MINUTES OF SPECIAL SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
APRIL 10T'-'2014
The Regular Session of The Community Development Corporation of the City of The Colony,
Texas, was called to order at 7:00 p.m. on the 10"' day of April 2014, at City Hall, 6800 Main
Street, The Colony, Texas, with the following roll call:

And with all board members present a quorum was established and the following items were
addressed:
1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS
Call to Order
Pledge of Allegiance to the United States Flag
Salute to the Texas Flag
Announcements of upcoming civic events and activities 1-
Jammin in the Park -
This event is at Lions Club Park on Friday, May 16th, it is a free event and the band A Hard
Nights Day is performing. The City Manager's Arts Committee is hosting this event.
Spring Eggstravaganza -
This is the annual Easter Egg Hunt held at Five Star; this year it is on Thursday, April 17th
from 6: OOpm 8: OOpm for boys and girls ages 0 -10. Tickets are ,$3.00 per child. There will
be an area for special needs children.
Citizen Input - None
2.0 CONSENT AGENDA
2.1 Consider approval of minutes of the regular session on April I0"' 2014 -
2.2 Consider acceptance of the CDC financial reports for March 2014 -
Motion to approve the consent agenda Leary; second - Braby; motion passes with all ayes.
3.0 REGULAR AGENDA ITEMS
3.1 Review the CDC Master Plan task list and discuss funding priorities and capital
projects for the 2014 - 2015 budget year -
The board discussed projects in each section of the Master Plan to determine priorities and
plan the budget for next year.

Policy Actions section -
The Arts Selection Committee was removed; the Cultural Arts Master Plan and the Art Policy
have been completed and any art related issues are being handled by the City Manager's office.
Land Acquisition/Reallocation section -
Dog Park Location - This is in progress.
Eastvale Neighborhood Park- Land has been acquired, so it will be removed from the list.
Trails & Trail Amenities -
The Park Loop Trail - The connection between North Colony and Squires will be added to the
list because it is a specific project. It should be a priority I item since it is the last piece of the
trail to connect so people can get to Frisco.
Public Space Development & Improvement -
Parks completed will be removed - Carr/Chapman, Dave Cowan, Friendship, Wilcox, Kids
Colony Phase 2.
The Little League Parking Lot and Directional Signage will be removed.
The Spray Ground at Kids Colony will remain on the list but will be shown as a Kids Colony2
Phase 3 and the additional play structure, possibly a tot-lot, will be shown as Kids Colony2
Phase 3B.
Slay/Baker Park - A portion of the original play structure is still there but it needs to be
replaced because it does not meet playground standards. A suggestion was made to consider a
small tot lot for this park.
West Lake Highlands -This is the old Eastvale neighborhood park which will go away. The
new park - West Shore Park - will be on the land recently purchased on West Shore Dr. This
will move to a priority 2 on the task list.
Ridgepointe Park - This will be added to the list. The small play structure is 13 years old and
is starting to deteriorate and the colors are fading, so it needs to be replaced. A suggestion
was made to consider a tot lot for this playground.
Wynnewood Park - This will be removed from the list as it will be kept as a natural area.
Development of Recreational & Cultural Facilities -
Bridges Cemetery - This is an ongoing project. There was brief discussion about making an
entry feature into the cemetery. Don indicated that more research needs to be done on the
graves, and repairs to the headstones are needed.
Consultancy Studies -
Beautification & Streetscape Master Plan - One of the goals of City Council is to invest more
in beautification efforts, but not just on city owned property. Pam reminded the board that
money in the image enhancement fund is used towards beautification projects.
Community Gardens Master Plan - This will stay on the list but will be moved to a priority 3.
Bicycle Route Master Plan - Since we are getting connected to adjacent cities, this will be a
good thing to have. A suggestion was made to establish a committee work on the plan in an
effort to become a bicycle friendly community which is a national designation.
Community Development Website - Kathy is working on making some changes to the CDC
website - adding more information.

Stewart Creek Park Master Plan - This has been completed and will be removed from the list.
Arts Master Plan - This has been completed and will be removed from the list.
Wynnewood Park Master Plan - This will be removed from the list.
West Shore Park A Master Plan will be added.
BB Owen Master Plan - This could be about expanding to the school property - a partnership
with the school district.
Bill Allen Memorial Park Master Plan - This would be about the undeveloped acreage by the
amphitheater, and also drainage and erosion.
There was discussion about the projects on the CIP list for Stewart Creek Park. Pam said there
are funds in the Stewart Creek Park fund that can be used for some of these projects and
recommends the CDC funds be used for beautification projects. Staff recommends that putting
in more picnic tables and shelters, a fishing pier, and a nice entry feature are needed now.
Pam has been researching the electronic gate but thinks that should be done at the same time
anything is done to the gatehouse.
Citizen Input -
Christi Martin, 5604 Longhorn, The Colony, TX - She attended the last CMAC meeting and
found out the Arts Master Plan is being brought back under the CIVIAC and that this board is in
charge of'implementing it She would like someone to talk to her about this.
Pam instructed the board to review the task list and Capital Improvement Project (CIP) list for
the May meeting so they can decide which projects to do in the 2014-15 budget year.
3.2 Receive update from staff and discuss the following items -
BB Owen / Park Loop Trail -
We have received the alignment for the Park Loop Trail. There is one part of the original trail
that is still intact and will tie back into the new trail. The BB Owen alignment starts from
Frisco and will come close to the school. It will go from Squires, crosses the vehicular
entrance to the school, goes behind the school sign and will end at the school exit.
Lions Club Pond Project -
There is a pre-bid meeting on Tuesday and the bids will open on April 291h.
Bridges Cemetery -
The fence is completed but we have not received the report f °om the archeologist yet. We are
still gathering information f r the master plan. We found out this is not designated by the state
as a historical cemetery, we will have to apply to get that done. Residents were happy to see
this project being done.
Veteran's Memorial -
There was a kick-off meeting this week. There is a visioning meeting on April 23" that is open
to the public and the consultant will be at the American Legion's meeting on May 14", and
dates for future meetings will be set at that meeting.
There being no further business to discuss, the meeting was adjourned at 8:25p.m.
