HomeMy WebLinkAboutMinutes - Planning and Zoning Commission - 06/13/2023 - RegularMINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION TUESDAY, JUNE 13, 2023 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, June 13, 2023 at 6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Brenda Armour, Karen Hames, A.B. Martin, Kenneth Flo, Jeff Baran, and Detrick DeBurr Board Members Absent: Dan Rainey Staff Present: Isaac Williams, Planning Director; Ana Alvarado, Planning Technician; Ed Voss, Attorney; Judy Ensweiler, City Council; Naim Khan, Senior Engineer 1.0 1 CALL REGULAR SESSION TO ORDER Chair Hames called the regular session of the Planning and Zoning Commission meeting to order at 6:30 p.m. 1.1 CITIZEN INPUT Chair Hames opened the floor for citizen input at 6:30 p.m. No citizen came forward for input. Citizen input was closed at 6:30 pm. 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the May 9, 2023 Regular Session. 2.2 RP23-0005 - 4R2-1R, 4R2-2R, 4R2-3R, and 4R2-5R, Block H- Grandscape Addition, Phase H Consider approval of a Replat for Lots 4R2-1R, 4R2-2R, 4R2-3R, and 4R2-5R, Block H, Grandscape Addition and containing approximately 19.46 acres in the City of The Colony, Denton County, Texas located at the northeast intersection of Plano Parkway and Destination Drive of Grandscape in the NFM-Grandscape Planned Development (PD25). 2.3 RP23-0003 — Lot 4R, Block 1-Murchison Addition Consider approval of a Replat for Lot 4R, Block 1, an approximately 0.4787 acre tract of the Murchison Addition within the City of The Colony, Denton County, Texas located at 4654 South Colony Blvd in the Shopping Center (SC) Zoning District and the Gateway Overlay District. Chair Hames read Consent Agenda Items 2.1, 2.2 and 2.3 into the record. Commissioner DeBurr made a motion to approve items 2.1, 2.2, and 2.3, seconded by Commissioner Armour. The motion carried (6-0). 3.0 PUBLIC HEARING ITEMS 3.1 SI23-0005 — Zoning Text Amendment- Appendix A, Section 10A, Gateway Overlay District Conduct a public hearing, discuss, and consider making a recommendation to City Council regarding amendments to Appendix A, Section 10A of the Code of Ordinances City of The Colony June 13, 2023 Planning and Zoning Commission Meeting Minutes Page 2 of 2 of the City of The Colony, Texas, by amending Section 10A-500, Gateway Standards Waiver Procedures. Chair Hames read Public Hearing Item 3.1 into the record. Mr. Williams presented the staff report. Commissioner DeBurr made a motion to approve item 3.1, seconded by Commissioner Martin. The motion carried (6-0). 4.0 DISCUSSIONITEMS 4.1 SP23-0004 — State Farm Office Building Discuss and consider making a recommendation to City Council regarding the Site Plan application of "State Farm Office Building," an approximately 3,743 square - foot office building within Lot 4R, Block 1, in the Murchison Addition. The subject site contains approximately 0.4787 acres, and is located at 4654 South Colony Blvd within the Shopping Center Zoning District and the Gateway Overlay District. Chair Hames read Discussion Item 4.1 into the record. Mr. Williams presented the staff report. Commissioner Armour made a motion to approve item 4.1, seconded by Commissioner Baran. The motion carried (6-0). There being no further business to come before the Commission, Chair Hames adjourned the Regular Session of the Planning and Zoning Commission at 6:42 p.m. Williams, Planning Director 2
