HomeMy WebLinkAbout08/29/2013 KTCB MINUTES CITY OF THE COLONY KEEP THE COLONY BEAUTIFUL BOARD AUGUST 29, 2013 After determining that a quorum was present, the Keep The Colony Beautiful Board of the City of The Colony, Texas convened into a regular session which was held on Thursday, August 29, 2013 at 6:30 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Staff Present: Iris Browder, Joe Perez Board Members Present: Linda Van Vranken, Peggy Chenault, Joe Zacha, and Roger Morehouse. 1.0 CALL MEETING TO ORDER Meeting was called to order by Chairman Van Vranken at 6:30 pm 2.0 CITIZEN INPUT Board Member, Joe Zacha asked if the Keep The Colony Beautiful Board could get a facebook page. 3.0 MINUTES 3.1 Approve minutes from the July 25, 2013 meeting. Motion was made by Board Member Zacha to approve the minutes as written. Motion was seconded by Board Member Morehouse. Motion carried (4-0). 4.0 DISCUSSION/CONSIDERATION 4.1 Receive update on the use of new compostable/earth friendly mesh lawn bags. (Joe Perez) Mr. Perez informed the board that Home Depot will start carrying the new mesh bags. He asked for feedback on how the board likes the new bags. Chairman Van Vranken said she likes the bags. She used it to clean out her gardens. Board Member Morehouse thought they were ok. He used them for lawn clippings, but didn't fill it too much due to the weight of the clippings. Mr. Perez stated he would inform Terry Gilman of the feedback. 4.2 Discuss and finalize details regarding the September 26`h, 2013 rain barrel class. (Linda Van Vranken) Chairman Van Vranken provided the board with an overview of what would be required to conduct the rain barrel class in September. She stated that the cost for someone from AgriLife to come and teach the class would be $100. The class time would range one to two hours long. If the participants were to make rain barrels in class, there would be an additional fee of $50 per barrel with a 20 person minimum. Chairman Van Vranken raised concerns regarding safety for those using tools during the class. Mr. Perez stated that the participants would be required to complete a waiver of liability prior to participating in the class. Board Member Morehouse asked if design specs on the rain barrel could be provided. Chairman Van Vranken said she can get the information. Vice Chairman Chenault asked is $50 was more or less expensive than buying one at a store. Chairman Van Vranken stated that most rain barrels cost $70 and up. Chairman Van Vranken asked the Board for their thoughts. The decision was to move forward with hosting the class on rain harvesting, excluding the hands on building of the rain barrels themselves. 4.3 Receive presentation from a resident of The Colony regarding initiating a citywide litter abatement campaign. Resident, Christi Martin, provided the board with an overview of the Anti- Littering Campaign and Partnership Proposal with Lakeside Arts Foundation (LAF). Ms. Martin stated that she sees a need to reduce litter in the city and she would like to partner with KTCB to educate the public about the cost of littering. Ms. Martin went over the following: • Benefits of partnering with LAF • Objectives of the campaign • Components of the campaign • Who Litters in The Colony? • Education and Awareness • Examples of Signage • Student Poster Contest • Advertising and Publicity • Campaign Cost Ms. Martin stated that the short term plan of the partnership is to raise public awareness, but requires a long-term commitment to promote behavior change. Board Member Morehouse asked Ms. Martin if she had done any research on behavior modification or to find out if any other cities have done something similar just to see what has or has not worked in regards to Anti- Littering Campaings. Ms. Martin said she has done some, but not a lot. She did state that a lot of information could be found on the state website. Questions were raised by the board in regards to how many Adopt A Streets locations there were in the city and whether there any areas not being utilized. The board also inquired about the number of trash receptacles and their locations throughout the city. Mr. Perez stated that he would look into that and have the information at the next meeting. Board Member Zacha stated that he is in favor of adding "no littering" signs to the current Adopt A Street signs, but he did not like the idea of adding more signs in the city. No decision was made at the meeting to partner with Lakeside Arts Foundation. Staff was directed to come back in October with additional information.
