HomeMy WebLinkAboutMinutes - Planning and Zoning Commission - 06/27/2023 - RegularMINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION TUESDAY, JUNE 27, 2023 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, June 27, 2023 at 6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Brenda Armour, Karen Hames, A.B. Martin, Dan Rainey, Jeff Baran, and Detrick DeBurr Board Members Absent: Kenneth Flo Staff Present: Isaac Williams, Planning Director; Ana Alvarado, Planning Technician; Key] Groff, Planner; Jeremy Page, Attorney; Robert Kotasek, Staff Engineer; Jeromy Lucas, Fire Marshal; Jackie Kopsa, Community Services Director; Pam Nelson, Consultant 1.0 1 CALL REGULAR SESSION TO ORDER Chair Hames called the regular session of the Planning and Zoning Commission meeting to order at 6:30 p.m. 1.1 1 CITIZENINPUT Chair Hames opened the floor for citizen input at 6:30 p.m. No citizen came forward for input. Citizen input was closed at 6:30 pm. 2.0 CONSENT AGENDA 2.1 1 Consider approval of the minutes of the June 13, 2023 Regular Session. Chair Hames read Consent Agenda Item 2.1 into the record. Commissioner DeBurr made a motion to approve item 2.1, seconded by Commissioner Martin. The motion carried (6-0). 3.0 PUBLIC HEARING ITEMS 3.1 PDA23-0002 — Hidden Cove Marina and Park Development Standards Conduct a public hearing, discuss and consider making a recommendation to City Council regarding amendments to Planned Development 21 (PD-21) District (Ordinance No. 06-1650), by amending Exhibit C, to reflect amended development boundaries, additional RV campgrounds, parking fields, dry storage units and beach improvements for an approximately 680 acre area known as Hidden Cove Marina, located at 20400 Hackberry Creek Road within Planned Development 21 (PD-21). Chair Hames read Public Hearing Item 3.1 into the record. Mr. Groff presented the staff report. Commissioner Martin asked if the new parking spaces will be permanent concrete parking spaces. City of The Colony June 27, 2023 Planning and Zoning Commission Meeting Minutes Page 2 of 2 Staff responded that all new parking spaces will be permanent parking spaces built to City building standards with appropriate curb stops. Commissioner Rainey recommends that when this project comes forward for site plan approval that the applicant should consider the security operations and lighting for the park. Chair Hames closed the public hearing. Commissioner Armour made a motion to approve item 3.1, seconded by Commissioner Martin. The motion carried (6-0).
