HomeMy WebLinkAbout06/10/2014 P&Z MINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION JUNE 10,2014 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, June 10, 2014 at 6:30 PM in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Karen Hames, Chairman; Brian Wade, Vice-Chairman; Cody Hall; Brian Buffington; Cesar Molina, Jr. and Shannon Hebb. Board Member Absent: Detrick DeBurr City Council Liaison Absent: David Terre, City Council Place 4 Staff Present: Brooks Wilson, AICP, Senior Planner; J. Michael Joyce, AICP, Planning Director and Brian McNuelty, Engineering Technical Assistant. 1.0 CALL REGULAR SESSION TO ORDER Chairman Hames called the meeting to order at 6:30 PM. 1.2 CITIZEN INPUT No citizens came forward during Citizen Input. 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the May 27, 2014 Regular Session. Commissioner Wade moved to approve the Consent Agenda. Commissioner Hall seconded the motion. Motion carried (6-0). 4.0 DISCUSSION ITEM 4.1 SP14-0005, Cheddar's Restaurant Development Plan Discuss and consider making a recommendation to City Council on an application for a Development Plan to allow an 8,066 square foot Cheddar's Restaurant to be located on a 2.02 acre tract of land on the south side of Nebraska Furniture Mart Drive and approximately 1,600 feet northeast of Plano Parkway. Ms. Wilson presented the staff report. Mr. Eric Seeley, Graham Associates, 600 Six Flags Road, Arlington, Texas, representing Cheddar's, stated that he was available to answer any questions of the Commission. Commissioner Buffington asked why the parking provided far exceeded the required number. Ms. Wilson explained that the parking ratios for PD-25 were intentionally conservative — that is, not requiring what cities typically require. For example, many cities call for one space per 100 square feet of floor area. PD-25 requires half that amount. In addition, many popular restaurants voluntarily exceed the required minimums in order to accommodate the expected patronage. Commissioner Molina commented that there appeared to be a "sea of parking" in and around the Nebraska Furniture Mart and asked staff if the parking would be shared. Mr. Seeley responded that the level of interest in the area justifies the parking numbers. Minutes of the Planning and Zoning Commission June 10, 2014 Page 2 of 2 Commissioner Molina stated that he had searched the Grandscape website and asked staff how the continuity of landscaping could be maintained if each parcel brings its landscaping plan independently. Ms. Wilson responded that PD-25 includes in its regulations a provision that the staff may approve landscape plans as part of the building plans submission. She went on to say that staff had reviewed and approved an 84-page landscape plan for the roadway and common area landscaping that showed extensive use of large trees, native grasses and other plant types. Mr. Joyce added that the landscape plan for the roadways included trees between six and eight inches caliper size so that, once installed, it will attain the look of a mature development. Commissioner Wade asked if the landscape plan included plantings near the edges of the property since the exhibit showed only the detail near the building itself. Ms. Wilson said that the landscape plan did include the entire site. Commissioner Hebb asked if PD-25 was part of the Gateway Overlay District and subject to its exterior materials standards. Ms. Wilson answered that it was not part of the Gateway Overlay District. However, the elevations show more brick and masonry than is required for the Overlay. There being no further comments or questions from the Commissioners, Chairman Hames called for a motion. Commissioner Hall moved to approve Item 4.1. Commissioner Buffington seconded the motion. Motion carried (6-0). 4.0 DISCUSSION ITEM 4.2 Director's Report Mr. Joyce presented the Director's Report on recent and upcoming development projects.
