CITY OF THE COLONY
LIBRARY BOARD MEETING MINUTES
February 27, 2014
The Regular Session of the Library Board of the City of The Colony, Texas, was called to
order at 7:01 p.m. on the 27th day of February 2014, at The Colony Public Library, 6800
Main Street, The Colony, Texas, with the following roll call:

And with five board members present a quorum was established and the following items
were addressed:
1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS:
Call to order
Citizen input
2.0 CONSENT AGENDA
Consider approving minutes of Library board meeting held January 23, 2014
Motion to approve the above consent agenda item - Gehrke; second by Krueger, motion
passed with all ayes.
3.0 REGULAR AGENDA ITEMS
3.1 Discussion and consideration of proposed revisions to the Circulation Policy to
include changes in Sections I and II due to implementing on-line library card
self-registration and eliminating hard-copy applications; to update Section II.3.a.
to change the title of the referenced collection from "Day Care kits" to the "Early
Literacy Kits".
The Board members discussed the proposed revisions; some additional revisions to
create consistency in capitalization throughout the policy were suggested by the
members.
Motion to approve the revised Circulation Policy - Martin; second by Krueger; motion
passed with all ayes.

3.2 Discussion and reports regarding progress of Library Board goals and projects
for 2014; assign primary responsibility for each goal
A. Increase interaction with LISD schools in The Colony to inform school
personnel, parents and students of TCPL's resources and services
No report. Member Gehrke will be the primary lead for this goal.
B. Continue Board presence at TCPL events and participation in TCPL public
relations activities
Member Martin attended the FOTCPL officers meeting on February 20, 2014; she
reported that three preliminary logo designs had been presented and that there
would be a public vote for the most popular design.
Member Martin will be the primary lead for this goal.
C. Work with new businesses to have TCPL presence at grand openings
No report. Members Krueger and Martin will be the primary leads for this goal.
D. Increase library legislative awareness
No report. Member Rushing will be the primary lead for this goal.
E. Library visits to gain insights for future planning for TCPL
Member Krueger visited the Farmers Branch Manske Library; she will give a
presentation at the next meeting.
All members of the Board will be responsible for participating in this goal.
F. Finalize development of a Speakers' Bureau to provide trained speakers to
local venues to provide information about TCPL's resources, services, and
future development
Director Sveinsson reported that Member Kelly continues to work on this project
and will be the primary lead for this goal.
3.3 Receive presentation re: 2013 Accomplishments of The Colony Public Library
Local History Committee
• $1,000 Rescuing Texas History mini-grant from The Portal to Texas History to
digitize a selection of historically significant local newspaper issues.
• 86 people attended LHC's Veterans Day event at historic Bridges Cemetery; flags
provided by the American Legion identified graves of 13 Civil War soldiers.
• 5 new oral history interviews of long-time The Colony residents conducted and
filmed; 12 recorded since 2011.
• 500 additional rack cards sent to two Texas Travel Information Centers. Almost
2,500 rack cards distributed since 2010.
• LHC members provided guidance in historical aspects of the creation of Kids
Colony 2 and its interpretative signage

• The committee continues:
o to interact with other various City and local organizations to promote The
Colony's rich historical legacy
o to collect and preserve photographs, documents, and memorabilia of the
community
o to stock the Local History Corner collection in the Library with genealogical
-research, local history materials, loose documents, specialty maps, and
newsletters.
3.4 Receive presentation re: replacement of public access computers; page scanner for
in-library use
Director Sveinsson reported that the printing problem has been resolved. All the
replacement computers have been installed. Staff has received repeated customer
requests for scanning capability; a portable unit received from NTLP last year is now
available for check out for in-library use.
3.5 Receive and discuss staff update regarding Friends of the Library activities:
Library Volunteer Recognition Luncheon; collection box for donated materials in
Austin Ranch; upcoming genre-specific book sale specials;
FOTCPL Volunteer Appreciation Luncheon: Director Sveinsson reported that on
February 22nd, the Library's volunteers were recognized for their FY 2012-2013
service; awards were presented based on hours worked during the fiscal year.
Additional longevity awards were earned by two volunteers who had given service
over the past five years: Kelsi Bunnell and Charles Wood. Kelsi Bunnell was also
named the James W. Althaus Volunteer of the Year for her dedicated service.
March Book Sale: Murder and Mayhem! Half-price sale on selected mysteries &
suspense novels.
3.6 Receive and discuss staff update regarding public relations events and programs:
"Millions of Years in North Texas" natural history program; Pokemon
Tournament; TCHS Open House; host site for American Library Association
Digitization Webinar; Stewart's Creek Elementary School Science & Technology
Night; Continuing Education for day care teachers; LEGOmania - Pirates! (3/8);
6th Annual Great Magazine Swap (3/8); eReader Office Hours; Kids Play Friday;
AARP Tax Help (Wednesdays 4 - 8 p.m. through 4/9); "No Stress" Book Club (4th
Wednesdays at 7 p.m.); Theatre Slam (registration begins 3/1 for the 3/29 event)
"Millions of Years in North Texas"- 9 people attended this natural history
program which was presented by Texas Master Naturalist Donna Cole and
hosted by The Colony Local History Committee. This is a program explored
the natural history of the area and how the past has shaped the region seen
today, and how suburban North Texas, part of the endangered Blackland
Prairie ecosystem, would have been virtually unrecognizable as little as 200
years ago.

