OLONY LIBRARY BOARD MINUTES

The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:00
p.m. on the 24th day of August 2023 at City Hall, 6800 Main Street, The Colony, Texas, with the following
roll call:

1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS
Member Gehrke announced that she will be absent for the September and October Library Board
meetings.
Member Harris announced that she will be absent for the September Library Board meeting.
Director Charters reminded the Board that we will not meet in November, but will meet as
scheduled on December 7 for the last Library Board meeting in 2023.
2.0 CITIZENINPUT
This portion of the meeting is to allow up to five (5) minutes per speaker with a maximum of
thirty (30) minutes for items not posted on the current agenda. The board may not discuss these
items, but may respond with factual data or policy information, or place the item on a future
agenda. Those wishing to speak shall submit a Request Form to the board secretary.
No report.
3.0 CONSENT AGENDA
The Consent Agenda contains items that are routine in nature and will be acted upon in one
motion. Items may be removed from this agenda for separate discussion by a board member.

3.1 Consider approval of minutes of Library Board meeting held July 27, 2023.
The Board reviewed the minutes. Motion to approve the above consent agenda item — Harris;
second by Gehrke; motion passed with all ayes.
4.0 REGULAR AGENDA ITEMS
4.1 Discuss and receive reports regarding the progress on Library Board Goals and Projects for 2023:
A. Continue to maintain legislative awareness of pertinent library issues.
Director Charters informed the Board that the City of Carrollton has decided not to accept
funding through the Denton County Interlocal Agreement for Library Services in FY 23-24,
which means that Carrollton Public Libraries will no longer issue free library cards for Non -
Carrollton residents as of October 1, 2023.
Representative Brian Harrison made a statement that the Texas State Library & Archives
Commission (TSLAC) is leaving the American Library Association (ALA).
On Saturday, Augusl 5, Kirk Cameron and Brave Books' "See You at the Library" event
encouraged families to gather at their local libraries to pray, sing, and read Brave Books and
other "books of virtue. " Five area libraries were listed as places where private citizens
booked public meeting rooms to hold this event. TCPL was not contacted by residents to use
public space to host this event.
B. Continue to assist in representing TCPL at library, school, and community activities.
Director Charters shared two upcoming outreach opportunities for Board members. TCPL
will be attending Independence Elementary and Ethridge Elementary's Back to School Night
on Thursday, September 21 to hand out information pamphlets, visit with families in the area,
and issue library cards. Board members were encouraged to volunteer and support TCPL
staff at these school events.
C. Initiate contact and work to form partnerships in the community to introduce TCPL's services
and resources and to serve as an information source for the community.
TCPL partnered with The Chamber of Commerce for their Chamber Business Resource
Lunch on Thursday, August 19 at Galaxy Theatre in Grandscape. Director Charters gave a
presentation on business resources that are available through the Library. Julie Conlee,
TCPL 's Library Operations Manager, also attended and was available to issue library cards
and answer questions.
D. Compile evidence and anecdotal infonnation relating to Library needs in regard to advocating
and informing stakeholders about future Library space.

TCPL is in need ofpublic meeting rooms for citizens to rent and use for meetings and events.
Staff meeting rooms, study spaces, public meeting rooms, and program rooms are regularly
requested and needed by residents, City employees, and Library staff.
4.2 Discuss, consider, and approve updates to The Colony Public Library Reference Policy.
Director Charters reviewed the changes made to the policy and opened the floor for questions.
The Board reviewed the policy. Motion to approve the above Library Reference Policy — Gehrke;
second by Heermans; motion passed with all ayes.
4.3 Receive a presentation regarding The Colony Public Library's KultureCity Sensory Inclusive
Certification.
To align with TCPL's 2021-2025 Strategic Plan, the Library is in the process of earning a Sensory
Inclusive Certification through KultureCity, the nation's leading nonprofit on sensory accessibility
& acceptance for those with invisible disabilities. KultureCity's Sensory Inclusive program is
designed to help guests with sensory needs such as PTSD, autism, dementia, and strokes. This
program helps guests feel welcome at TCPL and have the best experience for those with sensory
needs, ensuring that everyone can visit the Library, have fim, and feel safe.
Director Charters informed the Board that all of TCPL 's staff have completed the annual training
and offered training access for Board members, as well.
4.4 Receive a presentation and discuss staff updates regarding public relations events, programs,
services, and community partnerships.
Director Charters spoke of a patron who approached the Reference Desk asking about our new
PressReader service. He was excited to know he could cancel all of his various
newspaper/magazine subscriptions because he can now access them for free on the PressReader
app by using his library card.
Library staff. "When out to eat at Grandscape this past weekend, a conversation struck up between
myself and a couple who mentioned that one of their favorite amenities offered during their visit to
the Plaza Hotel in New York was having access to the PressReader app. I was happy to inform
them that our library now offers this digital service and they could get access to it anywhere for
free by registering for a library card (which is also free). "
Director Charters also shared information about events at the Library: Early Literacy activities,
including Story Times, Music & Movement, Sunday Story Time at WaveMAX Laundry in The Colony,
Discovery Play Workshop; Family Activities, including a puzzle tournament and Library Putt -Putt;
Teen Air Plant Hanger Kits; and Adult Activities, including Virtual Author Talks, Monthly Online
Book Club, Medicare Education Seminar, Spice Club Kits, National Voter Registration Day,
Monarch Butterflies and Their Amazing Migratory Journey, and Garden Art with Denton County
Master Gardeners.

4.5 Receive a presentation and discuss updates regarding Friends of The Colony Public Library activities.
The next FOTCPL meeting is Thursday, September 14 at 6: 00 p.m. in the Library Conference Room.
FOTCPL is hosting Trivia Challenge Night on Friday, September 29 at 6: 00 p.m. The event will be
at Roam Grandscape. Tickets will be on sale Wednesday, August 30.
5.0 ADJOURNMENT
And with no further business to discuss the meeting was adjourned at 7: 45 p.m.
