HomeMy WebLinkAbout05/12/2015 P&Z MINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION MAY 12,2015 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, May 12, 2014 at 6:30 PM in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Karen Hames, Chairman, Cody Hall, Vice Chairman, Cesar Molina, Jr., Detrick DeBurr(arrived @ 6:40pm), Janece Pool, and Shannon Hebb. Board Members Absent: Brian Buffington City Council Liaison: David Terre, City Council Place 4 Staff Present: Mike Joyce, AICP, Planning Director, Gordon Scruggs, P.E., Engineering and Development Services Director; Surupa Sen, Senior Planner, David Ritter, City Attorney; and Brian Mcnuelty, Technical Assistant 1.0 CALL REGULAR SESSION TO ORDER Chairman Hames called the meeting to order at 6:30 PM. 1.1 CITIZEN INPUT No citizens came forward during Citizen Input. 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the April 14, 2015 Regular Session. Chairman Hames read the Consent Agenda items into the record. Commissioner Hebb moved to approve Item 2.1 Commissioner Pool seconded the motion. Motion carried (5-0). 3.0 PUBLIC HEARING ITEMS 3.1 SUP14-0011 Brazos Electric Power Cooperative —Electrical Substation Specific Use Permit Conduct a public hearing, discuss and consider making a recommendation to City Council on a request for a Specific Use Permit (SUP) to allow an electrical substation facility known as the Josey Electrical Substation on 10.445-acres of land located near the northwest corner of Plano Parkway and Windhaven Parkway, approximately 100 feet North of Windhaven Parkway in Planned Development 22 (PD-22 —Austin Ranch) zoning district. 3.2 SUP15-0003 Brazos Electric Power Cooperative — Monopole Antenna Specific Use Permit Conduct a public hearing, discuss and consider making a recommendation to City Council on a request for Specific Use Permit (SUP) to allow a monopole antenna to be located at the Josey Electrical Substation facility on 10.445-acres of land located near the northwest corner of Plano Parkway and Windhaven Parkway, approximately 100 1 City of The Colony May 12, 2015 Planning and Zoning Commission Meeting Minutes Page 2 of 4 feet North of Windhaven Parkway in Planned Development 22 (PD-22 —Austin Ranch) zoning district. Chairman Hames stated that staff has pulled public hearing items 3.1 and 3.2 into the record. 3.3 SUP15-0006 Carvana Specific Use Permit Conduct a public hearing, discuss and consider making a recommendation to City Council on a request for Specific Use Permit to allow an automobile sales facility, called Carvana, on approximately 1.38 acres, located approximately 1,060 feet west of Paige Road and approximately 600 feet south of Memorial Drive adjacent to the existing Firestone Tire and Vehicle Service Store within the Business Park (BP) zoning and the Gateway Overlay District. Ms. Sen presented the staff report and mentioned that the applicant would like to make a presentation to the Commission. Commissioner DeBurr arrived at the meeting at 6:40 p.m.. The applicant's representative, Matt Moore from Clay Moore Engineering, spoke to the commission and introduced Mr. J.P. Martin from Carvana. Mr. Martin gave a presentation to the Commission on the Carvana sales model and how the sales process works. Commissioner Hall asked the applicant how many of these facilities are currently in operation. Mr. Martin responded that one in operation in Atlanta and one is under construction in Nashville. Commissioner Pool wanted clarification that how tall the tower will be. Mr. Moore replied that the tower will be 8 stories tall. Commissioner Molina stated that the technology for this kind of operation is pretty expensive and inquired if Carvana would still have an adequate profit margin. Mr. Martin responded affirmative. Commissioner Pool enquired how long the Atlanta store has been operational. Mr. Martin responded, it has been operational for a year and half. Commissioner Hall asked if all of the vehicles will be all stored inside or there will be spill over outside. Mr. Martin confirmed that there will be no outside storage on the lot and that every vehicle for sale will be parked inside the building. Commissioner Hall asked how many cars can be held in these towers. Mr. Martin responded