MINUTES
CITY OF THE COLONY
SIGN BOARD OF APPEALS
Wednesday, February 20, 2013
After determining that a quorum was present, the Sign Board of Appeals of the City of The
Colony, Texas convened into Regular Session which was held on Wednesday, February 20, 2013
at 7:00 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony,
Texas, at which time the following items were addressed:
Board Members Present: Constance Yahwak, Chairperson; Donna McCright; Charles Tredo and
Stephen Edwards, Sr.
Board Member Absent: Gerald Odum
Present from Staff. J. Michael Joyce, AICP, Development Services Director; Brooks Wilson,
AICP, Senior Planner; Gordon Scruggs, Engineering Director; Jeff Connelly, City Councilman
and Board of Adjustment Liaison; Brian McNuelty, Recording Secretary.
1.0 CALL REGULAR SESSION TO ORDER
1.1 CITIZEN INPUT
Chairperson Yahwak called the meeting to order at 7:02 p.m.
She then asked if there was any citizen input on any item not on tonight's agenda. No one came
forward to speak.
1.2 ELECTION OF OFFICERS
Board Member McCright nominated Charles Tredo as Chairman; seconded by Board Member
Edwards. The motion carried (4-0).
Board Member McCright nominated Gerald Odum as Vice-Chairman; seconded by Board
Member Tredo. The motion carried (4-0).
These officers will begin their term of service at the next Sign Board of Appeals meeting.
2.0 ITEM FOR CONSIDERATION
2.1 Consider approval of the minutes of the regular session of the October 17, 2012 Sign
Board of Appeals meeting.
It was moved by Board Member McCright to approve the minutes as written, seconded by
Board Member Tredo. The motion carried (3-0-1, with Board Member Edwards
abstaining).

3.0 ITEM FOR CONSIDERATION
3.1 SBA13-00011 Request for a Variance to the Sign Ordinance
Conduct a public hearing, discuss and consider approval of a Variance to the Code of
Ordinances, Chapter 6, Article XI, "Signs" to allow the temporary construction of an
off-premises sign on a fence in the extraterritorial jurisdiction of the City of The
Colony, to be located on Lebanon Road, approximately 5,000 feet west of FM 423.
Ms. Wilson presented the staff report.
Board Member McCright asked if the City has ever permitted a temporary sign for a three year
time period.
Ms. Wilson responded that no such requests have been submitted.
Board Member Edwards asked what materials will be used for the sign face and fence.
Ms. Wilson responded it will be made of a printed mesh vinyl looped through chain link.
Board Member Edwards asked if this material is similar to the material used for banners.
Ms. Wilson responded affirmatively and added that the vinyl is printed with the graphics, but is
cut into strips so wind can pass through it.
Board Member Edwards asked if this type of sign could be maintained in good repair for the
three years.
Ms. Wilson responded affirmatively.
Mary Day, 1660 South Stemmons Freeway, Lewisville, Texas, Director of Marketing for
Matthews Southwest, stated that the sign will be maintained and strips/panels replaced as need
be to maintain a clean, crisp look.
Board Member Edwards responded that he was concerned with fading due to sun damage.
Ms. Day answered that if fading occurs, they will replace some or all of the panels.
Board Member Tredo asked if there was a committee that will check the sign's appearance.
Ms. Day responded that she will be observing the sign and that the residents would inform them
if its condition deteriorated.
Ms. Wilson added that The Tribute has the highest quality standards in its development and
therefore is confident that they will maintain it properly.
Board Member McCright asked about the choice of three years' duration.
Ms. Day responded that that length of time seemed sufficient to meet the marketing need they
have.
Chairperson Yahwak opened the Public Hearing. No one came forward.

Chairperson Yahwak closed the Public Hearing.
Board Member McCright moved to approve the proposed variance; seconded Board
Member Edwards. The motion carried (4-0).
Being no further discussion, Chairperson Yahwak adjourned the meeting at 7:18 p.m.
