MINUTES OF JOINT SPECIAL SESSION OF THE
COMMUNITY DEVELOPMENT CORPORATION
FEBRUARY 13TH 2014
The Joint Special Session of The Community Development Corporation of the City of
The Colony, Texas, was called to order at 7:42 p.m. on the 13t" day of February 2014, at
City Hall, 6800 Main Street, The Colony, Texas, with the following roll call:

And with all CDC board members present a quorum was established and the following
items were addressed:
5. City Council and the Community Development Corporation Board of
Directors to conduct a JOINT WORK SESSION to discuss
upcoming/current CDC projects as follows and provide direction to staff.
Subject matter will include project planning and development,
budgets/funding, locations, scope of projects, and timelines Council) -
a. Dog Parr -
Eve reminded everyone that this is an amenity that residents have wanted for
a long time. A survey was sent to several cities that have dog parks and Eve
shared some information from the survey none of the cities charge user
fees, they all use the honor system ,for vaccinations, they all have signage,
fences, shade, a water source, and are easily accessible.
The CDC Board and the Dog Park Committee have discussed several
locations, but have determined that the old driving range on Main St. and Bill
Allen Memorial Park are the best locations for a dog park, though there are
pros and cons to each. There is 5 acres of land at the driving range and it has
good pedestrian access; Bill Allen Memorial Park is a smaller site but does
have good pedestrian access and parking, but it would conflict with disc golf
and water would have to be added. Susana presented a copy of a petition with
300 signatures of residents who want a dog park.

The council is supportive of the project, but they are not ready to commit to a
location at this time. They want to discuss this again in a couple months at
which time they will know more about the location preference.
b. Veteran's Memorial -
City Council answered questions from the CDC Board -
• Veteran's Memorial Committee members should attend the input
meetings, but meeting agendas should be posted
• The American Legion should send a representative to input meetings
and that person can relay information from the meetings to the
American Legion membership
• The new memorial when completed could be the venue for the Salute
American Heroes event, but the memorial should be kept as a quiet
place
• This could be a multi-use park - not just for Veteran's related
activities
• All the elements from the current Veteran's Memorial need to be
relocated to the new memorial
• Room for the Vietnam Wall should be to be included
• Money should be allocated in the 14-15 budget year to complete the
Master Plan and construction should be done in phases and completed
in S years, subject to change based on information available
• City Council and the CDC Board should fund this project
• They give their permission to the board to use reserve money
• Fundraising and sponsorships should be discussed and handled at the
committee level
c. Stewart Creek Park Master Plan -
Recent improvements to the park include the replacement of 17 shelters, a
new roof on the pavilion, dumpster closures installed and murals were painted
on them by students from the high school and middle schools, the trail
extended 330 linear feet, and 18 trees planted.
Currently we are replacing trash cans and will be installing a half court
basketball court and a playground. There will be meetings with residents to
design the playground. There is $215, 000 budgeted for these improvements,
but there are funds in the lake parks account that can be used if needed.
The City Council said to move forward with the improvements.
d. Sundial Project -
Eve presented the final plan. This is an interactive sundial to be located at the
trailhead at Stewart Creek Park. It will be made with flagstone and marble
will be used for the leaves in the design. The signage will have information
about the sundial, how to use the sundial and it will have information about
Keith. The cost to do this as a turn-key project exceeded the budget, so we
will use more than one vendor and keep the cost within the budget.
The City Council said to move forward with the project.