on an average 24 cars can be stored in the tower. Commissioner DeBurr asked what would be the use for this building 10 to 12 years from now, if this business is not successful. Mr. Martin stated that the building could be reused as a retail display tower for any retail user. Mr. Martin responded that after The Colony facility is completed, they are planning to have Carvana stores in Charlotte,North Carolina, San Antonio and Austin. With no further question from the Commission, Chairman Hames opened the public hearing at 6:55 p.m.No comments were received and the Public Hearing was closed at 6:56 p.m. Chairman Hames called for called for a motion from the Commission. Commissioner Hall moved to approve Item 3.3. Commissioner Hebb seconded the motion. Motion carried (6-0). 3.4 SI14-0019 Zoning Ordinance Text Amendments Conduct a public hearing, discuss and consider making a recommendation to City Council regarding a text amendment for revisions to Section 13-100, "Off-Street Parking Schedule" to revise the required parking ratios for certain land uses. (Continued from the April 14,2014 Planning and Zoning Commission Meeting) Ms. Sen presented the staff report. Commissioner Hall asked whether medical offices housed within a hospital would have separate parking requirement, or are they going to be considered together. Ms. Sen answered when medical offices are part of the hospital building, the parking will be calculated together. For free standing medical offices and clinics, there are separate parking requirements. Commissioner Molina asked if there is provision in the existing parking section for parking studies for new uses or unusual circumstances. Mr. Joyce responded that per Zoning Ordinance Section 13-109, Parking Studies, are required for new or unlisted uses. Chairman Hames opened the Public Hearing at 7:03 p.m. No comments were received and the Public Hearing was closed at 7:04 p.m. Chairman Hames called for a motion from the Commission. Commissioner Pool moved to approve Item 3.3. Commissioner Molina seconded the motion. Motion carried (6-0). City of The Colony May 12, 2015 Planning and Zoning Commission Meeting Minutes Page 4 of 4 4.0 DISCUSSION ITEMS 4.1 SP14-0022 Brazos Electric Power Cooperative — Electrical Substation Development Plan Discuss and consider making a recommendation to City Council on a request for a Development Plan to allow an electrical substation facility known as the Josey Electrical Substation on 10.445-acres of land located near the northwest corner of Plano Parkway and Windhaven Parkway, approximately 100 feet North of Windhaven Parkway in Planned Development 22 (PD-22—Austin Ranch)zoning district. Chairman Hames stated that staff has pulled item 4.1 and then read Item 4.2 into record. 4.2 SP1 5-0004 Corner Store Development Plan Discuss and consider making a recommendation to the City Council on a request for approval of a Development Plan for a 1.962-acre portion of Tract B-4 in Planned Development 16 (PD-16) for a 4,650 square foot convenience store with gasoline pumps, located on the southwest corner of South Colony Boulevard and Memorial Drive. Ms. Sen presented the staff report. Cesar Molina asked on the Memorial Drive driveway if there is a landscaped median or island where two barrier free ramps stop on both sides, are they going to lay down those curbs so that wheelchair can traverse that median. The applicant, Cofi Addo, mentioned that there is a line shown on the site plan that indicates that it will be accessible. Commissioner Hebb asked how the Memorial Drive connection would work. Mr. Scruggs responded that Memorial Drive will be expanded to multiple lanes through the South Colony Boulevard improvements and the current driveway is temporary until the construction of Memorial Drive is completed. Once Memorial Drive is constructed, the driveway will be adjusted accordingly. Commissioner Hebb asked whether there are any bicycle plans for this area. Mr. Scruggs responded that they will have to provide a trail along Memorial Drive. There being no further questions, Chairman Hames called for called for a motion from the Commission. Commissioner Hall moved to approve Item 4.2 Commissioner Hebb seconded the motion. Motion carried (6-0).
