HomeMy WebLinkAboutResolution No. 2013-058CITY OF THE COLONY, TEXAS RESOLUTION NO. 2013 - D 5 .-' A RESOLUTION OF THE CITY OF THE COLONY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A THE COOPERATIVE PURCHASING NETWORK (TCPN) CONTRACT PROPOSAL BY AND BETWEEN THE CITY OF THE COLONY AND TRANE U.S., INC., FOR REPLACEMENT OF THE HVAC SYSTEM AT THE RECREATION CENTER GYMNASIUM, WHICH IS ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACT; PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council has determined that it is in the best interest of the citizens to approve a The Cooperative Purchasing Network (TCPN) contract proposal with Trane U.S., Inc., for replacement of the HVAC system at the Recreation Center Gymnasium, which is attached hereto and incorporated herein as Exhibit "A"; and WHEREAS, the City of The Colony agrees to pay a total of $230,045.00 for replacement of the HVAC system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS, THAT: Section 1. The City Council of the City of The Colony, Texas hereby authorizes execution of a The Cooperative Purchasing Network (TCPN) contract proposal with Trane U.S., Inc., for replacement of the HVAC system for the amount of $230,045.00. Section 2. The City Manager is authorized to execute a The Cooperative Purchasing Network (TCPN) contract proposal with Trane U.S., Inc., for said improvements, which is attached hereto and incorporated herein as Exhibit "A". Section 3. This resolution shall take effect immediately from and after its passage. The following scope of work provides a turnkey solution including all project labor, equipment, field materials, and Trane project management for the scope of work detailed in this proposal. The scope of work and budgeted cost in this proposal is built upon your requirements, as well as information documented from our site visit. This proposal is submitted with the following scope, exclusions, and clarifications along with the attached installation terms and conditions. Scope Summary The site today consists of ten smaller ground mounted split systems, tagged AHU-7 thru AHU-16, that are controlled independently to maintain the conditions within the space. The proposed solution would demo the existing split system units and the associated service connections. Existing combustion air intake and heater flue roof penetrations will be removed from underside the roof deck leaving the roof top flashing as is. The roof will then be redone as part of another project which will be fulfilled by the City of The Colony and is not part of this proposal. The ten existing thermostat locations will be demoed and any existing conduit rough -in will be covered with a paint grip cover plate. The two new zone sensors will re -use existing wall openings. These two new sensors will provide zone control for each unit. Two new single zone air handling units will be placed on concrete pads and surrounded by 6' high chain link fence with privacy slats and a gate. Two new independent electrical services will be run to the units. The Supply Air (SA) and Return Air (RA) duct work will require wall openings be cut into the exterior walls. These openings will have duct collars and be sealed to prevent :Nater intrusion. New SA and RA ductwork will be connected to the units. This ductwork will be internally insulated and sealed to prevent water intrusion. The SA ductwork will be run up the outside face of the buildings exposed and will be painted to match the exterior brick color. Once through the wall the SA ductwork will be suspended from the existing structure while the RA ductwork will terminate with an air intake grille mounted on the interior wall of the gymnasium about 10' to 12' Above Finished Floor (AFF). The SA ductwork within the gymnasium will be spiral paint grip galvanized and painted white. The condensate lines overhead that are currently connected to the existing AHU drip pans will be removed back to the valve at the main condensate line and capped. The electrical connections at the overhead AHU's will be disconnected but the duplex outlet, wire and conduit will remain as mounted. New electrical service feeders will be run in EMT conduit to the two new packaged units from the existing Panel The site is not currently monitored from the central server located at City Hail and is being budget for new equipment which would be a prime time to add the necessary controls to allow the City ofThe Colony the capability to monitor and control the Gymnasium. Trane Commercial systems — Ingersoll Rand 1 - 1400 Valwood Suite 100, Carrolton TX 75006 Trane Dallas May 20, 2013 For the controls portion of the work, Trane is proposing to tie the two new units together utilizing bacnet MSTP communication. The units will report back to a Niagara based Jene controller which will be tied to the customer's network and the associated control points will be mapped to the existing Niagara