HomeMy WebLinkAboutOrdinance No. 2013-2020 CITY OF THE COLONY, TEXAS ORDINANCE NO. 2013-2020 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS, REPEALING ORDINANCE NO. 2013-2008 AND REPLACING IT WITH THIS ORDINANCE BY ADOPTING A REVISED CITY COUNCIL SINGLE-MEMBER DISTRICT BOUNDARIES FOR PLACES 3-6, BASED ON 2010 U.S. CENSUS DATA; PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE. WHEREAS, the City Council has reviewed the current City Council single-member district boundaries for city elections and based upon the United States 2010 Census figures, determined that the difference between the largest and smallest districts is thirty-six percent (36%); and WHEREAS, as a result of the disparity in population difference between the districts the City Council instructed staff to prepare redistricting options using the 2010 Census Data and according to the Redistricting Criteria Resolution No. 2013-006, adopted on January 15, 2013; and WHEREAS, City Council considered three map options at their February 19, 2013 meeting. Upon deliberation, the City Council selected all three options for further review and public input; and WHEREAS, the map options were placed on the City's website and public forums were held on March 7, 2013 and April 1, 2013. As a result of the public input, a fourth map option was considered by the City Council on May 7, 2013 and a public hearing was conducted; and WHEREAS, after conducting the public hearing and considering public input, the City Council selected Sample 6, with adjustments, for the purpose of realigning the single-member district boundaries for city elections conducted following passage of this Ordinance; and WHEREAS, on July 2, 2013, the City Council of the City of The Colony, Texas, approved Ordinance No. 2013-2008, which adopted a revised City Council single member district boundaries. Further, subsequent to the passage of said Ordinance the City discovered a discrepancy in the single member district boundary between Place 4 and Place 5; and WHEREAS, the City Council of the City of The Colony, Texas, desires to repeal Ordinance No. 2013-2008, and replace it with the passage of this Ordinance by clarifying the single member district boundary between Place 4 and Place 5. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: SECTION 1. That the findings set forth above are incorporated into the body of this Ordinance as if fully set forth herein. SECTION 2. That the City Council has determined that the attached City Council single-member district boundary map, a copy of which is attached hereto as Exhibit "A" is in the best interest of the citizens, and complies with the adopted Redistricting Criteria Resolution and the Voting Rights Act. SECTION 3. That the City Council hereby adopts the City Council single-member district boundary map attached hereto as Exhibit "A", for purposes of realigning the City Council district boundaries which shall be effective for city elections conducted following passage of this Ordinance. SECTION 4. That the City Council of the City of The Colony, Texas, does hereby repeal in its entirety Ordinance No. 2013-2008, and replaces it with this Ordinance. SECTION 5. That this Ordinance shall take effect immediately from and after its passage by the City Council of the City of The Colony, Texas.
