HomeMy WebLinkAbout07/14/2016 CDCJuly 14, 2016 MINUTES OF THE REGULAR SESSION OF THE COMMUNITY DEVELOPMENT CORPORATION JULY 14TH 2016 The Regular Session of The Community Development Corporation of the City of The Colony, Texas, was called to order at 6:30 p.m. on the 10 day of July 2016, at City Ball, 6800 Main Street, The Colony, Texas, with the following roll call: Stephen Sohn President Absent Pam Nelson - Staff Kathy Braby Vice President Present Eve Morgan - Staff Donna Cole Secretary Present Kathy Neal - Staff Don Beckel Treasurer Absent Jackie Kopsa - Staff Lisa Leary Member Present Richard Boyer, Council Liaison Dan Mahle Member Present Allen Harris Member Present And with five board members present a quorum was established and the following items were addressed: 1.0 1 ROUTINE. ANNOUNCEMENTS, RECOGNITIONS Call to Order Pledge of Allegiance to the United States Flag Salute to the Texas Flag Announcements of upcoming civic events and activities 1- Summer Cinema Clubhouse - "Kung Fu Panda 3 " will be shown at the Rec Center on Friday, July 15'h. The movie is free and concessions will be available to purchase. Back to School Bash - This event will be at the Rec. Center on Tuesday, August 9'" and is free to residents and $3/child for non-residents. Free school supplies will be given to kids in grades PreK - 8'h grade. Registration for residents starts on July 25 and non-residents on August ]",-space is limited. Dallas Roughnecks - The team is in the playoffs and their first game is Saturday, July 23'd at 7: 00pm at Five Star. They are undefeated, in first place and are favored to win the championship. Citizen Input - None. F2.0 CONSENT AGENDA 2.1 Consider acceptance of the CDC financial reports for June 2016 2.2 Consider approval of minutes of the June 9th 2016 Regular Session and June 20th Joint Special Session with City Council - Motion to approve the consent agenda - Harris; second - Mahle; motion passes with all ayes. July 14, 2016 3.0 1 REGULAR AGENDA ITEMS 3.1 Election of Officers - Motion to table this until the next meeting so all board members can be present - Harris; second - Mahle; motion carries with all ayes. 3.2 Receive update from staff and discuss the following items - CIP List for 2016-2017 - The list was revised after the joint work session with City Council; the tractor and GIS are pending as City Council has requested additional information. The total for the list is now $324,5 00 + $115, 000 for the tractor and GIS after further review from City Council. The funds ($930,000) of the projects removed from the list for replacing the splash zone at the Aquatic Park, erosion repair by the amphitheater and shade structures for the practice fields on North Colony can be reallocated for practice fields if City Hall relocates to the current practice field location on North Colony. The projects listed for Lake Parks - trail extension, Jon Boat with motor and trailer and dumpster and portalet enclosures, will come from the Stewart Creek Park fund. Skate Park - The committee and staff are reviewing proposals, will schedule interviews in August and submit a recommendation to the CDC Board and City Council in September. The pump track demonstration was very successful and the representative told us The Colony users were the first group they've seen that knew how to use the track; some police officers came over and shot a video at the track. Dog Park - Construction is in progress. There is a new fence between the park and the Fleet building grading has been done, a lot of the brush has been cleaned out and removed, and a bio -swell is being installed to catch water run-off. Completion is expected in mid-September. A date for the grand opening has not been decided, but we are considering doing it the same weekend in September as the Bow Wow Luau. Park Loop Trail Connections - Engineering is working with llalff Associates to evaluate the erosion issue along the corridor from North Colony to Squires; this will impact the scope of the project. There have been discussions about doing this project in phases. The first phase would be the connection from Squires to BB Owen Elementary School and then from BB Owen to North Colony and then go on the street to Vaden and connect to Taylor and then from BB Owen to the baseball field parking lot. This project would be done in conjunction with the South Colony hike & bike trail as one project. Eve displayed a map of South Colony & Blair Oaks to show how the park loop trail would connect to the existing ramps on the corners and the cut -through to Paige Rd. Stewart Creek Park Entry Feature - We received a proposal from Dunkin Sims & Stoffels and should have a conceptual plan to - - - review in the next 2 weeks; this will be for the first median going into the park. 2 July 14, 2016 Trail and Bike Route Master Plan — Pam and Eve will have a draft of the plan on July 29`4 and the Board will receive the draft at the August II"i meeting. Practice Field Committee — The committee has met 3-4 times and toured the city and has identified some options. They are preparing drawings and will meet with each association to get their feed -back. They plan to present their plan to the CDC Board at the August 11'" meeting, to City Council at their second meeting in August, and meet with all the associations on August 1'. Cemetery Master Plan — Eve received the report today and will follow-up with the restoration specialist at the cemetery. Westshore Park Drainage — Engineering is working with the property owner to resolve conflicts. CDC Website — Kathy Neal told the board that all the pages on the redesigned website are finished and asked the board to review the website and send her suggestions or corrections that need to be made. 3.3 Board to request items to be placed on future meeting agendas — There were no requests. Jackie told the Board that the Get Out and Play Wednesday event, part of the Playful City USA Initiative, has been very successful. There have been 30-40 kids participating; they play a wide variety of games at a selected park and snacks are provided. The next one is on July 27"h at Slay/Baker Park and on this day the new swing set will be debuted. There being no further business to discuss, the meeting was adjourned at 7:13pm.
