MINUTES OF THE REGULAR SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
AUGUST 13TH 2015
The Special Session of The Community Development Corporation of the City of The Colony,
Texas,was called to order at 7:00 p.m. on the 13th day of August 2015, at City Hall, 6800 Main
Street, The Colony, Texas, with the following roll call:

And with all board members present a quorum was established and the following items were
addressed:
1.0 ROUTINE ANNOUNCEMENTS,RECOGNITIONS

Summer Cinema Clubhouse
"Penguins of Madagascar"will be shown in the Recreation Center tomorrow at 1:00; admission
is free and concessions will be available to purchase.
Movie in the Park-
"Cinderella"will be shown at Five Star on Friday, Sept. 4r"at 8:00pm; admission is free and
concessions will be available to purchase.
Citizen Input—None.
2.0 CONSENT AGENDA
2.1 Consider acceptance of the CDC financial reports for July 2015
2.2 Consider approval of minutes of the July 9th 2015 Regular Session
Motion to approve—Mahle;second—Cole; motion passes with all ayes.
3.0 REGULAR AGENDA ITEMS
3.1 Public Hearing to receive public input regarding funding for emergency repairs to the
outdoor lagoon at the Aquatic Park, replacement of park amenities and repairs at various
parks and the shoreline trail resulting from the recent flood in May 2015, professional
service fees for the redesign of the CDC website.

Pam reminded everyone about the projects—
Outdoor lagoon repairs at the Aquatic Park—The fiberglass coating has started to come off the
surface and the concern is that very small pieces of fiberglass will come off and get into people's
eyes.
Flood recovery—The trails and Stewart Creek Park have been closed since May. Repairs have
started and claims will be filed with insurance and also with FEMA. The electric outlets were
destroyed,post&cable will have to be replaced, the condition of the bridge on the shoreline trail
is not known yet and will have to be inspected, there are still tables under water, repairs continue
at Lions Club, and fall zone will have to be replaced at Lions Club and Bill Allen.
We have a proposal from the vendor that did the CVB website.
The public hearing was opened at 7:llp.m; there were no comments; the public hearing was
closed at 7:12p.m.
3.2 Action to be taken as a result of the public hearing—
No action was taken.
3.3 Discuss Lions Club Park re-opening-
Pam received a request from The Colony Chamber Commerce asking if they could use the park for
a fundraising event and also asked if the CDC Board wants to do the reopening of the park in
conjunction with their event on Oct. 3rd the board could do a ceremony and ribbon cutting. The
Chamber has not confirmed this date and location yet. Don told the board that the history
committee has information about the history of the park that they could provide for the event.
The electric for the fountain control box has been installed and the fountain should be installed
next week Eve is getting estimates for the drains that need to be installed in the playground.
Public Works has finished installing the big drain pipe from the pond outfall to the storm drain
and the irrigation that was damaged has been reinstalled. The pond will be restocked in the fall
when the temperature is cooler. Eve had a walk-through with the engineer and the contractor and
the contractor met their proposal on the change order of 13ft.
3.4 Receive update and discuss Stewart Creek Park flood recovery status and park improvements-
Pictures of the clean-up event at the park in late July were shown to the board; approximately 80
people participated and there was some television news coverage of the event. The volunteers
expressed their interest to do another clean-up on the Tribute Trail.
There is some work to be done at the sundial, but it was covered and didn't sustain much damage.
There are still issues at the courtesy dock; it is tilted and remains under water and some of the
panels on the walkway are missing. This does qual0 for FEMA and insurance. The boat ramp
remains closed because of the condition of the courtesy dock but also because the asphalt is
coming off the edges of the pavement. The road leading to the boat ramp and courtesy dock
remains barricaded
There were 14 big red oak trees that died but the live oaks and bald cypress trees are o.k. There
was damage to grills,fire rings,post& cable, the new trash cans were moved before the flood so
they did not get damaged, there is dirt work needed by some of the concrete pads, and there is a
lot of white gunk that is on the roofs of the picnic shelters that has to be cleaned off community
services workers are helping with the park clean-up.

