HomeMy WebLinkAbout06/12/2014 CDC June 12,2014 MINUTES OF REGULAR SESSION OF THE COMMUNITY DEVELOPMENT CORPORATION JUNE 12TH 2014 The Regular Session of The Community Development Corporation of the City of The Colony, Texas, was called to order at 7:00 p.m. on the 12th day of June 2014, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: Stephen Sohn Vice President Present Pam Nelson- Staff Kathy Braby Treasurer Present Eve Morgan - Staff Lisa Leary Secretary Present Kathy Neal - Staff Donna Cole Member Present Don Beckel Member Present Susana Perez Member Present And with all board members present a quorum was established and the following items were addressed: 1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS Call to Order Pledge of Allegiance to the United States Flag Salute to the Texas Flag Announcements of upcoming civic events and activities 1— Summer Cinema Clubhouse— "Cloudy with a chance of Meatballs 2"will be shown in the Rec. Center on Thursday, June 20th at 1:00. This is a free event and concessions will be available for sale. Best of the Bands— This event is on Saturday, June 21'at Stewart Creek Park. The winning band will perform at Liberty by the Lake on July 4t? Liberty by the Lake— The day starts with the 5K, 10K and 1 mile Fun Run, then the parade. Later in the day the events at the park are a watermelon eating contest, salsa shoot-out,family fun zone, a drum line will perform, the BMX bike show, wakeboard competition, there will be a magician, the headline performer is Professor D and the fireworks will conclude the day's events. Information is available on the city website. Citizen Input-None 2.0 CONSENT AGENDA 2.1 Consider approval of minutes of May 8th 2014 Regular Session 2.2 Consider acceptance of the CDC financial reports for May 2014 - Motion to approve the consent agenda—Braby; second—Cole; motion passes with all ayes. 3.0 REGULAR AGENDA ITEMS 3.1 Discussion of projects to be considered in the 2014-15 budget and future budgets and provide direction to staff regarding projects and operational budget— 1 June 12,2014 Pam reviewed the preliminary 2014-15 operating budget and led the discussion of proposed projects- Perryman Parking Lot— There is already$20,000 allocated in the current budget and we want to add$60,000 to this project in next year's budget. This would enable us to move forward on the design, get it out for bid and potentially be able to start construction at the beginning of the 2014-15 budget year and possibly have it completed for the holidays. North Colony Bike Route— There are some small pieces at the east end of the trail and east of Paige Rd. that need to be finished to create connections—curb cuts and ramps. $15,000. South Colony Bike/Trail— This is to extend the slip road onto a wider trail through Greenway Park and Perryman Park to get to the electric easement. This would provide access to the main trail that runs up and down the electric easement. $100,000. West Shore Park Master Plan — This is to hire a consultant and prepare for funding the park development next year. $15,000. Aquatic Park— Inflatable Play— This is an upgrade - $5,000. UV Sanitation — This is an upgrade - $85,000. Replacement equipment for Five Star— Mower — This is for a zero-turn mower that would enable the guys to mow more efficiently. $20,000 Utility Vehicle/Groomer— The original one is still being used but we want to replace it in the upcoming year. We will store the old one at BB Owen and if we can get it working it can be used there. $15,000 Truck with dump bed— This is needed to haul decomposed granite, mulch, etc. - $40,000 Slay/Baker Park Tot Structure— The old, original piece was removed. It will be replaced with another tot structure. $25,000 Ridgepointe Park—The tot structure needs to be replaced, but we can wait another year before we do that. The coating is starting to peel off, but the manufacturer has a plan to re-coat it for $1,500. The car also needs to be replaced. These repairs can be made out of the operations budget and we can plan for more at Ridgpointe next year. Five Star—CIP Upgrades/Repairs— We are in the process of replacing shade structures. There are some issues with the light poles that need to be addressed; we recently spent $7,000 on repairs. There is a cover for storage of bulk materials for$10,000 that we are interested in and a lot of signs need to be replaced. $60,000 Image Enhancements — Landscaping on North Colony east between Paige Rd. and Morningstar and North Colony to the west of 423. Irrigation would have to be installed, but water restrictions and drought will have to be considered. $50,000 2 June 12,2014 Lions Club Pond- This project was bid twice and each time only one bid was received. Other cities were contacted to find out who they use to take care of their ponds. The major expense of the project is the disposal and transportation of the sediment. We should consider making an annual maintenance program for the ponds. More funding may need to be added to this project. $75,000 Veteran's Memorial—Preliminary concepts are being reviewed and we hope to have a meeting with CDC and City Council in July. This amount is a placeholder. $350,000 Dog Park — We still need to discuss this with City Council; this could potentially become a smaller project than we anticipated The money allocated to this was $500,000 but will be reduced to $300,000; an additional $100,000 will be added to Image Enhancements and $100,000 will be added to the Project Manager position. Other Items- Taylor/Park Loop Trail—This is currently out for bid. $350,000 Pavilions—Friendship Park, Slay/Baker Park—plan for 2016- $150,000 Project Manager& Vehicle—Add$100,000 to this from the Dog Park project CVB Vehicle —A suggestion was made to have the cost shared by the CDC, EDC & CVB — each to contribute $10,000 Lake Parks Projects— Irrigation/Trees — We need to check on the grant we applied for through the Texas Trees Foundation. If we get the grant, we would use this money for irrigation. $100,000 Lift Station for Dump Station — This is a priority for visitors and the park host. The current system is not repairable. $25,000 Fishing Pier—This would be on the point and would be a unique feature for the park. $150,000 The board will continue to do other projects that come up throughout the year. They agreed with all the costs associated with each project discussed. 3.2 Discuss request for a joint work session with City Council in July— Topics of discussion will be the Veteran's Memorial, Dog Park, and the budget. An invitation will be sent to them requesting a meeting, and a list of topics to discuss will be included. A joint meeting also needs to be scheduled for a presentation of the Veteran's Memorial Complex and that could be done at a work session prior to a Council meeting. 3.2 Receive update from staff and discuss the following— Lions Club Pond Project— This was put out for bid a second time and the bid received was over the budget and it didn't include all the requirements, so it is considered a non-responsive bid. Pam contacted directors in other cities to find out who they use to care for their ponds; she and Eve are trying to find a contractor. More money may need to be added to this project budget. Park Loop Trail— The bid opening is June 24th and construction should start in August or September. 3 June 12,2014 Veteran's Memorial Master Plan— There was a public meeting on April 23rd the American Legion had a meeting with the consultant on May 4`h, and the committee met tonight and looked at 4 preliminary concepts. The consultant will make revisions and bring them back to the committee for additional review and then they will be shown at a public meeting. Human Sundial Memorial Project— We are getting close to starting construction. The surveyor has placed the true north and south and east and west markers for it. The stone will be cut on Saturday and then taken to the engravers. The site for the memorial is below the 537 contour line so it will have to go to the Corp of Engineers for approval; they know we are working on this project and they are supportive of it. Stewart Creek Park Playground— We received a preliminary sketch from the consultant showing the location of the playground, basketball half court and sidewalk The consultant will make revisions based on staff review. The RFP goes out tomorrow and proposals are due by June 30th; a nautical or lake related them was specified in the RFP, but we left it open ended so they could be as creative as possible. After July 4`h, the Play TC Task Force and staff will review the designs and the designs chosen on from their review will be shown at a public meeting in the middle or end of July.
