MINUTES OF THE REGULAR SESSION OF THE
- COMMUNITY DEVELOPMENT CORPORATION
SEPTEMBER 10TH 2015
The Regular Session of The Community Development Corporation of the City of The Colony,
Texas, was called to order at 7:00 p.m. on the 101h day of September 2015, at City Hall, 6800
Main Street, The Colony, Texas, with the following roll call:

And with all board members present a quorum was established and the following items were
addressed:
1.0 ROUTINE ANNOUNCEMENTS,RECOGNITIONS
Call to Order
Pledge of Allegiance to the United States Flag
Salute to the Texas Flag
Announcements of upcoming civic events and activities 1—
Bow Wow Luau -
This event is on Saturday, Sept. 20th from 1:00—5:00 at Hawaiian Falls. This year from 1:00—
2:00, only small dogs weighing 35lbs or less will be in the water. The resident fee is$15 and non-
resident fee is$20 and there is a limit of 2 dogs per person.
Drive-In Movie—
"The Maze Runner"and "Guardians of the Galaxy"will be shown at Stewart Creek Park on
Friday, Sept. 25th at 7:30; the event is free and there will be concessions.
Movie in the Park-
"Home"will be shown at Five Star on Friday, October 2"d at 7:15; the event is free and
concessions will be available.
Citizen Input—
Ted Ringener, 5236 Nash, The Colony—Ted wants to know when more amenities identified in the
2010 Stewart Creek Park Master Plan, such as a new gate and fishing pier, are going to happen.
He thinks there could be a lot more done in the park. He visits the park often and thinks
he as well as other residents would visit it more if there were more there.
2.0 CONSENT AGENDA
2.1 Consider acceptance of the CDC financial reports for August 2015
2.2 Consider approval of minutes of the August 13th 2015 Regular Session
Motion to approve—Leary;second—Beckel;motion passes with all ayes.

3.0 REGULAR AGENDA ITEMS
3.1 Discussion of the grand opening for the new playground at Stewart Creek Park—
The construction is very close to being finished; the contractor hopes to be finished by the end of
this week. Some of the fencing around the playground will remain to help keep people off the new
grass that will be planted. The Parks&Rec. stage will fit on the basketball court.
The board decided to do a grand opening event on Saturday, October 3rd at 11:30. This will be
advertised on social media, an email blast will be done, and invitations will be sent to residents
who contributed to the design of the new playground Admission into the park will be free during
the specified time for this event. The board will either cook hotdogs or get a food truck to provide
food
3.2 Discussion of the 2105-2016 budget and capital improvement projects—
Pam reviewed the changes made since the last time the budget and capital improvement projects
were presented to the board—
• Increase in the amount for the Squires/Taylor trail-$200,000
• Addition of funding for the city Christmas Tree-$30,000
• Funding to begin the process to fix the erosion problem at Bill Allen Memorial
Park-$75,000
• Truck replacement for the Parks Irrigation Specialist-$40,000
The $100,000 that was budgeted for potential flood repairs may not be needed because damage
claims will be filed with FEMA and insurance, so that money could be used for other things.
This is on the Tuesday City Council agenda for approval.
3.3 Receive update from staff and discuss the following items—
Lions Club Park—
The fountain was installed but there are problems with the breaker, so the breaker will be
replaced The pond will be restocked with fish in the fall. The new drains and playground surface
have been installed The Public Works Dept. saved us a lot of money by installing the big storm
drains;staff and the board expressed their appreciation for Public Work's assistance.
Kids Colony Pavilion—
We received a preliminary cost estimate for the paving and site work, but because the concrete
cost is so high, we are going to try to combine this project with another project.
Bridges Cemetery Survey—
There were problems getting the contract signed with Versar, but it has been signed and the
survey is scheduled for Sept. 15th& 18`h.
Ridgepointe Park—
The entire Park Maintenance crew removed all the damaged fibar on the playground, but the truck
scheduled to deliver the new fibar today, broke down, so the new material won't arrive until_
Monday, 14`h.

Dog Park—
The zoning for the dog park was approved by the Planning and Zoning Board and will go to City
Council for zoning approval on Oct. 5th
Pam told the board that the Facilities Committee recently met to discuss future needs for city
facilities and to discuss how the dog park will affect the current and future expansion of the Public
Works facility. A revised plan for the dog park and Public Works facility was presented and it
shows a reduction in the size of the dog park and it doesn't show the dog park expanding into the
wooded area. Dan, who is on the committee told the board that the Mayor has gotten phone calls
from residents opposing the dog park; Pam has gotten phone calls asking questions about the dog
park, but none in opposition to it. Councilman Boyer said the committee is meeting next week to
review the new plan.
Park Loop Trail—
The contractor has been spraying for weeds and watering daily to get the turf established.
Shoreline Trail—
Eric,from the Park Maintenance crew, has been digging out silt and repairing areas on the trail;
it has been hard to find the trail, but it is getting easier now. The dam at Scout Park washed out.
We are experimenting with using flex-base and topping off with decomposed granite, and it seems
to be working well. There are some boards on the bridges that need to be replaced and the
bridges need to be cleaned; the contractor is looking for a chemical that will reduce pitting as that
could become a bigger problem in a couple of years. We hope to have the trail re-opened in time
for a run that is scheduled for Sept. 25th. There may be another volunteer clean-up day before the
half marathon in October.
There was no access to the Tribute Trail for a long time after the flood occurred and many trash
can lids and receptacle's floated away.
CDC Website—
A draft of the home page for the redesign of the CDC website was shown to the board. There was
discussion about redesigning the CDC logo. The board requested the titles on the pictures in the
center of the page be moved from the top of the picture to the bottom and asked if there could be
scrolling pictures at the top of the site.
3.4 Board to request items to be placed on future meeting agendas—
• Changing the time of the monthly board meeting
• Tree Board meeting to include discussion of the approved tree list
There being no further bus's ess to discuss, the meeting was adjourn: at 8:24pm.
