MINUTES OF THE REGULAR SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
OCTOBER 8TH 2015
The Regular Session of The Community Development Corporation of the City of The Colony,
Texas, was called to order at 7:00 p.m. on the 8th day of October 2015, at City Hall, 6800 Main
Street, The Colony, Texas, with the following roll call:

And with all board members present a quorum was established and the following items were
addressed:
1.0 ROUTINE ANNOUNCEMENTS,RECOGNITIONS
Call to Order
Pledge of Allegiance to the United States Flag
Salute to the Texas Flag
Announcements of upcoming civic events and activities '—
Family Fright Night—
This event is at Stewart Creek Park on Oct. 17th& 18th and is already sold out.
American Heroes—
This event is at Five Star on Saturday, Nov. 7th. This year everything is being relocated to the
south side of Five Star and the carnival will be in the south parking lot as well. The Gin Blossoms
are the headline band this year.
Make a Difference Day—
This event is part of Keep the Colony Beautiful and is being hosted by the Community Image Dept.
on Saturday, Oct. 24`". There will be activities at Bill Allen Memorial Park, the Shoreline Trail
and the Tribute Trail.
Historical Bridge Marker Dedication—
The dedication to recognize the bridge as a historic landmark in Denton County will take place on
Friday, Nov. 13th at 10:00am.
Arbor Day—
The fifth grade class at Peters Colony Elementary school will participate in this event with the
Parks&Recreation Dept.; it will be held on Nov. 12th at 1:00 at the school.
Citizen Input—None.

2.0 CONSENT AGENDA
2.1 Consider acceptance of the CDC financial reports for September 2015
2.2 Consider approval of minutes of the September 10th 2015 Regular Session
Motion to approve—Cole;second—Mahle; motion passes with all ayes.
3.0 REGULAR AGENDA ITEMS
3.1 Discussion and schedule a public hearing for Capital Improvement Projects to be funded
in the 2015-2016 budget year-
The old capital improvement project list was included in the budget by mistake, so the list in this
packet will be given to City Council to review and be on their Oct. 20th agenda. The public
hearing will take place at the November 12th CDC meeting.
There was discussion about reallocating money in the Veteran's Memorial project to the Squires
trail project. The board is in favor of doing this;funds still remaining in the Veteran's Memorial
project after the Squires trail project is completed can remain in that project or be reallocated to
another project.
3.2 Discuss and provide update on trail connections in Austin Ranch-
Eve and Pam explained that they don't think the CDC Board should participate in making these
trail connections in Austin Ranch; this would be a big expense, there are many grading issues that
could affect ADA requirements, and the connections would be in a floodway which means high
water flows and washout. The consensus of the board is to work on a connection on the north side
of Windhaven to connect to the existing Grandscape trail and not to participate in the trail
connections in Austin Ranch.
3.3 Discuss and consider approval of changing the start time for the monthly CDC Board
meeting—
There was discussion to change the meeting time from 7:00 to 6:30; Allen and Donna indicated
that it may be difficult for them to get to the meeting on time.
Motion to change the start time for the monthly CDC Board meeting to 6:30pm—Mahle; second—
Braby; motion passes with all ayes.
3.4 Receive update from staff and discuss the following items—
Stewart Creek Park—
The new playground is open and there was a good turnout for the grand opening event. The
basketball goal is not here yet and the new grass is doing well.
Park Loop Trail—
The growing season is over, but the Bermuda grass should come back in the spring. There are
significant cracks in the trail that have to be fixed and Eve is working with the contractor and
consultant to get that done. There is a 2-year maintenance bond with the contractor, so that will
help in getting the cracks fixed.

Dog Park—
The zoning for the location was approved at the October 6th City Council meeting; there was a
complaint from a resident about the smell, sound and lighting and another resident expressed their
support of the dog park because it will eliminate a lot of traffic in the alley. The size of the dog
park may be reduced and it will extend into the tree line.
3.5 Board to request items to be placed on future meeting agendas—
• Discussion of the Christmas pot luck dinner
