HomeMy WebLinkAbout04/22/03 P&ZPlanning and Zoning Commission April 22, 2003 MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON APRIL 22, 2003 The Regular Session of the Planning and Zoning Commission of the City of The Colony, Texas was called to order at 6:30 p.m. on the 22nd day of April, 2003 at City Hall with the following members present: Deville Hubbard, Chairman DeWayne Snider Brian Wade Kirk Mikulec Bill Jamme Bill Harrison Staff: Harry Persaud, Director of Development Services Chris Spencer, Planner James Hanvey, Staff Engineer Sandy Vondersaar, Administrative Assistant With six (6) members present, a quorum was established and the following items were addressed: 2.0 DISPOSITION OF MINUTES 2.1 Approval and/or correction of Planning and Zoning Commission Minutes for the meeting held on April 8, 2003. Motion to approve the minutes of the meeting held on April 8, 2003, Commissioner Jamme; second, Commissioner Mikulec. Motion carried 6-0. 3.0 CITIZEN INPUT None 4.0 PUBLIC HEARING 4.1 Hold a public hearing and consider a request for approval of a replat for Lot 1R & Lot 2, Block 1, Securgard Addition, being a 7.6532-acre tract situated in the Thomas C. Wilson Survey, Abstract No. 1352, located at the Northeast corner of Main Street and Cougar Alley in the City of The Colony, Denton County, Texas. (2003-RP004) -1- Planning and Zoning Commission April 22, 2003 Commissioner Hubbard opened the public heating at 6:32 p.m. Mr. Spencer presented the staff report regarding approval of a replat for Lot 1R & Lot 2, Blockl, Securgard Addition located on the northeast of Main Street and Cougar Alley. Mr. Walter Nelson, Project Engineer, Carla Avenue, Arlington, Texas, was present to answer questions. Commissioner Hubbard closed the public heating at 6:34 p.m. Staff recommends approval with four (4) stipulations. A motion for approval of a replat for Lot 1R & Lot 2, Blockl, Secnrgard Addition, being a 7.6532-acre tract situated in the Thomas C. Wilson Survey, Abstract No. 1352, located at the Northeast corner of Main Street and Cougar Alley in the City of The Colony, Denton County, Texas. (2003-RP004) subject to four (4) staff stipulations, Commissioner Jamme; second Commissioner Harrison. Motion carried 6-0. 5.0 ITEMS FOR CONSIDERATION 5.1 Consider a request for approval of a site plan for the Securelock Shopping Center located on a 1.09-acre tract being Lot 2, Block 1, Securgard Addition, situated in the Thomas C. Wilson Survey, Abstract No. 1352, located at the Northeast corner of Main Street and Cougar Alley in the City of The Colony, Denton County, Texas. (2003-SP003) Mr. Spencer presented the staff report regarding approval of a site plan for the Securelock Shopping Center located on the northeast comer of Main Street and Cougar Alley. Mr. Walter Nelson, Project Engineer, Carla Avenue, Arlington, Texas was present to answer questions. Mr. Persaud informed the Commission that the developer was reluctant to add a loading dock because the building will be divided into lease spaces of 2,000 - 3,000 square feet. The Commission agreed that under these circumstances a loading dock was not necessary. In a discussion about the sidewalk it was suggested that the sidewalk be located on private property because of the existing drainage culvert at the comer of Main Street and Cougar Alley. Mr. Persaud informed the Commission that the Engineering staff will review the details and that the City will need a pedestrian access easement to do this. Staff recommends approval with seven (7) stipulations. -2- Planning and Zoning Commission April 22, 2003 After discussion, stipulation number six (6) Illustrate and label loading space or loading berth on site plan was struck. It was also agreed to include four (4) additional stipulations. (1) Extend parapet wall on the north and south building elevations to screen rooftop mechanical equipment, (2) Signage may be located in the City easement with the appropriate agreements in place, (3) Design parking lot and parking spaces to comply with City specifications and (4) Address drainage issues at the southwest comer of the lot. A motion for approval of a site plan for the Securelock Shopping Center located on a 1.09-acre tract being Lot 2, Block 1, Seeurgard Addition, situated in the Thomas C. Wilson Survey, Abstract No. 1352, located at the Northeast corner of Main Street and Cougar Alley in the City of The Colony, Denton County, Texas. (2003-SP003) subject to ten (10) staff stipulations, Commissioner Jamme; second Commissioner Harrison. Motion carried 6-0.
