician; Key] Groff, Planner; Ed Voss, Attorney; Naim Khan, Senior Engineer 1.0 1 CALL REGULAR SESSION TO ORDER Vice Chair Rainey called the regular session of the Planning and Zoning Commission meeting to order at 6:30 p.m. 1.1 1 CITIZENINPUT Vice Chair Rainey opened the floor for citizen input at 6:30 p.m. No citizen came forward for input. Citizen input was closed at 6:30 pm. 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the June 27, 2023 Regular Session. 2.2 RP19-0004 — Lake Highlands Retail — Lot IR, Block 7 Replat Consider approval of a Replat for Lot 1R, Block 7, being an approximately 0.44 acre tract in the R. Hardin Survey, Abstract No. 611, in the City of The Colony, Denton County, Texas located at the southwest corner of Main Street and Lake Highlands Drive within the General Retail (GR) Zoning District and the Gateway Overlay District. Vice Chair Rainey read Consent Agenda Items 2.1 and 2.2 into the record. Commissioner DeBurr made a motion to approve items 2.1 and 2.2, seconded by Commissioner Baran. The motion carried (5-0). 3.0 PUBLIC HEARING ITEMS 3.1 SI23-0006 — Zoning Text Amendment- Appendix A, Section I", Gateway Overlay District Conduct a public hearing, discuss, and consider making a recommendation to City Council regarding amendments to Appendix A, Section 10A of the Code of Ordinances of the City of The Colony, Texas, by amending Section 1 OA-300, District Boundaries. Vice Chair Rainey read Public Hearing Item 3.1 into the record. Mr. Williams presented the staff report. Mr. Fernando Gonzalez, 7319 Elm Street, spoke noting that staff had responded to his questions with the presentation. Mr. Alex Eicke, 7305 Elm Street, spoke that this item does not affect his property too much besides allowing more business to come into the area. He added that he wants to do improvements to his residential property and is not allowed. Vice Chair Rainey closed the public hearing at 6:42pm. Commissioner DeBurr made a motion to approve item 3.1, seconded by Commissioner Martin. The motion carried (5-0). 4.0 DISCUSSIONITEMS 4.1 SPA23-0001— Chick-fil-A - Site Plan Amendment Discuss and consider approval of the Site Plan Amendment application of "Chick-fil- A" to add a 430 sf addition to the existing 3,822 sf restaurant, replace and expand the southern drive-thru canopy to 2,550 sf, and provide modifications to service circulation, parking and landscape. The subject site contains approximately 1.01 acres (42,988 sf), and is located at 3705 Main Street within the General Retail (GR) and Gateway Overlay District. Vice Chair Rainey read Discussion Item 4.1 into the record. Mr. Groff presented the staff report. Vice Chair Rainey asked what the additional square footage will be used for. Staff responded that it will be used for offices and cold storage. Commissioner Martin asked for clarification on the reduction of parking. Staff responded that they will eliminate ten parking spaces. Vice Chair Rainey asked if there has been an issues with parking since Chick-fil-A reduced it parking count. Staff responded that the issues the development faces are on the circulation of the drive-thru and with this new improvements that should be addressed. Commissioner Baran made a motion to approve item 4.1, seconded by Commissioner Martin. The motion carried (5-0).
