HomeMy WebLinkAbout09/08/2015 P&Z MINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION SEPTEMBER 8,2015 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, September 8, 2015 at 6:30 PM in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Karen Hames, Chairman, Detrick DeBurr, Vice Chairman, Shawn Rockenbaugh, Cesar Molina Jr., Janece Pool, and Shannon Hebb. Board Members Absent: Brian Buffington City Council Liaison: David Terry, City Council Place 4 Staff Present: Mike Joyce, AICP, Planning Director, Gordon Scruggs, Director of Engineering and Development Services, and Surupa Sen,AICP, Senior Planner. 1.0 CALL REGULAR SESSION TO ORDER Chairman Hames called the meeting to order at 6:30 p.m. 1.1 CITIZEN INPUT No citizens came forward during Citizen Input. 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the August 25,2015 Regular Session. 2.2 FP15-0005, Westbury at Tribute,Phase 1B Final Plat Consider approval of a Final Plat of Lots 23-30, Block R, Lot 1X, Block S, Lots 1-12, & 24, Block T, Lots 1-5 & 16-19, Block U, Lots 22-32, Block V for a total of forty-one (41)residential lots and one (1) common lot being a 10.813 acres tract of land out of the B.B.B. and C.R.R. Survey, Abstract No. 182, an addition to the City of The Colony, Denton County, Texas northwest of the Tribute K-8 Academy Addition and Westbury at Tribute, Phase 1A, in Planned Development 23 (PD-23) zoning district. 2.3 FP15-0010, Westbury at Tribute,Phase 1C Final Plat Consider approval of a Final Plat of Lots 15-21, Block V, Lots 1-10, & 22-30, Block W, Lots 1-12, & 33-39, Block Y, Lots 1-10 & 40X, Block Z, for a total of fifty five (55) residential lots and one (1) common area lot being a 12.790 acres tract of land out of the B.B.B. and C.R.R. Survey, Abstract No. 182, an addition to the City of The Colony, Denton County, Texas located at northeast corner of Prescott and Lebanon Road in Planned Development 23 (PD-23) zoning district. 2.4 FP15-0002, Brazos Electric Power Cooperative—Electrical Substation Final Plat Consider denial of a Final Plat for Lot 1, Block A, Brazos Josey Substation, being 10.455 acres out of the David Andrews Survey, Abstract No. 18, an addition to the City of The Colony, Denton County, Texas, for an electrical substation facility known as the Josey Substation located at the northwest corner of Plano Parkway and Windhaven Parkway, approximately 100-feet North of Windhaven Parkway in Planned Development 10 (PD-10) zoning district. 1 City of The Colony September 8, 2015 Planning and Zoning Commission Meeting Minutes Page 2 of 2 Chairman Hames read the Consent Agenda item into the record. Commissioner Molina came in at 6:32 p.m. Commissioner DeBurr moved to approve Item 2.1, 2.2, 2.3, and 2.4, Commissioner Hebb seconded the motion. Motion carried (6-0).
