OF THE COMMUNITY DEVELOPMENT CORPORATION
MARCH 1 (fH 2021
The Regular Session of The Community Development Corporation of the City of The Colony,
Texas, was called to order at 6:30p.m. on the 11TH day of March 2021 at City Hall, 6800 Main
Street, The Colony, Texas, with the following roll call:

Dan Mahle, Vice President Present Eve Morgan Staff
Donna Cole, Secretary Present Kathy Neal Staff
Don Beckel, Treasurer Present Jackie Kopsa Staff
Allen Harris, Board Member Present Brant Shallenburger Staff
Steve Sohn, Board Member Absent Perry Schrag Council Liaison
Joshua Knapp, Board Member Present
And with all board members present a quorum was established and the following items were
addressed in this meeting remotely via videoconference:
1.0 ROUTINE ANNOUNCEMENTS AND RECOGNITIONS
1.1 Call to Order
The meeting was called to order at 6:30p.m.
2.0 CITIZEN INPUT
None.
3.0 CONSENT AGENDA
3.1 Consider acceptance of the CDC financial reports for January 2021 and February 2021
3.2 Consider approval of minutes of the January 14111 2021 Regular Session
Motion to approve-Harris; second-Beckel; motion passes with all ayes.
4.0 REGULARAGENDAITEMS-
4.1 Receive update from staff and discuss the following items-
• Stewmi Creek Park -
o Swim Beach-We have lost a lot of sand. Banners will be installed on the backside of
the walkway to keep the sand fi·om going into the swales. An ABI Rotary Broom was
used to push the sand back onto the beach. New sand will be added before the summer
season starts.
o Rest Room-Plans are in development and will be sent to the Corp for review.
o Picnic Shelters-These are arriving on Monday, which is 2 weeks early.
o Trees & Irrigation-Eight new trees were planted and irrigation was installed for all
of them.
o New Entry System-Striping at the gatehouse is complete and reflectors will be
added to the curbs and bollards. We do not have a deliveiJ' date or installation date
for the Kiosk equipment.
o Fish Habitat-Texas Parks & Wildlife has built two and will install them near the
pier when weather permits.
• Cascades I Grandscape Trail-
Eve displayed some before and after pictures. The backfill is completed and the contractor is
getting ready to start working on the trail. Eve is doing research to see if solar lights can be
installed.
• Park Pavilions Project-
Installation and deliveiJ' is scheduled for late March.
• Kids Colony Splash Park-
There have been some edits to the plans for properfilter sizing, correcting the footprint size for the
fiiture restroom, and construction documents for concrete jointing plan. We are waiting on a
schedule fi·omthe vendor.
• West Shore Park-
Eve displayed a design of the park. There is a walkway around the park, multi-/eve/ areas for play
equipment, a berm plc(v area, a pm,ilion, a slide will be built into the slope, boulder steps, and
landscaping to consist of native plantings. We are getting designs for Pick a Play Space event.
There will be a deconq;osed granite trail to the lake. We do have the matching grant of $400,000
fi·om Texas Parks & Wildlife, butthefimding of that is delayed due to the political transition, so the
federal approval process has been pushed to summer.
• Bike Friendly Community-
We received Honorable Mention our recent application. Eve said the goal is to achieve the bronze
level the next time we apply for this designation. She asked the board to review the report cards in
the packet and give her any ideas they may have.
• Facility updates in response to new COVID 19 orders from Govemor Greg Abbott-
Pam gave the following update-
o Customers will not be required to wear masks in facilities, but staff is still required to wear
them when they are within 6 feet of other stciff, customers, and contractors
o The Recreation Center will close at 9:00pm Monday-Friday
o Activities at the Rec. Center and Aquatic Park are still by reservation only, but the capacity
limits have increased
o Stewart Creek Park will close daily at 9:00pm starting on Monday, M~arch 1511'
o LISD is allowing us back into the gyms this summer, so we will be able to resume the Youth
Basketball program. We do not know if we will be able to use the schools for Kidz Kamp.
LISD protocols will be followed.
o We are wailing for a ruling regarding restrictions on group gatherings, tent camping, and
re-opening the Senior Center
4.2 Board to request items to be placed on a future agenda-
Pam informed the Board that the Recreation Feasibility Study commissioned by the Board last
year is tentatively scheduled to be presented at the April meeting; City Council will also be
invited to the meeting.
Discussion about the budget and projects will begin at the April meeting.
