MINUTES
CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
MARCH 26, 2013
After determining that a quorum was present, the Planning and Zoning Commission of the City
of The Colony, Texas convened into regular session which was held on Tuesday, March 26,
2013 at 6:30 Pm in the City Council Chambers located in City Hall, 6800 Main Street, The
Colony, Texas, at which time the following items were addressed:
Board Members Present: Richard Bambury, Chairman; Karen Harries, Vice-Chairman; Brian
Wade; Eddie McCormick; Cesar Molina Jr.; Shannon Hebb and Cody Hall.
Board Members Absent: None
Staff Present: Mike Joyce, AICP, Planning Director; Brooks Wilson, AICP, Senior Planner;
Gordon Scruggs, Engineering Director; Ed Voss, City Attorney; Brian McNuelty, Recording
Secretary.
1.0 CALL REGULAR SESSION TO ORDER
Chairman Bambury called the meeting to order at 6:30 PM.
1.1 CITIZEN INPUT
No citizens came forward during Citizen Input.
2.0 CONSENT AGENDA
2.1 Consider approval of the minutes of the March 12, 2013 Regular Session.
2.2 FP13-0003 Lochs at Tribute Phase 2 Addition
Consider approval of a final plat of Lots 1-7, Block L; Lots 2-8, Block N; Lots 1-19,
Block O; Lots 1-13, Block P, Lots 1-3, Block Q, being a 17.71 acre tract in the Lochs at
Tribute Phase 2 Addition, 49 single-family lots, located approximately 100 feet south of
the intersection of Ashley Gardens and Inverness.
It was moved by Commissioner Hames to approve Item 2.1; seconded by Commissioner
Hebb. Motion carried (4-0-3, with Bambury, McCormick and Wade abstaining).
It was moved by Commissioner Hames to approve Item 2.2; seconded by Commissioner
Hebb. Motion carried (7-0).
3.0 PUBLIC HEARING
3.1 SP13-0004, Public Service Complex
Conduct a public hearing, discuss and consider making a recommendation to City
Council regarding a revised Development Plan for the Public Service Complex, 1 Harris
Plaza, to add an animal quarantine facility and a firefighter practice structure on
approximately 22.75 acres.

Ms. Wilson presented the staff report.
Chairman Bambury asked if there were any questions for staff.
Commissioner Harries asked why the firefighter structure would be temporary.
City of The Colony Fire Department Battalion Chief Tab Bradbury responded that while the Fire
Department needs a more comprehensive, permanent practice structure, this temporary practice
structure was the extent of what could be funded at the present time. He added that the Fire
Department presently needs to rent out practice space from neighboring cities, costing time and
money to the City.
Mike Joyce, Planning Director, added that no fires will be used in or around the structure.
Commissioner Molina asked Chief Bradbury to confirm that no fires would be part of the
temporary practice structure.
Chief Bradbury responded that it is not designed to be a burn facility; but that smoke machines
will create a simulated environment for the firefighters. The smoke produced is not harmful and
is similar to the smoke used at Halloween for children's displays.
Commissioner Wade asked if the exteriors of the animal quarantine shelter were 100% brick.
Ms. Wilson responded affirmatively.
Commissioner Wade commented that the use of 100% brick on this structure is a higher
percentage than on several restaurants recently approved and that the structure is likely to last for
several hundred years.
Commissioner Hebb asked if the quarantine shelter would be fenced.
Terry Gilman, Environmental and Facility Manager for the City of The Colony, answered
affirmatively. The existing fence for the animal shelter would be extended for the quarantine
shelter; although the two areas would be separated.
It was moved by Commissioner Molina to approve Item 3.1; seconded by Commissioner
Hames. Motion carried (7-0).
3.2 SI12-0022, Addition of Section IOD, Temporary Uses
Conduct a public hearing, discuss and consider making a recommendation to City
Council regarding the addition of Section lOD, "Temporary Uses," of Appendix A,
Zoning, of the Code of Ordinances. (No action requested by Staff)
Ms. Wilson explained that other projects have taken priority over the Temporary Uses ordinance
revision. After opening the Public Hearing for citizen input, no action is requested on this item.

When the revised ordinance is ready for the Planning and Zoning Commission review and
recommendation, it~ill be re-noticed, according to State law.
There being no,4 the t questions or discussion, Chairman Bambury adjourned the meeting at
6:45 Pm.
