MINUTES OF THE REGULAR SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
NOVEMBER 12TH 2015
The Regular Session of The Community Development Corporation of the City of The Colony,
Texas, was called to order at 6:32 p.m. on the 12e day of November 2015, at City Hall, 6800
Main Street, The Colony, Texas, with the following roll call:

addressed:
1.0 1 ROUTINE ANNOUNCEMENTS, RECOGNITIONS

Announcements of upcoming civic events and activities �—
Historical Bridge Marker Dedication -
The new sign is in and the dedication ceremony is tomorrow at 10: 00am. The 3d grade class from
Camey Elementary School will be in attendance as will local dignitaries.
Holiday in the Park -
This event is Saturday, Dec. 5`h. The parade starts at 5: 45pm at Peters Colony Elementary School
and ends at Five Star. This year for the first time there will bean ice skating rink in the park.
The Colony Christmas Spectacular -
This is the annual Christmas light show at the Central Fire Station that is set to music; it runs
every day from Dec. 5`h — Jan. 3r4

2.0 1 CONSENT AGENDA
2.1 Consider acceptance of the CDC financial reports for October 2015
2.2 Consider approval of minutes of the October 8`h 2015 Regular Session
Motion to approve — Harris; second — Mahle; motion passes with all ayes.

3.0 1 REGULAR AGENDA ITEMS
3.1 The Board of Directors of The Colony Community Development Corporation will hold a
Public Hearing to receive public input regarding funding for: Skate Park expansion at
5151 N. Cold ay Blvd.; additional costs related to construction of a Dog Park at 1 Harris
Plaza; restoration of damage to the Shoreline Trail and various parks due to 2015 spring
flooding; Ridgepointe Park tot playground replacement; indoor pool filter and pump
replacement, and Splash Zone improvements at the Aquatic Park; purchase of bleachers
and goals for the Five Star Complex; various improvements at Bill Allen Park including
trails and replacement/repair of park amenities; design and construction of trails
connecting Squires Dr. to N. Colony; purchase of a new Christmas Tree for display at
Perryman Park; engineering services for erosion at Bill Allen Park; truck replacement for
irrigation specialist; future Veterans Memorial; and landscaping for the Dog Park, John
Yates Dr. greenbelt, Taylor St. greenbelt, and the Park Loop Trail from N. Colony to
Slay/Baker Park —
Pam briefly reviewed the projects for the public hearing —
• Skate Park - It is 15 years old - it needs to be replaced and expanded
• Dog Park- The consultant has been given new dimensions which could require additional
funding. The restroom building remains, but upgrades are needed to make it usable.
• Trail/Flood - Repair and replace amenities on the Shoreline Trail, Tribute Trail and
parks as a result of the 2015 spring flood. Repairs are also needed on the boat ramp and
courtesy dock. Work continues with FEMA and the insurance company. The Old
American Golf Club has made $25, 000 in repairs to the trail.
• Ridgepointe Park - The older section of the playground needs to be replaced as it is
starting to rust and crack, and we want to add a swing set.
• Aquatic Park Filter and Pump - Need to be replaced due to sediment in the filter
• Aquatic Park Splash Zone - Researching the cost to replace the splash zone with a splash
pad in the next 2- 3 years; the current infrastructure would remain but ground level
sprayers would be added.
• Bill Allen Memorial Park- There is damage to the light pole by the bridge as a result of
the flood, the amenities and park pavilion are old, trash receptacles need to be replaced,
there is cracking along the trail, the wood on the dock is old and needs to be replaced
• Trails connecting Squires to North Colony - This is included in the Trail Master Plan.
This is comprised of two sections of trails. The first section begins at the West section of
Squires St. and travels along the drainage channel and connects to Vaden St. and then to
the trail along Taylor St. The second section begins at the intersection of Squires St. and
Taylor St. across from BB Owen School and travels south, bridging over the drainage
channel and along the gas easement to the west side of the fire station, making the
connection to Park Loop Trail on the south side off. Colony Blvd. Pam added that the
Mayor has mentioned the possibility of using funds from the Veterans Memorial toward
continuing to expand the trail as much as possible, though it has not been discussed with
City Council yet.
• Christmas Tree - The current tree is old, falling apart and it needs to be replaced.
• Engineering @ Bill Allen Memorial Park - The spring flood had an impact on the erosion
issue at the park. The previous study will be reviewed prior to having anew study done.
• Image Enhancements - There is money available in this fund for landscaping.
• Five Star - Bleachers and goals need to be replaced and a new truck is needed for the
irrigation specialist.
Steve opened the public hearing at 6: 56 p.m.; no residents were present; the public hearing was
closed at 6: 57pm.

