HomeMy WebLinkAbout03/28/2013 LIB 3/28/2013 MINUTES OF REGULAR SESSION OF LIBRARY BOARD HELD ON MARCH 28, 2013 The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:02 p.m. on the 28th day of March 2013, at The Colony Public Library, 6800 Main Street, The Colony, Texas, with the following roll call: Sandi Gehrke Place 1 Absent Marlene Martin Place 2 Present Frederick Rushing, Chair Place 3 Present Vacant Place 4 Joanna Krueger, Vice-Chair Place 5 Present Jade Kelly Place 6 Present Audra Preston Place 7 Present And with five board members present a quorum was established and the following items were addressed: 1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS: Call to order Citizen input: None 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the February 28, 2013 Regular Session Motion to approve above consent agenda item - Martin; second by Krueger, motion passed with all ayes. 3.0 REGULAR AGENDA ITEMS 3.1 Discussion and consideration of proposed recommendations regarding revisions to the Fees Schedule The proposed revisions include reducing the restitution fee for videocassettes from $10.00 to $5.00 phis a $5.00 processing fee; adding Blu-ray discs to the fee schedule with a restitution fee of $20.00 plus a $5.00 processing fee; and adding Early Literacy Kits to the fee schedule with a restitution fee of $60.00 plus a $5.00 processing fee. Motion to approve the proposed recommendations for submission during the FY 2013-14 budget process - Martin; second by Krueger; motion passed with all ayes. 3.2 Discussion and consideration of the Library Board goals and projects for 2013; reports regarding progress towards the goals and projects: 1 3/28/2013 Motion to approve the proposed list of goals and projects - Preston; second by Krueger; motion passed with all ayes. After the vote, members discussed and reported on the goals and projects as follows: A. Increase interaction with LISD schools in The Colony to inform school personnel, parents and students of TCPL's resources and services Member Preston reported that she had as yet received no further responses to the email sent to The Colony schools' principals regarding increasing participation among the Library and the schools. B. Board presence at TCPL events Member Krueger attended the magazine swap. C. Legislative awareness Director Sveinsson reported that there had been no movement on House Bill 374 and that it was still in committee; she will resend the legislative committee information to the Board. If passed, this bill would allow 4B tax monies to be used for library projects. D. Library visits No report. E. Speakers' Bureau The committee has not yet met. Member Kelly distributed an outline of possible topics. 3.3 Receive and discuss staff update regarding Friends of the Library activities: 5th Annual Great Magazine Swap 3-02-13; Annual Springtime Tea 4-20-13; Annual Meeting & Fun Night 4-27-13 Over 45 people visited the Magazine Swap, bringing in their unwanted magazines and finding treasures in those brought in by others. Registration for the Annual Springtime Tea begins April 2; event participants should be at least 6 years old. Registration is limited and must be done in person at the Library; the registration fee is $5 per person. The FOTCPL Annual Meeting and Fun Night will feature the mystery The Coffeehouse Murder on Saturday, April 27th, at 6:30 p.m. Board members were encouraged to contact FOTCPL President Wayne Bullard if interested in playing a role in the mystery. 3.4 Receive and discuss TCPL annual report to the Texas State Library and Archives Commission for FY 2011-2012 Copies of the report were distributed to the Board members and individual data and components of the report were reviewed and discussed. 2 3/28/2013 3.5 Receive and discuss staff update regarding public relations events and programs: AARP Tax Help; Morningside Elementary School PTA's Summer Camp Vendor Fair 3-02-13; Theater Slam - A Play in a Day 3-02-13; Kindle eReader demonstration 3-9-13; Carney Elementary School Carnival 3-22-13; Teen Anime Club Super Smash Bros. Brawl tournament 3-23-13; Nook eReader demonstration 4-03-13; Teen Journaling Workshop 4-13-13; National Library Week April 14-20; Citizenship Class: twelve-week course beginning 4-06-13; TCPL future presentations at elementary schools regarding TCPL's Summer Reading Clubs and programs A.A.R.P. Foundation volunteers assisted 56 people in preparing their income tax returns in March. Director Sveinsson, Youth Services Librarian Poore, and Circulation Clerk Conlee provided information about TCPL's 2013 summer reading incentive clubs and reading programs, as well as information about other TCPL services and resources, to 40 parents and children at Morningside Elementary School PTA's Summer Camp Vendor Fair; four new cardholders were registered and one cardholder was reinstated upon returning overdue materials to the staff at the booth. Five young actors participated in the day-long Theater Slam and then presented the play at the end of the day to an appreciative audience of 15; the Theater Slam is a partnership project of The Colony Playhouse, Friends of The Colony Public Library, and the Library's Teen Writers Club. One person received training at the Kindle demonstration. Director Sveinsson, Youth Services Librarian Poore, and Circulation Clerk Martin provided information about TCPL's 2013 summer reading incentive clubs and reading programs, as well as information about other TCPL services and resources, to 244 parents and children at the Caney Elementary School Carnival; 14 new cardholders were registered. The Super Smash Bros. Brawl Tournament hosted by TCPL's Teen Anime Club brought in 30 teens, 21 of them participated in the competition. TCPL's next eReader demonstration will feature Nook eReaders on April 3. Youth Services Librarian Poore will lead a journaling workshop for teens on April 13. First sponsored in 1958, National Library Week is a national observance sponsored by the American Library Association (ALA) and libraries across the country each April. It is a time to celebrate the contributions of our nation's libraries and librarians and to promote library use and support. This year's theme is "Communities mat-ter @ your library". TCPL will give a bookmark celebrating National Library Week to those who present their library cards at the Circulation Desk during the week of April 14-April 20. A volunteer has offered to conduct a 12-week citizenship course at TCPL, beginning April 6th. Youth Services Librarian Poore has sent requests to the principals and librarians at each of the six elementary schools to request time to present information about TCPL's 2013 summer reading incentive clubs and reading programs to student assemblies this spring. To date, she 3 3/28/2013 has received commitments from Ethridge and Morningside Elementary Schools for her to speak at assemblies in early May. 3.6 Receive and discuss staff update regarding the NTLP eReader Lab Grant project; TSLAC Impact Grant project, TSLAC Mobile Presence Grant project; and TSLAC scholarship for the Public Library Association's Accidental Technology Trainer online course In March, 408 children and teachers participated in early literacy activities provided by this Impact Grant-funded outreach program. In-library early literacy activities (not grant-funded) brought in 169 children and parent/ caregiver participants. Electronic Services Librarian Cox received notification that her application for funding for a mobile presence for TCPL has been approved by the Texas State Library and Archives Commission. The grant will cover both native apps and a mobile website for the Library, giving Library users access to the catalog, their account, Library events and other features. The grant is also expected to cover the purchase of mobile devices for testing and training. Staff estimates that the project will be completed by the end of summer 2013. Electronic Services Librarian Cox successfully applied for a TSLAC scholarship for the Public Library Association's online course Accidental Technology Trainer. The cost of the course is normally $179. 3.7 Receive and discuss update regarding the Texas Library Association Annual Conference, April 23-27,2013, in Fort Worth Director Sveinsson reported on planned staff participation in the Texas Library Association (TLA) Annual Conference next month. The entire staff will attend on April 25th as staff in- service training. Director Sveinsson noted that the TLA conference has the largest number of vendor exhibits of any state library conference. 3.8 Review list of April library programs The board members reviewed the list.
