HomeMy WebLinkAbout01/28/03 P&ZPlanning and Zoning Commission January 28, 2003 MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON JANUARY 28, 2003 The Regular Session of the Planning and Zonin.~ Commission of the City of The Colony, Texas was called to order at 6:33 p.m. on the 28u~ day of January, 2003 at City Hall with the following members present: Brian Wade Bill Jamme, Vice-Chairman Kirk Mikulec Bill Harrison Absent: Deville Hubbard, Chairman Rick Allford DeWayne Snider Staff: Harry Persaud, Director of Development Services Chris Spencer, Planner James Hanvey, Engineer Sandy Vondersaar, Administrative Assistant With four (4) members present, a quorum was established and the following items were addressed: 2.0 DISPOSITION OF MINUTES 2.1 Approval and/or correction of Planning and Zoning Commission Minutes for the meeting held on January 14, 2003. Motion to approve the minutes of the meeting held on January 14, 2003, Commissioner Harrison; second, Commissioner Mikulec. Motion carried 4-0. 3.0 CITIZEN INPUT None 4.0 PUBLIC HEARING Planning and Zoning Commission January 28, 2003 4.1 Hold a public hearing and make a recommendation regarding a Specific Use Permit for the sale of beer and wine for on-premise consumption in a restaurant, for a 1,800 sq. ft. Roma's Italian Restaurant, located at 6700 Main Street, Suite # 150, located in the City of The Colony, Denton County, Texas. (2003-SUP001) Vice-Chairman Jamme opened the public hearing at 6:35 p.m. Mr. Spencer presented the staff report regarding a recommendation for a Specific Use Permit for the sale of beer and wine for on-premise consumption in the Roma's Italian Restaurant located at 6700 Main Street, Suite # 150. Fifteen (15) notification letters were mailed. As of meeting time two (2) responses in opposition were received. Mr. Agim Rmkiqi of Roma's Italian Restaurant, 6700 Main Street, Suite 150, The Colony, Texas 75056, was present to answer questions. Vice-Chairman Jamme closed the public hearing at 6:40 p.m. Staff recommends approval. A motion to make a recommendation regarding a Specific Use Permit for the sale of beer and wine for on-premise consumption in a restaurant, for a 1,800 sq. ft. Motion carried 4-0. 4.2 Hold a public hearing and consider a request for approval of a replat for Lots 6 & 7, South Colony Retail Center, being a 1.9-acre tract situated in the B. B. B. & C. R. R. Survey, Abstract No. 173, located in the City of The Colony, Denton County, Texas. (2003-RP001) Vice-Chairman Jamme opened the public hearing at 6:42 p.m. Mr. Spencer presented the staff report regarding a request for approval of a replat for Lots 6 & 7, South Colony Retail Center located along the east side of main, south of the vacant Wendy's, east of Stan's Lakeview Tap House and Grill. Mr. Steve Walker of QuikTrip, 14405 Trinity Boulevard, Suite 300, Ft. Worth, Texas 76155, was present to answer questions. Vice-Chairman Jamme closed the public hearing at 6:47 p.m. Staff recommends approval with three (3) stipulations. -2- Planning and Zoning Commission January 28, 2003 A motion for approval of a replat for Lots 6 & 7, South Colony Retail Center, being a 1.9-acre tract situated in the B. B. B. & C. R. R. Survey, Abstract No. 173, located in the City of The Colony, Denton County, Texas. (2003-RP001) with three (3) staff stipulations; Commissioner Mikulec, second Commissioner Harrison. Motion carried 4-0. 4.3 Hold a public hearing and consider a request for approval of a replat for Lots 2AR & 2BR, Block 1,Westport Center Addition, being a 1.633-acre tract situated in the B. B. B. & C. R. R. Survey, Abstract No. 173, located in the City of The Colony, Denton County, Texas. (2002-RP006) Vice-Chairman Jamme opened the public hearing at 6:50 p.m. Mr. Spencer presented the staff report requesting approval of a replat for Lots 2AR & 2BR located along the west side of Main, north of Braums. Mr. Frank Atwater of Coombs Land Surveying, 3027 Cockrell Drive, P.O. Box 11370, Ft. Worth, Texas 76110 was present to answer questions. Vice-Chairman Jammc closed the public hearing at 7:00 p.m. Staff recommends approval with three (3) stipulations. A motion for approval of a replat for Lots 2AR & 2BR, Block 1,Westport Center Addition, being a 1.633-acre tract situated in the B. B. B. & C. R. R. Survey, Abstract No. 173, located in the City of The Colony, Denton County, Texas. (2002- RP006) with three (3) staff stipulations; Commissioner Harrison, second Commissioner Miknlec. Motion carried 4-0. 4.4 Hold a public hearing and consider a request for approval of a replat for Lot 1R, Block 1,Securgard Addition, being a 7.6532-acre tract situated in the Thomas C. Wilson Survey, Abstract No. 1352, located in the City of The Colony, Denton County, Texas. (2003-RP002) Vice-Chairman Jamme opened the public hearing at 7:02 p.m. Mr. Persaud stated this item has been pulled from the agenda at the applicant's request.