supervisor. This proposal is based upon our preliminary design concept. That concept drives the scope of work defined within this proposal. Trane reserves the right to modify the scope of work and equipment selections based upon the final design documentation. Any changes related to design concept modifications will have no financial impact upon the city of The Colony. The city of The Colony and Trane mutually agree that the final design documentation will supersede details within this proposal and have no financial impacts. Scope Detail — Gymnasium Equipment Pricing noted in this Trane proposal is ,good for only 30 days, and is subject to review thereafter. It should also be noted that pricing noted in this proposal is based on an equipment release to fabrication (after our receipt of approved submittals) with a shipping date not to extend beyond the end of 2"d Quarter 2093. Necessary Project Management, Project Supervision, Safety Oversight, materials, tools, equipment, lifts, hoisting, insurance and bonds necessary to complete the work described in this proposal. 2. Clean-up of construction materials and disposal offsite. 3. New concrete housekeeping pad sized to fit the unit footprint and support the ductwork coming off the unit. a. 2 Pads - one pad per each unit b. 3000 PSI concrete with a broom finish c. 6" thick with #3 rebar at 12" OC Each Way 4. New perimeter fence enclosure at each housekeeping pad. a. 6' high chain link fence b. Double knuckle top and bottom chain link fabric. c. 9 gage wire. d. 2-3/8" metal posts — 0.095 metal thickness. e. Green slats for the full height. f. 8' gate on each enclosure. 5. Landscaping a. Remove existing shrubbery and lawn edging at the West AHU location b. Sand dress any ruts caused during construction and re -seed. C. 3. 2 wall penetrations at each AHU for ductwork. a. 1 penetration for SA Ductwork b. 1 penetration for RA Ductwork c. Wall escutcheons at each penetration to weather tight the opening Painting a. Remove 10 existing ground mounted condensing units and deliver them to the location designated by the city within the city of The Colony. a. Remove the 10 electrical disconnects b. Remove the conductors back to the panel. c. Leave conduit in place. d. Leave line sets in place after flushing and capping. e. Leave existing concrete housekeeping pads in place. f. Leave existing 6' chain link fence in place. 9. Remove 10 existing AHU/Furnaces suspended from the gym roof. a. Remove the condensate lines back to the nearest isolation valve at the main line and cap. b. Remove the condensate drain pans. c. Remove the control wiring from the AHU/Furnaces. d. Remove the combustion air ductwork up to the underside of the roof. e. Remove the heat exhaust ductwork up to the underside of the roof. f. Remove 10 wall mounted thermostats serving the AHU's to be removed. g. Remove the natural gas piping from the AHU back to the natural gas main and cap at the main. The natural gas main will remain and be incorporated into the new natural gas service required. h. The owner will remove the top hats on the combustion air and exhaust air penetrations and patch the roof. This work will be conducted at the owner's timing. Disconnects and VFD's are integral to the AHU's. 26. Install duct mounted smoke detectors. Controls: 1. New 'Jene Web Controller [To be tied to the City's Network and Mapped at City Hall] 2. Condensate from the units will be piped into a gravel well adjacent to each AHU equipment 19. pad Test and balance the air side at the unit to ensure adequate SA and RA as well as the duct distribution diffusers. 20. 1$' year service and maintenance agreement for the Trane Equipment, Electrical 21. Any existing equipment affected by this scope is assumed in good operational order and does not cover the cost of repairs. d. Integration to any existing system is not detailed within proposal is not included e. Fire -Smoke, control dampers and other fire alert devices are not included unless indicated. f. Owner has indicated there is no Fire alarm System within the building. g. Does not include anything not specifically detailed within this proposal. h, Proposed pricing is based on work being performed during normal business hours. i. Proposal does not include day to day work with T&B or Third Party Commissioning Agent. j. Control wiring will be run in plenum rated cable in concealed but accessible areas. k. Wiring inside the structure but exposed will be run in EMT conduit. 1. Wiring outside the structure will be run in I.M.C. tn. Additional work outside of this scope must first be approved with a contract change order. n. Electrical panels, feeders and fusing are assumed in good condition for new installation. o. This proposal is good for 30 days at which time the price is subject to change. p. Asbestos abatement or testing is not included. q. Not responsible to remedy current or existing code violations. r.
