OLONY LIBRARY BOARD MINUTES

The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:00
p.m. on the 22nd day of June 2023 at City Hall, 6800 Main Street, The Colony, Texas, with the following
roll call:

I ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS
Director Charters recognized the service of Jan Partin, Place 2 Library Board member, for her
years ofservice. Director Charters spoke of her and the Board's appreciation for all ofJan's work
for and dedication to the Library and the City of The Colony. Director Charters introduced Bailey
Cooper, the new Technical Services Librarian at The Colony Public Library.
2 CITIZENINPUT
This portion of the meeting is to allow up to five (5) minutes per speaker with a maximum of
thirty (30) minutes for items not posted on the current agenda. The board may not discuss these
items, but may respond with factual data or policy information, or place the item on a future
agenda. Those wishing to speak shall submit a Request Form to the board secretary.
No report.
3 CONSENT AGENDA
The Consent Agenda contains items which are routine in nature and will be acted upon in one
motion. Items may be removed from this agenda.for separate discussion by a board member.
3.1 Consider approval of minutes of Library Board meeting held May 25, 2021
The Board reviewed the minutes. Motion to approve the above consent agenda item — Heermans;
second by Davis; motion passed with all ayes.

4 REGULAR AGENDA ITEMS
4.1 Election of presiding officers for new term (July 2023-June 2024).
Member Partin nominated Member Fried as Chair and Member Heermans as Vice -Chair; second
by Davis; motion passed with all ayes.
4.2 Discuss and receive reports regarding the progress on Library Board Goals and Projects for 2022:
A. Continue to maintain legislative awareness of pertinent library issues.
No report.
B. Continue to assist in representing TCPL at library, school, and community activities.
The Colony Summer Kickoff was Saturday, June 3, 2023. There were approximately SSO
attendees. Members Davis and Partin and Council Liaison, Judy Ensweiler, volunteered.
C. Initiate contact and work to form partnerships in the community to introduce TCPL's services
and resources and to serve as an information source for the community.
TCPL initiated a donation drivefor Shepherd's House from May 16 through the 31 in memory
of Jagger Dean Teel. Donations included Uber and Lyft gift cards, size 3 and 6 diapers,
hypoallergenic baby wipes, and feminine hygiene products.
A group of children from The Colony donated the proceeds of their lemonade stand to TCPL.
The donation will go towards purchasing children's picture books and other materials for
the Library's collection.
Member Partin announced that Heather Falco will be the new Bridges Cemetery tour
volunteer.
D. Compile evidence and anecdotal information relating to Library needs in regard to advocating
and informing stakeholders about future Library space.
A citizen of The Colony, who recently returned to our community, emailed a request to use
library space to teach free ESL classes two nights a week. Director Charters had to let the
resident know that, although we would like to accommodate his request, the library does not
have space fbr programs such as this on a regular basis.
4.3 Discuss, consider, and approve for recommendation the schedule of fees for FY 23-24.
The board discussed the recommended fee schedule. Motion to approve the changes in the schedule
of fees for FY 23-24 — Fried; second by Krueger; motion passed with all ayes.

4.4 Receive a presentation and discuss staff updates regarding the Library's 2023 Summer Reading
Challenge.
Director Charters reviewed TCPL's Summer Reading Challenge registration and participation
statistics:
Summer Reading Challenge registrations: 457
Program participation: 841
Story Time participation: 300
4.5 Receive a presentation and discuss staff updates regarding public relations events, programs,
services, and community partnerships.
Director Charters reviewed events and programs at TCPL, including early literacy programs such
as Chick-fil-A Story Time, Summer Family Programs, Family Movie Matinee, Stuffed Animal
Sleepover, Paws for Reading, Make Your Own Ice Cream, Story Time with The Colony Police
Department, and Creature Teacher Animal Show; Teen activities and programs, including teen kits;
and adult activities and programs, including Virtual Author Talks, Medicare Education Seminar,
Monthly Online Book Club, Classical Guitar performance, and Craft and Hobby Swap.
4.6 Receive a presentation and discuss updates regarding Friends of The Colony Public Library activities.
The Friends of The Colony meeting is Thursday, July 13 at 6:00pm in the Library conference room.

And with no ficrther business to discuss the meeting was adjourned at 7:39 p.m.
