HomeMy WebLinkAbout07/01/2014 CDC Joint Work Session (2) July 1,2014 MINUTES OF SPECIAL JOINT WORK SESSION OF THE COMMUNITY DEVELOPMENT CORPORATION JULY 1ST 2014 The Special Joint Work Session of The Community Development Corporation and City Council of the City of The Colony, Texas, was called to order at 6:11 p.m. on the 1st day of July 2014, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: Stephen Sohn Vice President Present Pam Nelson - Staff Kathy Braby Treasurer Present Eve Morgan- Staff Lisa Leary Secretary Present Kathy Neal - Staff Donna Cole Member Present Don Beckel Member Present Susana Perez Member Present Joe McCourry Mayor Present Kirk Mikulec Councilmember Present Richard Boyer Councilmember Present Jeff Connelly Councilmember Absent David Terre Mayor Pro-Tem Present Perry Schrag Councilmember Absent Joel Marks Councilmember Present And with all board members present a quorum was established and the following items were addressed: 1. Call to Order- Steve called the meeting to order at 6:11p.m. for the Community Development Corporation. 2. Receive presentation from consultant and discuss various concepts for the Veteran's Memorial Master Plan, funding and timeline for the project, and provide direction to staff on proceeding with the project— David Buchanan, Project Consultant with Half!'Associates, said that meetings were held with members of the American Legion, some CDC Board members and some City Council members, to gather information that was used to develop the concepts being presented tonight. The CDC Board is asking City Council for direction and to help decide which plan works the best. Three concepts were presented— Concept A —Strength in Numbers Concept B— Unbroken Bond Concept C—Standing Tall Each concept shares the same elements but they will be presented in different ways — remembrance, celebration, unity, homecoming, community — bringing the service branches together, represent the past, present and future service members, incorporate water, make this a multi-use space, and make it unique to The Colony. The height of the memorial structure will be 30-35 ft. 1 July 1,2014 The amenities that are included in these concepts are an amphitheater, water feature/pond, lighting by the water features and sidewalks, trees or a tree grove, and shade structure. Concept C has vertical elements that represent the silhouette of a soldier. The memorial structure in Concept A incorporates bands that can be placed on it that are engraved with a service member's name; people would purchase these bands just as they purchased the bricks in the city's current Veteran Memorial. Comments from the audience— • Service flags should be included • Like the silhouettes of soldiers • Dedicated parking for all concepts is needed • Women's service should be recognized/displayed • Seating, other than in the amphitheater, is needed • Restroom facilities are needed • Like the structure in Concept B—it is very dynamic • When planning the location of the amenities, consider that many veterans are in wheelchairs or use walkers • More shade is needed City Council and the Community Development Corporation agreed to direct staff to remove Concept A and develop a new design combining features from Concepts B & C and present the new design at a future meeting 3. Discuss possible date for additional work session to discuss the budget for FY 2014-15 and upcoming projects— A joint work session with City Council and the Community Development Corporation was scheduled for August 14th at 6:30. 4.
