The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:00
p.m. on the 28th day of September 2023 at City Hall, 6800 Main Street, The Colony, Texas, with the
following roll call:

1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS
No report.
2.0 CITIZEN INPUT
This portion of the meeting is to allow up to five (5) minutes per speaker with a maximum of
thirty (30) minutes for items not posted on the current agenda. The board may not discuss these
items, but may respond with factual data or policy information, or place the item on a future
agenda. Those wishing to speak shall submit a Request Form to the board secretary.

3.0 CONSENT AGENDA
The Consent Agenda contains items which are routine in nature and will be acted upon in one
motion. Items may be removed from this agenda for separate discussion by a board member.
3.1 Consider approval of minutes of Library Board meeting held August 24, 2023.
The Board reviewed the minutes. Motion to approve the above consent agenda item — Heermans;
second by Krueger; motion passed with all ayes.
4.0 REGULAR AGENDA ITEMS

4.1 Discuss and consider approving the cancellation of the October 26, 2023 Library Board meeting.
The Board discussed the possibility of cancelling the October 26, 2023 meeting. Motion to approve
the above agenda item — Heermans; second by Davis; motion passed with all ayes.
4.2 Discuss and receive reports regarding the progress on Library Board Goals and Projects for 2023:
A. Continue to maintain legislative awareness of pertinent library issues.
Director Charters presented information on book challenge statistics provided by the
America Library Association for 2023 thus far: Challenges to books in public libraries
accounted for 49% of those OIF documented, compared to 16% during the same reporting
period in 2022. The largest contributor to the rise in both the number of censorship attempts
and the increase in titles challenged continues to be simultaneous challenges to multiple
titles. Of the overall number of books challenged, 92% were part of attempts to censor
multiple titles, compared to 90 percent in the first eight months of 2022. Cases involving 100
or more books were reported in 11 states [including Texas] compared with six during the
same reporting period in 2022 and zero in 2021. In the past, most challenges to library
resources only sought to remove or restrict a single book.
Director Charters informed the Board that an update to the Library's Collection
Development Policy would be ready to review in December. Updates to the policy will align
with recommendations from the American Library Association regarding book challenges.
B. Continue to assist in representing TCPL at library, school, and community activities.
Chairperson Fried attended Curriculum Night at Ethridge Elementary School and Member
Gehrke attended Curriculum Night at Independence Elementary School, both on September
21. They worked with Library staff members at the TCPL information tables and visited with
parents and students while handing out information about library resources and upcoming
library events.
C. Initiate contact and work to form partnerships in the community to introduce TCPL's services
and resources and to serve as an information source for the community.
TCPL will be collaborating with The Colony Chamber of Commerce for the Experience The
Colony raffle.
D. Compile evidence and anecdotal information relating to Library needs in regard to advocating
and informing stakeholders about future Library space.
Director Charters shared a patron comment about how the Library appeared cramped and
depressing, which highlights a future space need for additional open space in fresh colors.
4.3 Receive a presentation and discuss The Colony Public Library 2021-2025 Strategic Plan Year 2

Director Charters reviewed The Colony Public Library 2021-2025 Strategic Plan with the Board
and discussed action items that were accomplished in FY 23-24.
4.4 Discuss, consider, and approve updates to The Colony Public Library Conference Room Policy.
The Board reviewed the policy. Motion to approve the above agenda item — Fried; second by
Heermans; motion passed with all ayes.
4.5 Discuss, consider, and approve updates to The Colony Public Library Study Room Policy.
The Board reviewed the policy. Motion to approve the above agenda item — Fried; second by
Krueger; motion passed with all ayes.
4.6 Receive a presentation and discuss staff updates regarding public relations events, programs,
services, and community partnerships.
September is Library Card Sign -tip Month. TCPL is hosting a Halloween Costume Drive from
September 12 through October 1 for new or gently used Halloween costumes for all ages. Early
Literacy activities include Story Time, Music BcMoveinent, Sensmy Play, and Sunday I Story Time at
Wave MAX in The Colony. Family activities include a Stor yWalk at Ridgepointe Park and a Dia de
Los Muertos celebration. Teens will haveftin making their own sushi at the Teel?

program. Adtili programs include Virtual Author Talks,
Nature with iNaturalist, Spice Club kits, Monthly Online Book Club, Exploring
Education Seminar, and NASA Ambassador Prog am:Night the Ni h tSkv Dedication, Medicare
4.7 Receive a presentation and discuss updates regarding Friends of The Colony Public Library activities
The next FOTCPL meeting is Thursday, October 12 at 6: 00 p. m. in the Library Conference Room.
5.0 ADJOURNMENT
And with no further business to discuss the meeting was adjourned at 7: 51 p.m.
