MINUTES OF THE JOINT SPECIAL SESSION OF THE
COMMUNITY �. DEVELOPMENTw
The Joint Special Session of The Community Development Corporation and City Council of
the City of The Colony, Texas, was called to order at 6:38 p.m. on the 26t' day of January
2015, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call:

And with a quorum was established the following items were addressed:
1. Call to Order

Community Development Corporation
2. Receive overview of the city parrs tour conducted by CDC on December 29, 2014
and discuss list of projects and needs identified for each pari as they relate to the
CDC baster Plan, the Trail Master Plan, and the Steuart Creek Parr Master Plan —
CDC President Steve Sohn reviewed the needs list compiled during the CLEC Board's tour of the
city parks. There are many parks that have basic needs such as new trash receptacles, benches,
trees, signs, and landscaping, but there are also some more critical needs such as replacing light
fixtures that are 25-30 years old replacing play structures at Slay/.baker and Ridgepointe Parks,
fixing erosion issues on the Shoreline Trail, and continuing to make connections along the Park
Loop Trail.
The list also identified Five Star .fast as the fixture location for a new 50, 000 sq. ft. recreation
center and the estimated cost. The council asked Pam to Provide them with examples of square
footage for basketball courts and other things so they have a point of reference when discussing
the overall .square footage of 'the building. Citizen Christi Martin submitted a citizen input forma
but did not wish to speak; she suggested a new recreation center might include an auditorium and
meeting room space.

Steve also explained that hecause more trees are heing planted and the city has heen designated as
a Tree City CSS, additional personnel --- an arborist and irrigation technician - are needed to
maintain the trees and help the city to keep the Tree City USA designation.
3. Discuss the proposed Veteran's Memorial Master Ilan, including but not limited to
passible design revisions, funding, phases, and future maintenance —
Pam told the council that after the feedback she received and concerns about the cost front the
council and CDC .Board, a new scaled back version of the consultant's design was created in an
effort to snake the project more affordable. Eve showed everyone the scaled hack version of'the
consultant's design with various sizing options. Councilniember Terre suggested that a dollar
amount be established and then determine the design and amenities. Mayor McCourry would like
the committee to meet again to discuss a scaled down version of the project; he asked Pam to
schedule a committee meeting before the end of February,
Councilmeniher .Boyer said that council needs to weigh and prioritize all the projects presented
tonight together and Councilmember Marks reminded everyone that the maintenance and
operation costs of the iniprovetnents should also he considered going forward: City Council will
have a retreat at the end of Fehruary to discuss what they think should he the city's focus on all
the projects.
