MINUTES OF JOINT SPECIAL SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
JUNE 20TH 2016
The Joint Special Session of The Community Development Corporation of the City of
The Colony, Texas, was called to order at 6:40 p.m. on the 20t` day of June 2016, at City
I all, 6800 Main Street, The Colony, Texas, with the following roll call:

And with all CDC board members present and five City Council members present, a
quorum was established and the following items were addressed:
1. Call to Order -
Community Development Corporation - President .Sohn called the meeting to
order at 6:40 p.m.
City Council -- Mayor McCourry called the meeting to order at 6:40 p.m.
2. City Council and the Community Development Corporation Board of
Directors to jointly conduct a work session to discuss upcoming/current
projects as follows and provide direction to staff. Subject matter will include
project planning and development, budgets/funding, locations, scope of
projects, and timelines (Council)
a. Council's overall vision and expectations for use of CDC Funds -
This will be discussed at the conclusion of the meeting.
b. Proposed City Hall and potential relocation of Practice Fields -
The Mayor explained that the practice fields on North Colony is the site for a
new city hall building. Pam explained that a budget and plan need to be
determined as soon as possible for next year as the grass will need a full season
to grow to make the fields usable. The Council does not think a new city hall
building would be built for approximately 18 months, but they want the new
fields ready before city hall moves. Council instructed the Board to proceed with
finding a new location for the practice fields.

c. CDC's proposed CIP list for Fiscal Year 2016-17 -
The proposed CDC capital improvement projects were reviewed and Council - —
provided direction as follows
Pump replacement on Outdoor Lagoon with VFD to improve efficiency - O.K.
Starter's Platforms - OX
Water Canon Aeration System - OX
Replace Splash Zone - NO
Pam explained that this was built in 2003-2004. The heavy pounding of the
water is wearing down the surface. The last time the fall zone was replaced it
cost $40, 000. Water pressure has been reduced to help preserve the surface.
Utility Vehicle - Replace 2003 Mule - O.K.
Laser Grader attachment - D.K.
Add covered storage to Five Star maintenance yard - O.K
Replace 1993 Front End Loader - MAYBE
Pam explained that this is lighter in weight than the one Public Works uses. It is
better for trails, small and narrow areas, parks, fields, moving playground
materials, and the auger attachment can be used for digging holes for post and
cable. There has not been any research on the cost of used equipment.
Councilman Boyer added that the Council expects the board to pay for O & M
costs; this could be a good investment in the long run. The Mayor asked for
maintenance logs on the current equipment before Council considers this
purchase. - - --- - -

Friendship Park Pavilion Replacement - OX
GIS - Park asset inventory - MAYBE
Pam explained this would be a separate module for park inventory that could
help keep track of park assets and could provide information to residents. The
Mayor said this will need to be coordinated through IT and made compatible for
all and reviewed by the Technology Board.
Bill Allen Park Erosion - NO, project on hold
Shoreline Trail Erosion - YES
Replace shade structures at North Colony Practice Fields - NO, project on
hold
d. Stewart Creek Park Master Plan -
The proposed list was reviewed. Council instructed the Board to review the list
again and email their top three projects in priority order to Brant Shallenburger.
The Mayor expressed Council's desire to speed up the projects in the Master
Plan.

e. Erosion Projects in Parks and Trail Corridors (Bill Allen Park,
Taylor Street, Shoreline Trail) -
Council instructed the Board as follows -
Bill Allen Park - hold on project
Taylor Street -further evaluation is needed
Shoreline Trail - move forward with erosion repair
f. Future Trail Connections (Oncor Easement, Cascades to Grandscape,
etc.) -
Council advised the Board to continue to work with the North Texas Central
Council of Governments on these projects, but it is not a priority at this time.
a. Council's overall vision and expectations for use of CDC funds -
Council advised CDC that due to more restrictions on EDC funds, the CDC
Board will be called upon more often from Council to assist with funding types of
projects they haven't funded in the past and the Board may also become more
involved with new business proposals. Some CDC projects may have to be placed
on hold when a higher priority comes along, but suggests the Board continue to
move forward in the direction of proposed plans.
3. Executive Session
a. City Council/CDC shall convene into a closed executive session
pursuant to Section 551.071 of the Texas Government Code to seek
legal advice from the city attorney regarding pending or contemplated
litigation concerning damage to the Park Loop Trail matter.
City Council and CDC Board convened to Executive Session at 9:20p. m.
City Council and CDC Board reconvened to Special Session at 9:43 p.m.
b. Any action as a result of executive session regarding pending or
contemplated litigation concerning damage to the Park Loop Trail
matter.
No action.
4. Adjourn

There being no further business to discuss, the Community Development
Corporation and City Council meeting adjourned at 9:43p.m.
