MINUTES OF THE SPECIAL SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
JULY 31st 2014
The Special Session of The Community Development Corporation of the City of The Colony,
Texas, was called to order at 6:35 p.m. on the 31st day of July 2014, at City Hall, 6800 Main
Street, The Colony, Texas, with the following roll call:

And with all board members present a quorum was established and the following items were
addressed:
1.0 REGULAR AGENDA ITEMS
1.0 Presentation of playground design concepts and receive public input and discuss
playground project and improvements for Stewart Creek Park-
Pam reminded everyone that a Master Plan for Stewart Creek Park was completed a couple of
years ago and some of the elements being discussed tonight are included in that plan. The Play
TC Task Force Committee reviewed the designs, and then staff narrowed the selection to two
manufacturers and they are here tonight to present their designs.
Everyone in the audience was given a ballot sheet to choose which design they liked. They
were encouraged to make notes during the presentation to help them with their decision. Their
ballots will be collected at the end of the meeting.
Eve displayed the conceptual layout designed by the consultants; it shows the playground, a
6 ft. sidewalk to the playground, the half-court basketball/stage pad, and a sidewalk to the
pavilion. The existing playground will remain in the park and is for children under 5 years.
Vince Allen, owner of We Build Fun and the manufacturer representative for Miracle
Recreation, gave information about their company and presented 2 designs. Miracle is the
oldest and largest commercial playground company in the United States; they are based in
Allen, Texas, and have 87 years of experience. They installed shade structures in Stewart
Creek Park a couple of years ago, installed playgrounds at Friendship and Carr/Chapman
Parks, Morningside Elementary, 12 schools in Richardson,just to name a few. They have no
issues with warranties. They are leaders in the development of plastics and moldings, they
have the largest selection of colors in the industry and they don't have problems with the colors
fading.
They presented Option A — a lighthouse themed playground. The metal posts are warrantied
for 100 years, the plastics and decks are warrantied for 15 years and the shade is warrantied
for 6 years pro-rated to 10 years. The webbing of the squares is 18 inches. This design is for
children ages 5-12 and is parent friendly. This playground has 18 elevated activities, 14
accessible transfer, and 3 ground level activities.

Option B is a boat. There is a crow's nest in the upper tower, the bow of a boat, 6 swings, and
more ground level activity in this design.
Vince said if their design is chosen, elements from both options can be switched into the other
design. They design their playgrounds to be destination playgrounds.
John Spencer from Childs Play presented their designs. They do their own installation; they do
not contract out for that. There are no freight charges or disposal fees. Their playgrounds are
designed for imagination. They built the playgrounds at Lions Club and Wilcox Parks. The
designs they are showing tonight have a pirate theme.
Option C is a pirate ship that has ramps, cyclone spinners, is all inclusive, ADA compliant, age
appropriate — 5-12 years, has multiple play areas, shade canopies, 3 pods, bowl spinner,
multiple climbers, a lot offree space and has 28 play events. The plastic canopy has a 10 year
warranty on the fabric and can sustain winds of 90 mph. The colors of this design can be
changed. This would be the only playground in Texas with a pirate ship.
A suggestion was made to change the pirate ship to a veteran's ship and change the colors to
red, white and blue. There are a lot of veteran's who live in The Colony and this would be a
good way to recognize that.
Option D is a more compact design. This design has multiple deck heights, shorter ramps, a
rock climbing wall, gear panel, bubble panel, slides, spinner bowl, and a rope link climber.
The surface for each can be wood fiber, rubber mulch, pour to place, or another option. There
is a 10 year warranty for turf 5 years for pour to place.
Both companies said they can have the playground installed in 6-8 weeks after the contracts
are signed.
Pam said that both companies are good candidates and they stand behind their products.
Many liked the idea of the red, white and blue pirate ship.
The ballots were collected. Eve will tabulate them and post the results on the website.
There being no further business to discuss, the meeting was adjourned at 8:30 p.m.
