HomeMy WebLinkAbout05/23/2017 P&ZMINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION MAY 23, 2017 After determining that a quorum was present, the Planning and "boning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, May 23, 2017 at 6:30 PM in the City Council Chambers located in City Ball, 6800 '.Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Karen Hames, Chairman, Detrick DeBurr, Vice Chairman, Shawn Rockenbaugh, Janece Pool, and Shannon Ilebb. Board Members Absent: Cesar :Molina Jr., and Brian Buffington Staff Present: Naim Khan, P.E. Senior Engineer, Surupa Sen, AICP, Planning Director, Brian McNuelty, Engineering Technician, and Ed Voss, City Attorney. 1_0 I CALL REGULAR SESSION TO ORDER Chairman Hames called the meeting to order at 6:30 p.m. [_1.1 I CITIZEN INPUT No citizen came forward for input. 2 CONSENT AGENDA 2.1 Consider approval o the minutes of May 9, 2017 Regular Session. 2.2 PPI 7-0001, Preliminary Plat for Westport Lakeview Villas Townhomes Consider approval of a preliminary plat for bots 1-3, Block A, Lots 1-6, Block B, Lots 1-7, Block C, Lots 1-9, Block D, Lots 1-8, Block E, and bots 1-4, Block X, Westport Lakeview Villas, being a replat of a portion of Tract 1, The Colony No. 33, and an unplatted tract of land containing 2.982 acres out of the 12.50 -acres of land out of the B.B.B. and C.R.R. Survey, Abstract No. 173, 174, an addition to the City of The Colony, Denton County, Texas located at the southwest quadrant of Main Street and S. Colony Blvd., west of Advance Auto Parts and south of Lakeside '.Montessori school Planned Development - Townhouse (PD -Tl l) zoning district_ 2.3 PPI 7-0002, Gateway Centre Preliminary Plat Consider approval of a preliminary plat for bots 1-6, Block A, Gateway Centre, being a 13.410 acres of land out of the A. Singleton Survey, Abstract No. 1138, an addition to the City of The Colony, Denton County, Texas located at the northwest corner of Sll 121 Service Road and Market Street, within Business Park (BP) zoning district. 2.4 FPI 7-0001, Final Plat for Westport Lakeview Villas Townhomes Consider approval of a final plat for Lots 1-3, Block A, Lots 1-6, Block B, bots 1-7, Block C, bots 1-9, Block D, Lots 1-8, Block E, and Lots 1-4, Block X, Westport Lakeview Villas, being a replat of a portion of Tract 1, The Colony No. 33, and an unplatted tract of land containing 2.982 acres out of the 12.50 -acres of land out of the B.B.B. and C.R.R. Commissioner Hebb moved to approve Item 2.1 - 2.4 as stated, Commissioner Pool seconded the motion. Motion carried (5-0). 3 WORK SESSION 3.1 SII 7-0002, Zoning Ordinance Amendments Receive a presentation from staff, review and discuss proposed Zoning Ordinance amendments regarding material for donation box, location requirement for accessory I structures, exterior building materials under Gateway Overlay, portable on -demand storage containers and other miscellaneous sections within the 'Zoning Ordinance with inconsistencies or clerical errors. Chairman Hames read the Work Session item 3.1 into record. Ms. Sen presented the staff report. Commissioner Pool expressed concern regarding limiting the number of days portable on - demand storage containers are allowed in residential zoning from 28 - 14 days. Ms. Sen answered that staff will share this feedback at the Ordinance Review Committee (ORC) meeting on Wednesday, May 24, 2017 and bring back an updated section for Commission review. — - Chairman Hames asked about how the "tree/plant list" was generated? Were there any arborist on Park Board who have reviewed this list. Ms. Sen responded that staff does not have that information. Staff will bring back an update at the next meeting regarding this item. Commissioner Rockenbaugh asked for clarification regarding removing fire safety requirements for town houses as structures. Ms. Sen stated that the section under question will refer to the currently adopted and amended International Fire Code (IFC). Commissioner Hebb asked if the color of the donation boxes will be required to match the primary structure on the property? Ms. Sen and City Attorney Ed Voss stated the pros and cons of such requirements. Chairman Hames asked for clarification on building exterior material requirements that is being proposed for amendment. Ms. Sen answered that the exterior material requirement in Gateway Overlay District only applies for commercial zoned properties. 14 'DISCUSSION ITEMS 4.1 SPI7-0002Grandscape Lifestyle Center Area lA Development Plan Discuss and consider making a recommendation to City Council on a request for Development Plan for Grandscape Lifestyle Center Area 1 A that includes a parking garage, surface parking and overall utility, landscape and drainage plans for the first phase of an area generally bound by Grandscape Boulevard and Destination Drive next to the Nebraska Furniture :Mart development within Planned Development 25 PD 25 aka the Grandscape Planned Development zones district. Chairman flames asked why the parking lot interior is not landscaped as required per code. Ms. Sen answered that landscape islands within surface parking lots are encouraged to be consolidated towards end caps and mid points to have efficient irrigation and large canopy trees are supported better in a larger square footage than separated islands. Mr. Ron Lazenby representing Grandscape approached Commission. He stated that due to a layer of surface parking is above the basement level garage to support the load of concrete, cars, people and dirt and tree on top of that will require huge support beams, reducing clear height for the garage level. Commissioner Rockenbaugh moved to approve Item 4.1 as stated, Commissioner DeBurr seconded the motion. Motion carried (5-0). 14.2 SPI7-0004Westport Lakeview Villas Townhomes Development Plan Discuss and consider making a recommendation to City Council on a request for Development Plan for Westport Lakeview Vilas Townhomes at 4851 Westport Drive property described as Colony No 33 Lot Tract 1(SW Corner) and A0173A BBB & CRR, Tract 34, 1.586 Acres, Old DCAD Tract # 13 within Planned Development - Townhouse Dwelling (PD-TH) zoning district. Chairman Flames read the Discussion item 4.2 into record. Ms. Sen presented the staff report. Commissioner Rockenbaugh asked where dumpster location will be within the townhouse development. Ms. Sen responded that during the zoning change process for this property the applicant had discussed with the Facilities Maintenance department regarding waste disposal. The town houses will have individual waste carts provided by the City's waste management company, similar to the ones used in single family neighborhoods. The waste management company will pick up the trash from the townhouse project during their scheduled run. Commissioner also wanted to confirm that the Fire Marshall has reviewed the plans and is comfortable with the development having only one entry — exit point. Ms. Sen answered affirmative. Commissioner Rockenbaugh asked how many parking spaces are being proposed for the townhomes. Ms. Sen and applicant Mr. Packer explained that each unit will have 2 car attached garage and each unit have been pushed back on the lot to provide an 18' long driveway in front of the townhouse. Commissioner Pool moved to approve Item 4.2 as stated, Commissioner DeBurr seconded the motion. :Motion carried (5-0).
