MINUTES OF THE REGULAR SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
SEPTEMBER 8" 2016
The Regular Session of The Community Development Corporation of the City of The Colony,
Texas, was called to order at 6:30 p.m. on the 8`h day of September, 2016, at City Hall, 6800 Main
Street, The Colony, Texas, with the following roll call:

And with all board members present a quorum was established and the following items were
addressed:
1.0 ROUTINE ANNOUNCEMENTS,_ RECOGNITIONS
Call to Order
Pledge of Allegiance to the United States Flag
Salute to the Texas Flag
Announcements of upcoming civic events and activities 1 -
Movie in the Park - "Angry Birds"
"Angry Birds " will be shown at Five Star on Friday, Sept. 9h@ 7:45pm. The movie is free and
concessions will be available to purchase.
Bow Wow Luau -
This event is on Sunday, Sept. le at Hawaiian Falls from 1:00 - 5:00, -for the first time this year
there will be designated areas for large and small dogs and people can buy tickets in advance.
Mother - Son Adventure Night -
This is a new event and it has already sold out. Activities include fishing, archery, camping skills,
games and other activities.
Drive in Movie Night - "Captain America - Civil War" -
"Captain America Civil War" will be shown at Stewart Creek Park on Friday, Sept. 3e at
7: 30pm. Entry into the park is free for this event.
:Movie in the Park - "The Jungle Book" -
"The Jungle Book " will be shown at Five Star on Friday, Oct. 7`" at 7:15pm. The movie is free
and concessions will be available for purchase.
Family Fright Night -
This is the annual Halloween campout at Stewart Creek Park; this year it is on Oct. 15'h & 16'h.
Registration begins on Oct. I" at the Rec. Center.
Citizen Input - None.

CO CONSENT AGENDA _
2.1 Consider acceptance of the CDC financial reports for August 2016
2.2 Consider approval of minutes of the August 11th 2016 Regular Session
Motion to approve the consent agenda - Cole; second - Mahle; motion passes with all ayes.
3.0 REGULAR AGENDA ITEMS
3.1 In accordance with the Development Corporation Act, Section 505.159 of the Texas Local
Government Code, The Colony Community Development Corporation, a Type B
Economic Development Corporation, will conduct a Public Bearing at 6:30 p.m. on
Thursday, September 8th 2016, in City Council Chambers at City Hall located at 6800
Main St., The Colony, TX, to receive public input regarding a Performance Agreement
with Jackson-Shaw/The Oasis Limited Partnership.
The public hearing was opened at 6:42p.m. No one attended public hearing. The public hearing
was closed at 6:43p. m.
3.2 Discuss and consider sponsorships and commercial advertising at the dog park -
The board hasn't had any discussions about sponsorships and advertising at the dog park until
this meeting. The manager at the animal shelter told Pam there is someone interested in
sponsoring a banner to be hung at the dog park. — —
Pam explained that she does not recommend a banner type program; banners rip and tear easily
and they don't last very long. She reminded the board about the current program that allows
people to buy benches or trash receptacles and place their name on them. .She also reminded the
board that there will be many signs on display at the park regarding hours and rules and adding
banners would create too much signage.
A suggestion was made to install the same type of sign on the city thorofares that use magnetic
signs purchased by organizations to advertise events, but that too would distract from the specific
signage needed for the dog park.
Another suggestion was made to not have any signs at all except for the rules and hours signs for
the park; this is a park and there doesn't need to be any advertising of any kind.
The consensus of the board was to not have any advertising at the dog park; if someone wants to
sponsor a bench or trash receptacle, their name can be put on those. The board will review this
subject again in January.
3.3 Receive update from staff and discuss the following items -
Dog Park Construction and Grand Opening -
The grand opening scheduled for Sept. 17'`' has to be rescheduled. There are some problems with
the sod, the benches and trash receptacles have not arrived yet, and the gates and latches specified
for the park did not pass ADA inspection even though they have been used and passed inspection
on several other dog parks in the area. If the park is open as scheduled, then it would have to be
closed to fix these things, so it is best to wait until everything is fixed before we open the park.

The board suggested having the grand opening on Saturday, Oct. I" from gam -I lam and they will
be there to assist. Pam will contact the City Manager with some alternate dates and inform the
board of the new date for the grand opening.
Shoreline Trail Erosion Project
This project is out for bid; bids will be open on Sept. 26`". Engineering is handling this.
Stewart Creek Park Entry Feature —
Eve showed the board 2 examples of designs. The sign will be made of stone and the plants put
around the sign will be similar to the plants in the medians on North Colony Blvd.
Stewart Creek Park Fishing Pier —
The board was shown a design by Meeco Sullivan. The pier is 56ft. x 28ft. , has a covered area,
an 8ft. long fishing well in the center, it has arm rests and fishing rod holders, the surface is
recycled composite decking and it can withstand 90mph winds. The pier will be installed in the
area of the old boat ramp and we can create a no wake zone between the pier and the island.
Skate Park RFP —
Eve told the board that interviews were conducted and conceptual designs were requested and are
due to Eve by Sept. 27``'. After a company is selected and we have a draft of the design, kids will
be invited to give input on the design, just as they did with the original skate park design.
CDC Website —
The website is live and the web address is www.thecolonycdc.com.
3.6 Board to request items to be placed on future meeting agendas —
A request was made to have information on the drainage issue at West Shore Park. Pam said
she would share that information with the board when she receives it.
There being no further business to discuss, the meeting was adjourned at 7:27pm.
