CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
MARCH 28, 2017
_ After determining that a quorum was present, the Planning and Zoning Commission of the City
of The Colony, Texas convened into Regular Session which was held on Tuesday, March 28,
2017 at 6:30 PM in the City Council Chambers located in City Ball, 6800 Main Street, The
Colony, Texas, at which time the following items were addressed:
Board Members Present: Karen Hames, Chairman, Detrick DeBurr, Vice Chairman, Cesar
Molina Jr., Shawn Rockenbaugh, Brian Buffington, Janece Pool, and Shannon Hebb.
Board Members Absent: None
Staff Present: Ron Hartline, P.E. Director of Engineering, Keri Samford, AICP, Director of
Economic Development, Fd Voss, City Attorney, and Surupa Sen, AICP, Planning Director.
1.0 CALL REGULAR SESSION TO ORDER
Chairman Iiames called the meeting to order at 6:30 p.m.

No citizen came forward for input.
2.0 1 CONSENT AGENDA _ _
2.1 1 Consider 4pproval of the minutes of the March 14, 2017 Regular Session.
Chairman Hames read the Consent Agenda item into the record.
Commissioner Rockenbaugh moved to approve Item 2.1 as stated Commissioner Pool
seconded the motion. Motion carried (6-0).
3.0 DISCUSSION ITEMS
3.1
SP16-0018, Victory at The Colony Site Plan Amendment
Discuss and consider making a recommendation to the City Council on a request for
Site Plan amendment to allow Victory at The Colony, a retail/restaurant complex with I
two buildings totaling 23,900 square feet on a 3.902 -acre parcel of land located on SH
121, east of Top Golf and west of Firestone, within the Business Park (BP) zoning
district.
Chairman Hames read the discussion item 3.1 into record.
Ms. Sen presented the staff report.
Commissioner Hebb came into the meeting.
Commissioner Buffington asked if there will be a dedicated turn lane from SII 121. Ms. Sen
agreed that there is a dedicated turn lane (entry to the driveway) for this project. Mr. Logan
McWhorter with Peloton Land Solutions confirmed that there is a turn lane already built for this
project on SI1 121.
Chairman Hames applauded the applicant for nice use of landscaping within the parking lots
providing some shade to the motorists which is not very common.
Commissioner Hebb asked how much landscaping area is lacking in this development.

Ms. Sen informed that both lots are shy by less than 2% of required landscaping area.
Commissioner Hebb asked as the project has 17 more parking spaces than what is required if the
applicant would be willing to provide more landscaping than those 17 parking spaces.
Mr. McWhorter with Peloton Land Solutions stated that they have worked with the applicant and
the additional parking spaces are required by 54th Street restaurant.
Commissioner Molina suggested that the applicant can increase the number of shade trees to
address the lack of landscaped area.
Commissioner Hebb asked if the required landscape area can be counted through the number of
trees provided.
Ms. Sen clarified that these are two exclusive requirements. The applicant has to meet minimum
landscape area requirement and also provide shade trees and ornamental treed in the landscaped
are to meet the required tree count requirement per linear foot. So both requirements are
exclusive of each other. What Commissioner Molina is suggesting is to increase number of shade
trees in the property which would be a quality improvement with more canopy cover when this
project matures.
Ms. Sen asked Mr. McWhorter if the applicant will be agreeable to adding more canopy trees.
Mr. McWhorter stated that the applicant will accept this recommendation.
Commissioner llebb asked why the parking requirements are so high?
Ms. Sen added that all the recent restaurants within The Colony have been asking more than
required parking spaces. So more than likely this is a tenant requirement than the property owner
requirement. For example, Rock Brews have been reported to have parking shortage now that
they are open even though they had provided more than required parking spaces. Truck Yard for
example has proposed more than 50% additional parking spaces.
Commissioner Hebb asked if there will be signage on the building.
Mr. McWhorter responded that 54th Street will have their sign on the building and on the existing
pylon sign.
Ms. Sen added that they will be required to apply for sign permit through the City. They are
allowed to have wall signs, monument sign and they can have additional sign panels installed on
the pylon sign for individual tenants.
Commissioner Molina moved to approve Item 3.1 with stipulation that the applicant will
provide two additional shade/canopy trees to the development, Commissioner Buffington
seconded the motion. Motion carried (7-0).
Commissioner Rockenbaugh asked for clarification if the two additional canopy trees are for
both lots individually or together.
Commissioner Molina stated that two additional trees for the whole project is what he is
recommending. — -

There being no further business to come before the Commission, Chairman Hames adjourned the
Regular Session of the Planning and 'boning Commission at 6: 51 p.m.
