MINUTES OF THE REGULAR SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
NOVEMBER 13TH 2014
The Regular Session of The Community Development Corporation of the City of The Colony,
Texas, was called to order at 7:00 p.m. on the 13th day of November 2014, at City Hall, 6800
Main Street, The Colony, Texas, with the following roll call:

And with five board members present a quorum was established and the following items were
addressed:
1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS
Call to Order
Pledge of Allegiance to the United States Flag
Salute to the Texas Flag
Announcements of upcoming civic events and activities 1—
Holiday in the Park—
This event is on Saturday, Dec. 6th at Perryman Park. There will be carnival games,
the Parade of Lights starts at 5:45p.m., and Santa will be at the park.
The Colony Christmas Spectacular—
This is the holiday light show that runs nightly at the Central Fire Station on Blair Oaks from
Dec. 6th thru Jan. 3rel.
Citizen Input—None.
2.0 CONSENT AGENDA
2.1 Consider acceptance of the CDC financial reports for October 2014.
2.2 Consider approval of minutes of the October 9th Regular Session
Motion to approve the consent agenda—Cole;second—Braby; motion passes with all ayes.
3.0 REGULAR AGENDA ITEMS
3.1 Discussion and consider approval of the Veteran's Memorial Master Plan and
funding options—
David Buchanon from Halff Associates made a presentation to the board. He told the board
that all the feedback and comments they received has been incorporated into this design. The
memorial will include an amphitheater,parking lot, boardwalk, interpretive signage, lighting

and the monument. The amphitheater will have 6 tiers, accommodate approximately 250
people and will be located close to the parking area. The monument is 60-80 feet tall and will
be a one of a kind monument. The artist is from Arlington, Texas; he has never done a
monument like this before but he has done metal work.
This project can be done in phases. Phase 1 would be the parking lot, amphitheater, lighting,
board walks and plantings; Phase 2 is the memorial structure and the water feature
surrounding it; Phase 3 is enhancements to the water channel; and other phases would focus
on the south side with additional sidewalks,plantings, lighting, and shade structures.
Pam reminded the board that there is funding set aside in the current budget for this project
that could be used to move forward on the design and Phase 1.
The consensus of the board is that they like the design but are concerned about the cost and
how it will impact the projects they are working on and will work on in the future. They want
to review the project list in the CDC Master Plan and see how this project will fit in with that
and they also want to know what City Council thinks before they move forward.
Motion to table approval of the Veteran's Memorial Master Plan and funding options — Cole;
second—Leary; motion passes with all ayes.
3.2 Schedule a public hearing for upcoming projects—
A public hearing will be held at the December 11`h 2014 board meeting.
3.3 Receive update from staff and discuss the following items—
Stewart Creek Park Playground—
Eve displayed the playground design which includes the cruiser. She and Pam will meet
with the consultant to work on incorporating the swing set in the design.
Park Loop Trail—
All the concrete is in place but the strength test did not meet the requirements; we are waiting
on test results.
Lions Club Pond—
This project was put out for bid again, this time we received 6 bids and 5 are acceptable.
Perryman Parking Lot—
All the concrete has been installed and it is on schedule to be complete for the Christmas
Spectacular. Sod will be installed and the striping won't be done until after the Christmas
Spectacular event is over.
Dog Park—
A field trip will be scheduled to visit dog parks in McKinney, Plano, Frisco, Lewisville and
Irving to see how these cities designed their dog park, the amenities included in them, and to
see their rules and signage.
Arbor Day Event—
This year the event is at BB Owen Elementary School but it was held inside because of the
cold temperature. Courtney Blevins from the Texas Forest Service was there. A proclamation
will be presented at the next City Council meeting.

3.4 Board to request items to be placed on future meeting agendas—
• Review of the CDC Priority Task List at the next meeting.
• Schedule a field trip to the city parks to see what they need to be complete before the
next budget process.
Ther being no further business to discuss, the meeting was adjou d at 8:19p.m.