Pokemon Tournament- Saturday, February 8th at 6pm: The Pokemon DS
Tournament brought in 22 attendees and raised $72 from entry fees and snack
sales; the funds raised are dedicated for the Library's teen activities.
TCHS Open House: e-Services Librarian Cary Cox provided information
about TCPL electronic resources to over 250 parents and students.
Host site for American Library Association Digitization Webinar: fee for the
webinar was paid by the Texas State Library & Archives commission; two TCPL staff
participated along with four participants from other library organizations.
Stewart's Creek Elementary School Science & Technology Night: Director
Sveinsson gave several presentations about TCPL electronic resources to a total of 27
parents, students, and school staff members and issued 3 new library cards.
Continuing Education for day care teachers: 50 educators learned techniques of
Early Literacy Education througli Story Time from TCPL's Youth Services Librarian
Amanda Poore.
LEGOmania - Pirates! will be held on Saturday 3/8 at 2 p.m. This event is for kids
in grades 3-5; participants will learn about pirates and build LEGO structures that
represent the time period. Registration is required.
6th Annual Great Magazine Swap: Saturday 3/8: Magazines may be brought to
TCPL on March 8th for the 6th Annual Great Magazine Swap from 10am - 4pm. All
unclaimed magazine issues will go to the recycling bin at 4pm. Members Krueger,
Martin and Gehrke will assist with this event.
eReader Office Hours will be offered on Friday 3/14 at 2 p.m. and on Tuesday 3/18
and Thursday 3/27 at 7 p.m. Participation for the February eReader Office Hours
ranged from zero to three attendees.
Kids Play Friday: Canceled due to poor attendance; plan to remarket in the Fall as a
LEGO Club.
AARP Tax Help (Wednesdays 4 - 8 p.m. through 4/9): Participation ranged from 16
to 20 in February.
"No Stress" Book Club will meet on the 4th Wednesday of the month in place of
the former mystery book club. Staff hopes to encourage more participation by
expanding beyond the mystery genre and providing participants the opportunity to
share their reading experiences with other book lovers. FOTCPL VP Membership
Kim Volenik has volunteered to serve as leader for the club. Three participants
attended the first meeting.
Theatre Slam: Registration begins 3/1 for the 3/29 event; Teen Writers Club is not
writing the scripts this year. This event is a workshop for ages 10-18 and is held at
TCPL from 9 a.m. to 4 p.m.; a performance at 4 p.m. is open to the public. Pre-
registration is required for workshop participants. Registration fee is $10. This event
is a partnership project of The Colony Playhouse and FOTCPL.

3.7 Receive and discuss staff update regarding Grant Projects: Target Grant (Bilingual
Story Time series); application for TexTreasures Grant to digitize TCPL's local
newspaper collection; participation in CTLS Inc. application for a 2015 LSTA
Cooperation Grant for a 'Bots & Books@Your Library' project to promote STEM
learning by creating robotics programs in partner public libraries throughout
Texas
Bilingual Spanish/English Story Time Series-Sundays, at 3 p.m. This Story Time
started out with low attendance. The time has been changed to better accommodate
family schedules. It has been advertised to all the daycares and in local businesses
and churches. The goal is to increase attendance from an average of 3 people to 15
people over the next month. TCPL now has a volunteer assisting with program.
TexTreasures Grant to digitize TCPL's local newspaper collection: A draft
application has been submitted to TSLAC for review. Review notes have been
received. Final application deadline is Friday, March 7. This grant includes
digitization costs ($11,500) plus transportation expenses.
Participation in CTLS Inc. 2015 LSTA Cooperation Grant application:
'Bots & Books@Your Library' project. This grant would promote STEM learning by
creating robotics programs in partner public libraries throughout Texas. TCPL as
partner library will receive training, LEGO kits and support materials