Work on the new playground started last week; the earth work was done in one day and concrete
will be poured next week. The area for the sidewalk and basketball court needs to be graded and
compacted The playground is scheduled to be installed the week of the 24`" and the project
should be completed by the middle of September. A grand opening event for late September,
possibly September 26`", will be discussed in further detail at the September monthly meeting.
3.5 Discuss addition to and reprioritization of park improvement projects and CIP (Capital
Improvement Projects) list for FY 15-16 and FY 16-17—
City Council has reviewed the lists and the main changes are to move the West Shore Park project
to next year and to focus on making improvements in other parks to meet current demands from
residents.
City Council also has concerns about the location of the dog park in relation to the expansion of
the public services facility. Engineering has reviewed the plan and said that the dog park could go
behind the public services building in the future, but the footprint will have to be reduced This is
still the permanent location, but Council has directed us not to expand into the trees now. Eve
showed a preliminary sketch with the public services facility and the dog park, but Council has not
seen this yet. Pam told the board that we will not proceed any further until Council makes a
decision about the public services expansion.
Projects that remain on the list—skatepark, money for the trail and flood recovery, replacement of
the tot play structure at Ridgeopinte Park, the indoor filter,pump and safety surface for the splash
zone at the Aquatic Park, bleachers and goals for Five Star, the $350,000 for the Veterans
Memorial.
The condition of Bill Allen Memorial Park was also discussed—
• Concrete pads with picnic tables on them have washed out
• Light pole bases have been washed out and the glass lenses are shot out on all the trail
lights. Need to consider replacing them with bollard lights as they are easier to maintain
and can be removed easily if needed
• Amphitheater—stones chipped away
• Washout around the trail edges and some sections of the trail need to be replaced
• Replace the 5-gallon drum trash receptacles with the same style of trash can being used in
the other parks
• Rusted grills and faded signs
• Relocate some of the picnic tables and benches away from the creek flow
• Pavilion needs to be painted and new wood trim
• Fishing dock—the pier has shifted, decking needs to be replaced, the railing needs to be
painted,planks on the dock need to be replaced and foundation work needed
• Erosion issues —Pam will get an opinion of probable cost on what it will take to fix the
erosion problem so it can be planned for in the next budget cycle.
Squires Sidewalk — This is for the addition of a sidewalk along the Squires Dr; a sidewalk is
missing on both sides of the road. If this is done along the creek corridor it would be made trail
wide and concrete would be used. This could be used as a connection of the gas line trail and
electric easement trail. The budget amount of$57,500 is based on a 4ft. wide sidewalk along the
right of way, but it would have to be adjusted depending on what the board decides to do.
Councihnan Boyer told the board this item is on the Council agenda for their next meeting as they
have been having discussions about this.
Stewart Creek Park Entry Feature — Council wants the improvements to continue in the park but
to also focus on an entry feature; possibly installing a vertical sign and additional shrubs and
nctive grasses in the median.

Councilman Boyer asked the board if they would consider funding replacement of the city's
Christmas tree; it is a safety hazard and should be replaced He said this has not been discussed
with the entire Council yet and that another council member asked him to discuss this with the
board Member Braby confirmed that the tree is in very bad condition and is a safety hazard. She —
asked if funding for the entry feature at Stewart Creek Park could come from the Lake Parks fund
and allow CDC funds to pay for a new Christmas tree.
The consensus of the board is to use lake park funds for the entry feature at Stewart Creek Park,
use CDC funds for the city's Christmas tree, and also to build a sidewalk along Squires and
incorporate it into the trail system.
3.6 Discuss and provide direction to staff regarding proposed reimbursement for proposed widening of
the trails in the Austin Ranch development—
When the Boathouse development plans came in, they did not allow for the trailhead on the west
side of Plano Parkway that is in the Trail Master Plan. We have asked for designated parking
spaces on the southwest corner for the trailhead. There is $18,000 remaining in the park
dedication fees from Austin Ranch that could be applied to this project; this is on the next City
Council agenda.
The consensus of the board is to use the $18,000 for a loft. trail with decomposed granite,
stipulate 4-5 parking spaces to be marked as trailhead parking, and to commit to creating a
permanent trailhead as they develop south on the west side of Plano Parkway.
This will give the residents who live in the main section of Austin Ranch a way to get to the Indian
Creek area.
3.7 Receive update from staff and discuss the following items—
Park Loop Trail—
The contractor is working on getting turf established and getting rid of the weeds.
Kids Colony Pavilion—
Eve has plans for the pavilion and will be meeting with the pavilion sales representative to discuss
a plan for getting this completed
Bridges Cemetery Survey—
City Council approved this at the July 21S'meeting; when we receive the signed contract from the
consultant, we will schedule a time for the survey. There is a meeting with the Cemetery
Committee on Monday to work on the application for the historic cemetery designation.
Bicycle Trail Committee—
Steve told the board he will schedule a meeting in October; no meetings have occurred yet.
3.8 Board to request items to be placed on future meeting agendas—None.
