MINUTES OF REGULAR SESSION OF LIBRARY BOARD
HELD ON
APRIL 17, 2013
The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:03
p.m. on the 17th day of April 2013, at The Colony Public Library, 6800 Main Street, The Colony,
Texas, with the following roll call:

And with four board members present a quorum was established and the following items were
addressed:
1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS:

2.0 CONSENT AGENDA
2.1 Consider approval of the minutes of the March 28, 2013 Regular Session
Motion to approve above consent agenda item - Krueger; second by Gehrke; motion passed
with all ayes.
3.0 REGULAR AGENDA ITEMS
3.1 Discussion and reports regarding progress towards the goals and projects:
A. Increase interaction with LIED schools in The Colony to inform school personnel,
parents and students of TCPL°s resources and services
No report.
B. Board presence at TCPL events
No report.
C. Legislative awareness
Director Sveinsson reported that House Bill 374, which would allow 4B tax monies to be
used for library projects, was scheduled for a public hearing today by the Committee on
Special Purpose Districts. The Board watched the portion of today's committee hearing
pertaining to the bill. The committee heard speakers both pro and con, including Texas
Library Association representative Steve Brown who spoke on behalf of the bill. The
committee did not take action, setting it aside for further review; the bill remains pending
in committee.

D. Library visits

E. Speakers' Bureau
Member Kelly will contact the subcommittee members to schedule an off-site meeting to
discuss topic development for a speakers' bureau.
3.2 Receive and discuss update regarding NTLP closure and plans to mitigate the impact on
TCPL projects and services
The eReader Grant project funding is not impacted by the closure.
NTLP is asking its Commercial Partners to continue to make vendor discounts available to
partner libraries through at least September 30, 2013. The NTLP website and other online
resources will continue to be available as long as funding permits. Other existing NTLP
commitments will be met to the extent possible, but no new services are possible at this time,
since NTLP staff must focus on the shutdown process.
NTLP will continue to honor the agreement with the Overdrive consortium and NTLP staff
will complete collection development responsibilities and work with Overdrive during the
transition. As of October 1, 2013, the consortium will need to determine if it wishes to take on
these duties itself, turn them over to Overdrive, or contract it out to a third party.
All currently scheduled NTLP training events will be held as planned. NTLP will be
distributing some equipment and supplies to partner libraries as part of the shutdown
process.
3.3 Receive presentation regarding the capabilities of the federated search feature of the
Library's catalog to perform searches across the catalog and many of TCPL's electronic
resources
Director Sveinsson demonstrated the capabilities of the Library's catalog to perform searches
across the catalog and many of TCPL's electronic resources in a single structured search. She
demonstrated the use of various methods and qualifiers and the use of different search criteria
to broaden or narrow a search. She noted that your library card is your passport to in-depth
resources.
3.4 Receive presentation re: new electronic resource Atomic Training
This resource presents short video tutorials and workshops on technical software and
questions including Microsoft, Apple, GoogleTM, and Adobe® functions.
3.5 Receive and discuss staff update regarding Friends of the Library activities: Annual
Springtime Tea 4-20-13; Annual Meeting & Fun Night 4-27-13
Registration for the Annual Springtime Tea is underway; to date, 19 of the 36 tickets have been
claimed. Event participants should be at least 6 years old. Registration is limited and must be
done in person at the Library; the registration fee is $5 per person.
The FOTCPL Annual Meeting and Fun Night will feature the mystery The Coffeehouse Murder
on Saturday, April 27th, at 6:30 p.m. Board members were encouraged to contact FOTCPL
President Wayne Bullard if interested in playing a role in the mystery.

3.6 Receive and discuss staff update regarding public relations events and programs: AARP
Tax Help; Nook eReader demonstration 4-03-13; presentation to Griffin Middle School
Leadership class 4-09-13; Teen Journaling Workshop 4-13-13; National Library Week April
14-20; Citizenship Class: 12-week course beginning 4-06-13; May presentations at
elementary schools regarding TCPL's Summer Reading Clubs and programs; Summer
Reading Club registration beginning 5-01-13; Stewart's Creek Elementary School carnival 5-
10-13; Pokemon Tournament 5-11-13.
The AARP Tax-Aide service helped to prepare 142 tax returns at The Colony Public Library
this tax season. The service was held in the Library's public computer area this year due to a
change in AARP Tax-Aide's computer procedures. Electronic Services Librarian Cox
reassigned three public computers to a special AARP category each Wednesday afternoon to
make this possible.
One person received training at the Nook demonstration.
Director Sveinsson participated with other city department directors in providing information
to Griffin Middle School students regarding department services, resources, and department
structure.
No participants came to the teen journaling workshop today, despite the fact that a teacher
from Griffin Middle school told staff she was making it an extra credit assignment to attend.
Staff members are distributing National Library Week celebration bookmarks this week to
cardholders who stop by the circulation desk.
Registration for the citizenship class was full; some registrants dropped out after the first class
meeting.
Summer Reading Club assemblies are scheduled for Ethridge, Morningside, and Stewart's
Creek Elementary Schools in May. Summer Reading Club logs are printed and ready to go.
Bookmarks are being stamped and the preschool crafts are in the process of being assembled.
The online logging site is ready to go pending a few updates to sponsor information.
Director Sveinsson and Circulation Clerk Martin will provide information about TCPL's 2013
surruner reading incentive clubs and reading programs, as well as information about other
TCPL services and resources, at Stewart's Creek Elementary School Carnival on Friday, May
10th, from 5 - 8 p.m.
The next Teen Anime Club fundraiser is the May 11th Pokemon Tournament; registration
begins at 6 p.m.; the tournament starts at 6:30 p.m.
3.7 Receive and discuss staff update regarding Grant Projects: NTLP eReader Lab Grant;
TSLAC Impact Grant; TSLAC Mobile Presence Grant
As part of the eReader Lab Grant project, the NTLP eReader Petting Zoo will be on display at
the FOTCPL Annual meeting. The eReaders received as part of the grant have been used in the
eReader demonstrations.
To date this month, 188 children and teachers participated in early literacy activities provided
by this Impact Grant-funded outreach program. In-library early literacy activities (not grant-
funded) brought in 95 children and parent/ caregiver participants.
A contract has been signed with the vendor that will be providing the mobile app and related
services. Technical Services Librarian Charters and Electronic Services Librarian Cox have
developed proposed graphics for the app and the splash page.

3.8 Review list of May library programs
The board members reviewed the list.
And with no further business to discuss the meeting was adjourned at 8:44 p.m.
