OF THE
CITY OF THE COLONY
AUGUST 19, 1999
A WORK SESSION of the Library Board of the City of The Colony, Texas, was called to
order by Chair Kruzich, at 7:00 p.m. This work session was held as a joint work session
with the 4B and Parks and Recreation Boards.

1. Discussion regardir~g the Raymond Turco telephone survey questionnaire.
Dwayne Brinkley introduced Ray Turco, who presented the background of the 1996
telephone survey for The Colony, which was done in conjunction with the comprehensive
plan. Mr. Turco also presented his experience and in conducting public opinion surveys.
Mr. Turco explained the methodology of the survey. It may take 4000 contacts to get 400
completed calls, which should result in a 95% confidence level, not varying 7.5% either
way. The city will be divided into four quadrants with an equal percentage of population in
each quadrant. The survey will be done on evenings and Saturdays. It is projected that it
will begin next week and take 5 to 7 days. Then the data will be tabulated and reported in
two weeks. They have some bilingual callers, but will not have translated the survey.
The draft of the questionnaire was reviewed. Changes made at this meeting will be
incorporated by Mr. Turco and emailed to Economic Development Director Ramsey. Each
board should review that version and submit any additional changes to Economic
Development Director Ramsey, who will send them to'Mr. Turco by noon on Monday,
August 23~d.

3. Discussion of Athletic Complex.
The meeting adjourned following the above discussions at 9:01 p.m.
