MINUTES OF THE REGULAR SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
APRIL 13TH 2017
The Regular Session of The Community Development Corporation of the City of The Colony,
Texas, was called to order at 6:30p.m. on the 13t day of April, 2017, at City Hall, 6800 Main
Street, The Colony, Texas, with the following roll call:

And with five board members present a quorum was established and the following items were
addressed:

Items of Community Interest -
Kids Chase by the Lake -
This event is on Saturday, April 22"d at Stewart Creek Park for boys and girls ages 5-9.
The Colony Roadrunners Club and the Parks & Recreation Dept. host the event.
Up, Up & Away, Festival of Flight -
This event is on .Saturday, April 29`h at the Prestwick Stem Academy. The event is free and
features kite flying and demonstrations, birding demonstrations, paper airplane contest, food
and fun. The event ends with the movie "Storks ".
Drive in Movie -
"Arrival " will be shown at Stewart Creek Park on Friday, May Yh. The movie starts at
8:30pm and free entry into the park will begin at 7: 30pm.
Mamapalooza —
This is a new event at Stewart Creek Park on Saturday, May 13`h from 6: OOpm — 9: OOpm.
There will be food trucks and live music. Free entry into the park starts at S: 30pm.

3.0 CONSENT AGENDA _
3.1 Consider approving CDC Board Regular Session minutes for March 9th 2017
3.2 Consider approving CDC Board Special Session minutes for April 8 2017
3.3 Consider acceptance of the CDC financial reports for March 2017
Motion to approve the consent agenda - Harris; second Cole; motion passes.

4.1. Discuss and consider a budget amendment to provide funding assistance for repairs
to the irrigation well at Five Star -
Pam told the board problems started happening last year. The pump had to be pulled and
when it was pulled, we discovered motor failure, wire shorts and starter damage. Water
Distribution has $52, 000 budgeted for repairs, $6,800 has been spent to pull the pump, but an
additional $11,000 is needed. The board funded Five Star, so money could betaken from the CDC
fund balance to cover the $11, 000 needed.
Motion to approve funding assistance for repairs Harris; second- Braby; motion passes.
4.2 Discuss and consider a budget amendment for the Bridges Cemetery Restoration
project -
Eve received a proposal from Versar for $42,500 which includes fence replacement.
The amount needed to complete the restoration projects is $31,800 which will be for the
mapping and fence. They would start in June and finish in August or September.
Motion to approve a budget amendment in the amount of $31,800 - Cole; second - Beckel;
motion passes.
4.3 Discussion of future capital improvement projects list and provide direction to
staff regarding items on the list -
Pam reviewed some of the projects on the CIP list
Trucks - they are worn out and used to take care of projects funded by the board
Water Fountain on the shoreline trail -- make it all weather
Solar Charging Station this is anew amenity for the dog park. Tables are equipped with
a solar charger. This can help us monitor attendance, track usage to manage maintenance time,
they do not collect personal information, they have a maximum range of 400 ft., and they can be
moved to other locations. The cost includes all the software and there is no annual fee. This
would have to be presented to the Technology Board.
Perryman Park Pavilion the current pavilion is old and needs to be closer to the playground
Splashpad at Kids Colony - this is a priority of City Council
Fences & shade at North Colony practice fields if this location is not designated for anew
City Hall building, these need replaced
Park Loop Trail connections these can be shifted if needed. The connection fi-om the
Cascades to Grandscape is generating a lot of interest.
Mini Backhoe - this is smaller, has a trencher and is used for irrigation
Regarding personnel, the Project Manager is most important. Consideration can be made to
share this position with Facilities, and to also increase the contractual services line so we

could pay more in consultant fees to help manage projects.
Member Brady stated she has received requests to have water fountains inside the fences at the
dog park. Pam explained that water and sewer would have to be added, and dogs play in the
water and that creates a lot of mud.
Discussion of other projects to consider included -
Install bike racks at all parks
Put more money in the Image Enhancement fund for bridges at John Yates, South Colony
and Blair Oaks
Dredge and add a fountain to the pond at BB Owen
4.4 Receive update from staff and discuss the following items —
City Council — CDC Work Session —
The meeting is scheduled for Monday, May 15
`".
Skatepark —
A workshop is schedule for Wednesday, April 19'hfrom 6: 00pm - 8: 00pm. SPA Skateparks
will make a presentation and get input from the public. They will incorporate ideas they get from
this meeting into the design, and then come back again in May for another public meeting for
additional input. Construction could start late in the summer and be completed in early fall.
Stewart Creek Park —
Entry Feature- the consultant is reviewing estimates
Trees & Irrigation — a licensed irrigator is doing the design and areas affected by
the flood have been identified as places to plant new trees
Trail Extension — Engineering is reviewing the plans
Park Loop Trail — Engineering is reviewing the plans Construction could start in .lune and be
finished in October.
Bicycle Committee —May is Bike Month. The Mayor will have a proclamation at the May 2"d
City Council meeting, May 10`" is Bike to School Day, May 15-19 is Bike to Work Week, and
May 19'h is Bike to Work Day. There is a bicycle information display at the library.
There being no other business to discuss, the meeting was adjourned at 7:32 p.m.
