CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
JANUARY 10, 2017
After determining that a quorum was present, the Planning and Zoning Commission of the City
of The Colony, Texas convened into Regular Session which was held on Tuesday, January 10,
2017 at 6:30 PM in the City Council Chambers located in City Hall, 6800 Main Street, The
Colony, Texas, at which time the following items were addressed:
Board Members Present: Karen Hames, Chairman, Detrick DeBurr, Vice Chairman, Shawn
Rockenbaugh, Shannon Hebb, Brian Buffington, and Janece Pool
Board Members Absent: Cesar Molina Jr.
Staff Present: Gordon Scruggs, P.E. Director of Engineering and Development Services, Surupa
Sen, AICP, Planning Director and Brian McNuelty, Engineering Technician
1.0 CALL REGULAR SESSION TO ORDER
Chairman Iiames called the meeting to order at 6:30 p.m.
1.1 CITIZEN INPUT
No citizen came forward for input.
CONSENT AGENDA
2.1 Consider approval of the minutes of the December 13,2016 Relar Session.
_ 2.2 FP16-0007, Final Plat for Waterford Point Ph 2 at Tribute
Consider approval of a final plat for Lots 16-19, 63X, Block A, Lots 24-27, Block D,
Lots 13-19, Block E, Lots 5-13, Block G, Lots 1-25, 26X, Block II, Lot 1X, Block I,
Lots 1-15, Block J, Lots 1-19, Block K, and Lots 1-32, 33X, 34X, Block L, Waterford
Point Phase 2, being 29 -acres of land out of the B.B.B. and C.R.R. Survey, Abstract
No. 170, and the T.D. Luckett Survey, Abstract No. 752, an addition to the City of The
Colony, Denton County, Texas generally located north of Lebanon Road, south of
Waverly and west of Ivey, within the Planned Development 23 (PD 23) aka the Tribute
Planned Development zoning district. _
2.3 RP16-0009, Replat of Lots 4R1, 5R, 6R and 7, Block A, East Oak Wood Village
Consider approval of a replat of Lots 4R1, 5R, 6R, and 7, Block A, East Oak Wood
Village subdivision, being 7.506 -acres of land out of the B.B.B. and C.R.R. Survey,
Abstract No. 173, an addition to the City of The Colony, Denton County, Texas located
on SH 121, east of Top Golf and west of Firestone, within the Business Park (BP)
zoning district.
2.4 RP16-0010, Replat for Lots 1R, 2, 3, 4, Block H, Grandscape Addition Phase II
Consider approval of a replat for Lots I R, 2, 3, 4 Block H, Grandscape Addition Phase
II, being a replat of Lot 1 Block II, Grandscape Addition Phase II, as recorded in
Denton County Clerks Inst. No. 2015-240 official public records of Denton County,
Texas and being a 82.69 acres of land out of B.B.B and C.R.R Survey, Abstract No. 174
and Thomas A. West Survey, Abstract no. 1344 located at northeast corner of Bargain
Way and Nebraska Furniture Mart Drive, within the Planned Development 25 (PD 25)

Chairman Hames read the Consent Agenda items into the record.
Commissioner Hebb moved to approve Items 2.1, 2.2, 2.3 and 2.4 as stated Commissioner
Pool seconded the motion. Motion carried (6-0).
3.0 DISCUSSION ITEM S
3.1 SP16-0016, Urban 8 at the Victory Site Plan Amendment
Discuss and consider making a recommendation to the City Council on a request for a
site plan amendment to allow Urban 8, a restaurant concept to include 8 different -
restaurants within a single 8,400 sf building located on SH 121 west of Firestone, within
the Business Park (BP) zoning district.
Chairman I lames read the discussion item 3.1 into record.
Ms. Sen presented the staff report.
Commissioner Buffington asked if this is a new concept and whether there are any existing
locations operating with this concept.
Applicant's representative, Erik Hinklin with Peloton Land Surveying Group, approached the
Commission and stated that is a new concept and this building is the first project of this kind.
Commissioner Buffington asked what positive benefits are there for the city in having eight
restaurants like this under one roof.
Mr. Hinklin replied that there will be eight food truck/entrepreneur type restaurants not literal
food trucks but similar idea.
Commissioner Hebb asked what type of restaurants is being planned for this project.
Mr. Hinklin stated he doesn't know the answer to that question but can check with the owner and
inform staff with this information to be passed onto the Commissioners in future.
Ms. Sen added that during pre-development meeting with the developer he had mentioned more
healthy choices with this project. He is not looking for typical fast food or casual dining
restaurants.
Commissioner Rockenbaugh asked if this will be owned by one company and leased out to
different restaurants. How the grease traps will be handled or overall maintenance of the site and
building for that matter.
Mr. Ilinklin stated that there will be one owner leasing the spaces to different restaurants.
Commissioner Rockenbaugh asked if the parking calculation is correct as he added up the
parking spaces and it did not appear that they have adequate parking as stated.
Ms. Sen replied that the site plan is not very visible in the projector screen. There are additional
parking spaces however on the north side of the property and few more facing the SH 121
service road.
Mr. Ilinklin agreed that the parking counts are correct.
Commissioner Ilebb asked Mr. Scruggs whether the City's trail system connect to SH 121
service road.
Mr. Scruggs answered that the trail is along Memorial Drive not on SH 121 service road.

Commissioner Hebb moved to approve Item 3.1 Commissioner Rockenbaugh seconded the

There being no further business to come before the Commission, Chairman Hames adjourned the
Regular Session of the Planning and Zoning Commission at 6: 43 p.m.