3.2 Discussion of the Bike/Trail Committee and provide direction for future priorities —
Steve reminded the board that the Trail Master Plan was completed in 2004, but since then there
have been new trail alignments and changes from the original Master Plan. He would like the
committee work with the Police Dept, to enhance education about bike safety and get more
signage throughout the city with bike/trail routes that are easy to follow
Pam said the thoroughfare plan is being updated to incorporate trails.
3.3 Discussion of participating in the Earth Day event at Fair Park in April, 2016 —
This is a 3 -day event to promote trail and outdoor activities. The board does not have money in
their budget to spend for promotional products to give away and the board members aren't able to
commit volunteering at the event for 3 days; the consensus is to not participate at this event.
Member Cole explained that this is a huge event and suggested the board members go to the
event and then re-evaluate participation for next year's event. This year the event is April 22nd
thru April 24`4, more information is available at earthdaytx.org.
3.4 Discussion of the December meeting —
The board is going to have their Christmas dinner at Amores on Dec. le at 7:15pm after their
regular meeting is over.
3.5 Receive update from staff and discuss the following items —
Stewart Creek Park Trees —
There are several red oak trees that died as a result of the spring food that have to be removed.
Eve showed a map outlining the potential locations to plant more trees. Concern was expressed
that planting trees in the overflow area by the boat ramp will make it inaccessible for boat trailer
parking; Pam explained that the purpose of planting trees in this area is for aesthetics and when
trees are planted here they could be planted around the perimeter so there would still be sufficient
room for boat trailer parking. Board members also requested that some of the trees planned for
the boat ramp area be planted in other areas of the park and that the trail by the park host trailer
be extended to the restroom building.
Dog Park —
Eve displayed the new alignment that shows the location of the administration building and other
cityfacilities.
Bridges Cemetery Survey —
Eve told the board there is a meeting scheduled with the archeologist and members of the history
committee to discuss what will be included in the final map. She displayed a current map that
shows locations of headstones, footstones, iris planting beds, grave plots, tree, garden and a utility
box. The final map will be presented at the next meeting.
Lions Club Park —
The pond project is done and the pond has been restocked with sunfish, cafsh, blue gills and
large mouth bass; a suggestion was made to get a "catch & release" sign. Trees will be trimmed
during the winter months.
Arbor Day event —
The fifth grade class from Peters Colony Elementary School came to the Rec. Center today to
participate in the event. They participated in multiple tree related activities and planted trees by
the parking lot and the playground.

3.6 Board to request items to be placed on future meeting agendas —
Fishing Pier @ Stewart Creek Park - Pam said this project got pushed back because of the flood
but it can be discussed again in the spring.
Volunteer Day - Pam said a volunteer day was done at the trail being constructed in the Tribute.
Residents and some kids from the high school National Honor Society filled up about 80 bags of
trash collected on the trail. The Make a Difference Day was rescheduled but got rained out and
was not rescheduled after that.
Member Cole asked what the city's policy is regarding clean-up of the outfall from storm drains in
areas that are overgrown and if volunteers could help with clean-up.
New trail section at the Tribute - Pam said it is under construction and should be done by the
spring.
Pam told the board that Jackie Kopsa was promoted to Park Manager and congratulated Richard
on being re-elected to City Council.
